Student protests break out across Lyseria

Students across Lyseria, particularly in Universities, are protesting for funding. The move comes as fees go up and th government slashes away the very last of the subsidies to public education passed under the Torres administration. Primer Ministro Maria Ramos and her Minister of Education, Ministro Sancho Cuchilla, defended the move and argued that this spending cut would allow for greater tax cuts, which would in turn stimulate growth, allow for job opportunities and would allow those who worked hard to be able to earn enough money to further their education and the education of their children. Cuchilla also argued that this would allow all educational institutions the freedom to determine their own syllabuses, rather than be dictated to by an unnecessarily overly restrictive government. Cuchilla stated that these last cuts were part of the "final removal of the failed socialist cancer" that was former Primer Ministro Torres's education project.

Students have strongly rejected the cuts, with many boycotting lecturers and lessons, and others blockading campuses and preventing lecturers, teachers and fellow students until they and the government meet their demands for free, quality education for all academically capable individuals and that no one would be punished or discriminated against in any way for partaking in the protest. The move has been supported fully by some schools. Other schools and some universities, such as Cecilio Juan Pavoreal Universidad (often shortened to Pavoreal) in Burrovalle, Universidad de Lopeziudad (often shortened to Lopezi), Universidad de Puertoro (UP) and Universidad de Amanecer (UA), have seen management partially accept their demands, offering to try find ways to lower fees and that they may continue to protest. In Lyseria's largest University however, Universidad de Victoria (UV), and its most conservative one, Universidad de Leóniudad (often shortened to Leóni), management have called in police to disperse or arrest protestors for illegal action on private property. Management at UV and Leóni have also suspended many students, and several support staff and lecturers, for taking part in the protests and are threatening expulsion or firing for those who go on protesting.

Violence has broken out at both Universities, as well as at the Universidad de Lopeziudad when a motorist drove into a crowd of protestors blocking a road, injuring several, and was severely beaten until he could be removed to safety by police, at which stage his car was flipped. In Amanecer as well police threw smoke grenades and fired rubber bullets at protestors occupying the Amanecer CBD (Central Business District).

The greatest clash, however, came in the capital city of Victoria when UV students and many others from local highschools marched on the House of Representatives demanding that Primer Ministro Ramos and Ministro Cuchilla address their demands and respond directly to them. The protestors burst through the initial gate but stopped short of the line of police surrounding the House of Representatives. After refusing to leave and demanding that Ramos and Cuchilla come out and address them, police moved in and drove the protestors from the vicinity of the House of Representatives back onto Plaza Democracia. At this point the police gave protestors ten minutes to disperse peacefully, which the protestors refused to comply with. At this stage the police threw smoke grenades into the crowd and fired rubber bullets in, driving them away, and arrested 30.

Amongst those arrested was Isaac Precio, son of UV Vice Chancellor Maximiano Precio. The students were initially arrested on High Treason, which carries the death penalty, however it seems possible the charge will be dropped to Trespassing onto a Restricted Area, Damage to Public Property, Failure to Comply with Lawful Command and Resisting Arrest, which all in total should amount to a 2 month to 1 year prison sentence as well as hefty fines, or even 1 to 50 years in prison if Assaulting Officers of the Law is added (depending on the grievance of the assault).

Representante Carlos Domínguez, leader of the Partido del Trabajo (PT), has stated he will fight for the students call for free quality tuition, a position he has held for his entire, fairly short, political career, and will join with students in a rally tomorrow along with many members of his party, and has called on all members of all parties to join him in supporting the students in the march. Domínguez also challenged the arrests and called the actions of the police "utter brutality against unarmed students fighting for their right to education".

Victoria Police Commissioner Antonio Herrero has called the students protesting "rioting hooligans and, quite frankly, traitors", and called Domínguez's
comments "highly troubling" and "the ravings of an out of touch communist". He has vowed that the police will clamp down on any unauthorised protest on public ground and on any private ground should the private owners request their removal or if issues with disturbance of the peace was raised. While many citizens have spoken in favour of the students, many others have applauded the police for their actions and have called on them to "restore law and order".

