We wish to voice our profound opposition to the recent Sovian proposal, which fails to take into account the very great value of nuclear deterrents to ensure that our many enemies do not attack us. At present the Ausitorian government operates approximately ten thousand nuclear warheads and will not comply with any ISCU regulations reducing the number below a satisfactory level commensurate with the integrity and safety of our nation's various state governments.
We also oppose the reintroduction of capital punishment and the requirement that nations of the ISCU should be immediately compelled to support other member nations in wars of aggression, and would not comply with either requirement.

We wish to voice our continued opposition to the amended Sovian proposal, which provides insufficient capacity for the satisfactory independent deterrent for our various member nations. For such an effective series of deterrents we would require at least four gigatons, equivalent to c. 90 megatons per nation. We must repeat that we will not and cannot comply with any ISCU regulations reducing the number below a satisfactory level commensurate with the integrity and safety of our nation's various state governments, unless it was understood and agreed that members which are highly federalized may have their nations maintain distinct nuclear deterrents. In addition in the event of the imminent eradication of our nation we would certainly not wait for the ISCU to vote before using our deterrent as a last resort, and would suggest clause (ii) be struck off.
We also oppose the continued suggestion that nations of the ISCU should be immediately compelled to support other member nations in wars of aggression when battles are fought within their nations.

ISCU Amendment Proposal(s)
Esteemed members and executives of the ISCU,
As a way to get more supported clauses into use faster, we have split up our proposal in twine. Sovia has seen and understands the negative opinion towards parts of the amendments, for which reason the splitting has occured along with a small update within the text itself.
Article Five, Mutual Defense Obligations
Nations of this union are to recognize that fellow states are not to be ignored in their struggles of war. Member states are obliged (However with full autonomy and respect to member nations who choose not to participate) to interveine and protect any and all nations of this union in the event of decleration of war or other major millitary events. Any differences between you and said member state are to be set aside for the goal of total peace and prosperity of all. Wars in which the member state is the agressor and no battles are fought on an ISCU nation's soil are not included in this clause, however member states can still join in battle if they wish to do so.
[i]Article Six, Warfare Regulations
Along with a duty to help and protect other nations from our own union, we must still show men and women from outside the union equal respect and avoidance of the worst, most inhumane types of warfare. While it is recognised that sometimes wartime can call for desperate measures, a ban on torture as a means of interrogation discluding waterboarding and solitary confinement. The killing of innocent civilians is also banned, with a policy of any soldier with more than two (2) innocent kills or a millitary official ordering soldiers to kill innocent civilians to be met with five (5) years in prison, and any kills after that met with ten (10) or more years, and even if it is not normally legal in your nation between five (5) to eleven (11) convetional deaths (In total) will be met withcapital punishmentlife in prison, the exact number is to be determined nation to nation. Despite this, the soldiers and millitary officers are still to be given right to a fair and legal trial for alleged civilian deaths.
The ISCU also realises the intense implications of WMDs, however it is seen that for many nations an arsenal is needed to promote peace against other nuclearly active nations. Please note that this is not a total ban on WMDs, but simply regulations. The following WMD regulations are imposed:
i. The maximum amount of nuclear weapons to be owned by each nation at any particular time is one hundred (100) megatons worth of explosives.
ii. Unless being previously attacked by a WMD, an ISCU member nation must first run it through the ISCU executive council before attacking, with a 75% positive vote being required.
ii. The maximum amount of chemical weapons is four thousand (8,000) square miles of 50% mortality when spread at max efficiency
iv. Biological weapons are strictly banned for anything other than reasearch
v. Nations are to keep precautions avoiding information of the exact blueprints etc about any WMD.
vi. As to avoid extreme levels of civilian death nations are obliged to attempt to minimise the amount of unneeded civilian casualties in the event a WMD attack was made by an ISCU member nation[/i]

Esteemed members and executives of the ISCU,
Sovia would like to explain that our most recent proposal complies with Libraria and Austoria's complaints.
1. A minimum of 90 megatons of explosives per nation; The current max placed in the proposal is 100, well above your minimum amount requested
2. In a last resort, nations should be allowed to launch WMDs without discussion in the ISCU; There is a section of the clause that states that in the case that if any WMDs were to be launched onto an ISCU member nation, retaliation via WMDs without consulting the board is completely allowed. In any other case, there are other resorts, even if that includes mass conventional bombing. And even in the (Extremely rare or even impossible) case of a WMD being the last resort against another nation, the ISCU will likely vote for your cause. May I also remind you that if only 3 of six people vote within a given timeframe, and all three are for the proposal (Or even only two are for it), that still accounts for 75% posotive or more, allowing you to launch your weapon
