Your proposal would be difficult to implement, but we would be willing to support(to some extent) a resolution granting to travelers who entered a country legally, no matter their age, the right to call their nation's embassy and be represented by a fellow countrymen should they ever get into trouble. Should the *trouble* be of non-violent nature, there could also be something about them serving their sentence in their home country, but that would be in some very specific situation and for only the most minor offenses. And if the worst should happen, either by accident, illness, execution or murder, their body shall be surrendered to their Home Nation.
We feel this would provide some basic *protection* without putting too much a burden on member states.