Protests continue tomorrow regardless.

Violence broke out today when a combination of Students, Lecturers, civilians, union workers, political representatives form the Partido del Trabajo (PT) and leadership from the Partido Verde (PV), Partido Socialista (PS), Partido Pirata (PP) and Partido Anarco-Comunista (PAC) marched once again on the House of Representatives in Victoria. The move came after the Victoria Police Commissioner Antonio Herrero denied the official legal request for a peaceful march on the House of Representatives and to occupy Plaza Democracia, stating that "the rioters have already proven themselves to be a safety risk to the general public".

Despite the request being denied, the protestors challenged the legality of the denial and the march went ahead. Commissioner Antonio Herrero ordered the police to halt the protest, and hemmed it in as it made its way down Bulevar León de Oro, a major road in the city linking Universidad de Victoria and Plaza Democracia. Reports from protestors state that they attempted to reason with police and allow them to continue on their way, and illegally ordered them to disperse before using violence against them when they refused. Reports from police state the protestors taunted them and refused to disperse peacefully when ordered to.

Police once again used shields, batons, rubber bullets and smoke grenades to clear the protest, adding tear gas and tasers this time. Over 120 arrests were made, all Failure to Comply with Lawful Command and Resisting Arrest, which all in total should amount to a 2 month to 1 year prison sentence as well as hefty fines. Those arrested included Representante Carlos Domínguez, leader of the PT , Raquel Izquierdo, leader of the PV, Matías Rodriguez, leader of the PS, Angela Ruiz, leader of the PP and Daniela López, leader of the PAC. The move will undoubtably be challenged, particularly as Lyserian general elections are due to be held on the 1st of December, just a little over one month away, and the sentence for Failure to Comply with Lawful Command and Resisting Arrest can amount to anything between 1 to 9 months in prison and a significant fine, not including the time it takes to charge the individuals. A number of pollsters also predict that Domínguez will win an upset victory over incumbent Prime Minister María Ramos of Partido Conservador (PC). The charge of Failure to Comply with Lawful Command alone would result in a fine to a fine and a 6 month sentence depending on the severity of the case.

Today King Alfonso the XII has extended a Royal pardon to 112 of the protestors, including Representante Carlos Domínguez, leader of the PT , former Prime Minister and current member of the House of the Representatives Representante Juan Torres of the PT , as well as all other 15 PT Representantes in the Cámara de los Representantes, Raquel Izquierdo, leader of the PV, Matías Rodriguez, leader of the PS, Angela Ruiz, leader of the PP and Daniela López, leader of the PAC, who partook in the protest yesterday, stating that the protest should have been permitted, but that some protestors still acted recklessly, and so would still be charged. He also condemned the march on the Cámara de los Representantes on Thursday and the blockading of Universities and Schools.

Only 37 of the pardoned individuals, all students, accepted the pardon. The other 85, including all the prominent leaders, rejected the pardon until such a point at which all protestors were pardoned, from both the protest yesterday, the one on Thursday, and at numerous other protests across the country over the past week. 14 of these 85, including Daniela López, leader of the PAC, have stated that they will not accept the pardon until, in addition to this, the students' demands are met. King Alfonso has yet to respond to the rejection of his royal pardons and the conditions presented.

Meanwhile in the Cámara de los Representantes, which is still missing 17 of its 101 members, all the 17 PT Representantes, the House abandoned the planned debate on Private Electricity Industry subsidies, a debate that has been stalled, blocked and distracted since Monday by opposition parties given the student protests. Minister of Education, Ministro Sancho Cuchilla, who many students, politicians, reporters and citizens have called for to resign, insisted that if students and their families worked hard they would be able to afford education, stating "education is a privilege we must incentivise, not a right for every citizen and for illegal immigrants who have broken into our nation. Meeting the students' demands will bankrupt this nation, scare away businesses and leave us as a financially ruined Communist State". Cuchilla stated that students should have every right to peaceful, non-disruptive protest, and stated that "those hard working students who want to work must be permitted to, and will not be intimidated by the protestors, the police will ensure that".

Líder de la Oposición en la Cámara de Representantes, Alejandro Romero of the Partido Popular (PP) stated that he agreed with Cuchilla in regard to protests, but argued that taxes must be raised on the wealthiest in the nation to fund a subsidy for academically capable poor students and to promote government scholarships for poor students who excelled academically. Romero stated that this would not be overly harsh on Lyseria's taxpayers, and would both pacify students and ensure an educated future workforce.

Representante Marcos Delgado, leader of the Partido Nacional Libertad (PNL) also agreed with Cuchilla in regard to protests, but argued that taxes on the wealthiest must be raised slightly to fund subsidies for poor Lyserian born students, stating that the subsidies should not be available for immigrants, particularly illegal immigrants, and that these subsidies should be linked to the productivity of the education being given, stating that they should be given for studies into medicine, pharmacy, accounting, business, economics, engineering, architecture, maths, science, technology, agriculture and military strategy, but should not be extended to social studies, the arts and "abstract political and philosophical studies". Delgado also stated that this should apply for the government scholarships Romero had proposed, stating that this would create an "an educated and capable workforce without blowing taxpayers' money on foreigners or on pointless esoteric things like art, drama, philosophy and poetry, and God knows what else nonsense Universities teach the youth of today". Delgado's statement was applauded by many of the majority Partido Conservador representes, including Primer Ministro María Ramos.

Representante Diego Vidal, leader and sole Representante of the Partido Liberal (PL), agreed with Cuchilla on the protests, but urged that police reign in their use of force and use the minimum necessary to maintain order. He stated he was shocked at the "scenes of what I can only call Police Brutality coming from across this proud nation", although he also condemned "violence used by some students to intimidate their fellow students who just want to work" and called the demands by protestors for free quality education "an economically abysmal idea that will certainly wreck our economy and create an attitude of complacency and laziness, as well as the expectation of having life handed to you on a silver platter rather than working hard for it".

The debate is ongoing as representatives seek to establish a policy from the debate.

At the Universidad de Leóniudad (often shortened to Leóni) classes were held again today after police cleared away barricades and arrested protestors for Interference with Private Property, Damage to Private Property (in the construction of the barricades), Restricting the Freedom of Movement of fellow students (not allowing cars on or off campus), Disobeying Lawful Command by Police and, in a number of cases Resisting Arrest and / or Assaulting Police Officers (some students threw stones at the police). This has upped the number of students arrested at Leóni to 37, all of whom have been expelled with a further 59 students suspected of involvement in the protest being investigated internally by the University. In addition to this two politics lecturers, one philosophy lecturer and one history lecturer have been fired for involvement in the protest, along with 14 support staff (6 kitchen staff, 5 cleaners and 3 ground staff).

The University Vice Chancellor, Pedro Acero, has defended his actions, calling the protestors "hooligans who were interfering with our academic project, intimidating students who actually wanted to work and who were sullying our proud institutions good name". Acero has vowed to expel any students and fire any staff who try go on with the protest.

A further 23 students at the Universidad de Leóniudad (often shortened to Leóni), 2 further lecturers (1 history lecturer and 1 psychology lecturer), 5 further members of the kitchen staff and 3 further cleaning staff were arrested yesterday when they refused to stop protesting for free, quality education. All 23 students have subsequently been expelled and all 10 staff have been fired.

Meanwhile yesterday in Amanecer General Hospital, Juana Pastor, a female university student who was badly beaten by police on Thursday during a protest in the City Centre which students had blockaded to protest outside the Provincial Offices, died of her wounds. Vigils are due to be held tonight in Universities and Schools across the Nation. Amanecer Police Chief, Quintín Morales, stated his deepest condolences to the Pastor family, but insisted that the students barricade had been illegal and that it was the duty of the police to maintain law and order. He argued that the police violence used in the situation had been in response to the violence used by the students, in that some had thorn rocks at police trying to tear down their barricades.

The government of the Republic Of Esmeralda officially condemns the government of Lyseria for allowing their police force to utilize brutal force on the people they are meant to protect. To further prove our point, we will be withdrawing Esmeraldian citizens that are currently studying at Lyserian universities, as well as canceling any academic excursions to Lyseria. If the Lyserian government wishes to have these restrictions removed, they shall comply with the demands of the protestors and make education available to those that cannot afford it.

The protestors have welcomed the condemnation of police brutality by the government of Esmeralda, but plead with Esmeraldian students in Lyseria to stay and carry on protesting alongside them.

We, the Government of The Kingdom of Lyseria, humbly ask you to have patience with us. We are currently engaged in discussions amongst leadership in the Kingdom and are in the process of finding a compromise which will both satisfy students and taxpayers alike, and one that will not wreck our economy or undermine the values of our proud Kingdom.

We have repeatedly reminded protestors that they are legally bound to respect the Lyserian Constitution and the laws of the Kingdom, and allow students who wish to study, and have paid for this education, to do so, as well as to not interfere with or damage private property or to cause damage to public property or to restrict the movement of others on this public property. We insist that protestors keep their protests to private land where permission to do so has been extended by the private owner(s) of that land, apply legally for permits to protest on public land, which will be given provided the correct channels are followed, and keep their protests peaceful and non-disruptive. Provided protestors do this no action shall be taken against them and they shall be protected legally.

In cases where protestors breach the Constitution and break the laws of the Kingdom, they will be warned where cases require this and shall subsequently be apprehended with the minimum amount of force necessary by the police, and shall be tried by our impartial courts. The police shall restore law and order with the minimum amount of force necessary.

Once again we request that you have patience with us while we find a solution to this issue.

The government of the Republic Of Esmeralda has proposed that a joint venture be established between Lyseria and Esmeralda, in order to keep those who have paid for their education in Lyseria satisified, and to aid those who cannot afford education in Lyseria. Universities could perhaps lower their prices slightly so that more students can be able to study there, which would be profitable for the universities in the long run. To help universities handle this sudden drop in prices, the University Of Esmeralda would send students who wish to study abroad to Lyserian universities, to generate an extra profit, and the Lyserian government could in turn send those who are academically gifted but cannot afford the tuition there to Esmeralda, where they would receive a temporary visa while they complete their studies at our public universities. We hope that the Lyserian government considers this offer, which could be beneficial to the universities and to the students

Alfonso also requested in particular that "the 17 PT Representantes in the Cámara de los Representantes accept this pardon so that they can convene with other elected representatives to find a solution to the current crisis".

The pardon now extends to 196 people across the Kingdom.

BREAKING NEWS: 152 protestors have accepted the pardon, including Representante Carlos Domínguez, leader of the PT , former Prime Minister and current member of the House of the Representatives Representante Juan Torres of the PT , as well as all other 15 PT Representantes in the Cámara de los Representantes, Raquel Izquierdo, leader of the PV, Matías Rodriguez, leader of the PS, Angela Ruiz, leader of the PP and Isaac Precio, son of Universidad de Victoria (UV) Vice Chancellor Maximiano Precio.

The remaining 44 protestors, including Daniela López, leader of the PAC, have refused the offer and state they will not accept a Royal Pardon until student demands are met. As a result all 44 are scheduled to go to various courts across the nation where bail shall either be offered, and then either paid or denied, or withheld. If a Royal Pardon is not accepted between the offer of bail and going to trial, which should be in three weeks to 4 months depending on the severity of the crime and how crowded the court system is, they shall be tried under their current arrest charges (none of which included High Treason anymore, which was dropped in favour of Disobeying Lawful Command By an Officer of the State among other less extreme charges).

The protests continue at all universities today, unopposed by any university management, except for the Universidad de Leóniudad (often shortened to Leóni), which has warned that any students who block access to campus will be arrested and expelled, and any staff who do so will be arrested and fired. Protests have also remained lacking at Rey Rodrigo Vailon I Military Academy in Puerto Ángel, at Almirante Cristóbal Neptuno Naval Academy in Victoria and at Rey Sancho Valion VII Military Flight Academy near Lopeziudad.

In the mean time the House of Representatives is negotiating trying to find a solution to the current protest, although there are massive disagreements amongst some of the members.

After a long day of intensive debates, leadership has come up with a response to the proposition from the Republic of Esmeralda as well as having voted on the issue of education fees.

We, the leadership of The Kingdom of Lyseria, thank you for presenting your proposal. We thank you for your generous offer. The substantial majority in the House of Representatives showed significant interest in your offer that we, the "Lyserian government could [...] send those who are academically gifted but cannot afford the tuition there to Esmeralda, where they would receive a temporary visa while they complete their studies at our public universities". The question was raised as to who would cover the cost of the transport of these students and who would cover their living expenses. Questions were also raised as to the minimum grades students would require to be admitted.

In regards to the suggestion that the "University Of Esmeralda would send students who wish to study abroad to Lyserian universities, to generate an extra profit", Ministro de Educación, Sancho Cuchilla pointed out that the residence systems and classrooms of most universities are already completely full or over capacity, an unfortunate side effect of the economic prosperity brought about by businesses savvy Partido Conservador leadership in the post-Civil War era. Thus, Cuchilla humbly requested that the House respectfully turn down this proposal.

This shall also apply to government scholarships for exceptional Lyserian born students eager to study in the fields of medicine, pharmacy, accounting, business, economics, engineering, architecture, maths, science, technology, agriculture and military strategy, but will not be extended to social studies, the arts and "abstract political and philosophical studies". These subsidies also to be funded by flat tax slight increase, as well as increasing naturalisation fees for immigrants.

The remaining 48 voting Representatives voted against, below are noted there groupings and a summary of their arguments for voting against.

All 22 Representatives of the PP:
The tax rate for the lower and middle class should remain the same. Taxes on the wealthiest should be raised somewhat (by no more than 4% - from the current flat tax of 6.7% to no more than 10.7%). This tax increase will be used to fund subsidies for academically capable poor students (Lyserian born and naturalised citizen alike). Restrictions shall not be put on subject matter. This shall also apply to government scholarships for exceptional students (Lyserian born and naturalised citizen alike).

All 17 Representatives of the PT:
We stand with the protestors. We shall accept nothing less than free quality education for every academically capable Lyserian citizen, Lyserian born and naturalised citizen alike. This shall be funded through an increase in taxes on the rich by no more than 10% - from the current flat tax of 6.7% to no more than 16.7%, through the significant cutting of funding from the Spirituality budget, from the current 23,2% of the budget to no less than 12% of the budget, with these cuts to come in the areas of government funded "Promotion of Catholicism and Morality Programs", the cutting of the "Glory of God National Church Upgrade Program", the cutting of funding to the "Good News Commission" and, in particular, to the blatantly homophobic "In Conflict of Sin Commission" and the Islamophobic "White Knight Commission". Government subsidies to Wolf Street and Multinational Corporations are also to be completely removed. Excessive funding to the Military in regard to the expansion of "Project Scorpio" (desert and arid city combat training) to also be cut. Funding to the police, particularly in regard to the militarisation of them, to also be cut back.

While a few protesting students have accepted the proposals of leadership, most have rejected them as "not meeting their actual demands for free quality education for all academically capable citizens". Many protestors, especially foreigner students, have rejected the strongly Lyserian Nationalistic elements of the proposal and its exclusionary nature towards those not born in Lyseria. Some students have already labelled it "xenophobic".

Many protestors are urging the King's Council of Lords (the essentially advisory Upper House of the legislature) to send the bill back to the House of Representatives with advice to meet student demands for quality free education for all academically capable citizens. Barring this, many protestors are appealing to King Alfonso XII Vailon to send the bill back to House of Representatives with the same advice. However, given that the PC dominate the King's Council of Lords, and given that King Alfonso XII Vailon has been lukewarm at best to protestors, it seems likely this bill will be signed into law.

The government of Esmeralda has held several meetings with those involved in our Education department, and have decided that the following action will be taken: A new educational institute shall be opened in Esmeralda, specifically aimed towards foreign students who want to study abroad, but wish to have a curriculum that is familiar. The University Of Esmeralda will be the head of the project, and call this the "Esmeralda University for Foreign Studies", which is aimed at teaching foreign students who would like to study abroad or cannot afford the cost of tuition in their home country, as well as teaching Esmeraldian students that are planning on having a career that involves interacting with people from other backgrounds. The campus will be temporarily located in multi-purpose classrooms at the Esmeralda City Cultural Center while the main campus building is finalized. On a final note, we have also addressed your concerns about transportation and living expenses for Lyserian students. The transportation unfortunately, will have to be paid for by the students themselves, but our state airline, Esmeralda Airways is currently running a promotion to encourage tourism in our nation. If air tickets are purchased between December 4th - January 4th, they will be 50% of the original price, which is applicable to all countries and territories. Also, the living expenses will be paid for by the university as the dormitories are already finished and have electricity & water available, and meals will also be provided in the cafeteria, which also finished. The living expenses will not have to be paid by the individual unless they wish to have their own living quarters or eat meals that are more suitable to their tastes. But in order to be able to be accepted into this university, students must have a GPA of at least 3.3, and the ACT, TOEFL, and SAT are optional, while our nation's EAU (Exame De Admisión Universitaria / University Admittance Exam) is mandatory. Also, students who take the EAU must have a score from 8-10 (A 10 would be the highest score while a 1 is the lowest score possible). For the EAU, foreign students will be given an English version of the test, and will cover Grammar, Math, History, and Science. The EAU will be taken on January 16th at 9:00 AM in the University Of Esmeralda, but if students would like to take the test in Lyseria it can certainly be arranged.We hope that this offer will make your government and your people more satisfied with the state of education, should they choose to study at our University For Foreign Studies.

The students of Lyseria have welcomed the Republic of Esmeralda's offer, although some are worried about the test, and presumedly lectures, being in English, given that Spanish is the dominant language in Lyseria.

Some school-level protestors from very poor backgrounds are still worried about being unable to afford plane tickets. Representante Carlos Domínguez, leader of the PT has proposed that the government pay for these tickets for students who cannot afford them, however this proposal was met with massive opposition in the House of Representatives.

The remaining 44 protestors, including Daniela López, leader of the PAC, have now all had their bail hearings concluded. Only 3 of the protestors, not including López, were offered bail given that they declared they would defy their travel and work restrictions and would go on participating in the protests and blockading universities. Furthermore, 38 of the 41 denied bail, including López,, stated that if released on bail they would march on the Palacio de la Real León (the residence of King Alfonso XII Vailon and the sitting place of the Rey la Consejo de los Lores) and on the Cámara de los Representantes to repeat student demands, with or without the permission of the police.

The 3 protestors granted bail declared that they would refuse to pay it and would remain incarcerated as a show of solidarity with their fellow protestors who were denied bail.

All 44 protestors now await trial.

The politics of Lyseria do not reflect my personal politics. I identify as an ultra-progressive Ethical Socialist, also as an environmentalist, a supporter of Animal Rights and as an [Agnostic] Atheist. Lyseria is designed as a criticism of free market capitalism, neo-conservativism, Conservative Catholicism, Monarchism and the First Past The Post (FPTP) electoral system.
