Aalen Conference (Closed, ATTN: FSSR, NU)

[Greater Americania]

With the prospect of world war looming over the Greater Vancoovan invasion of Ishema, Greater Americania offered an invitation of a conference to the Martilian leaders of the FSSR, hoping to avoid a long and unbeneficial bloodshed. Upon Martilian request, invitations were also issued to members of both the FSSR and the Nationalist Union. The Greater Americanian talks were quickly put together in Aalen, Comaack.

The location for the talks were chosen because they were much more scenic and ideal than the congested and overpopulated Greater Americanian homeland. On top of this, the Greater Americanian national government always preferred to operate out of New Greater Americania rather than simply to operate in the rest of Comaack, which was populated with a heavy Comaackian population. Michael Bowen, the Greater Americanian ambassador to Martilia was flown in from the embassy to lead the talks.

Accompanied with him were some of the Army bodyguards from the embassy, but also Presidential representatives flown in from Curriopolis to oversee the talks and ensure that they complied with Presidential policy for Greater Americania. In the streets, the talks were guarded by a company of Greater Americanian Army soldiers. Guards were posted around the Duce Cipollo Hall, where the talks were to be held. Military Police escorts were dispatched to the Airport to receive the Martilian and other attending delegations.

In charge of security was Captain Blaine Hinrich, who had been instructed to make sure that the entire area of the Hall was secure and that the foreign delegations would be safe from any perceived threat. Inside the hall, the Greater Americanian delegation had already arrived. Ambassador Michael Bowen paced around the meeting hall in circles, occasionally speaking to other Greater Americanian delegates and Presidential representatives. He was ordered to attempt to secure peace, but if he couldn't, it wasn't that big of a deal. All that remained was for the foreign delegates to arrive.

OOC: Basically it's your normal conference. Arrive at the airport, we escort you to the hall. Your guards can't have anything more than a pistol or we won't let them in, etc. Then we sit down and discuss the pending issue. Standard crap.

[Martilia]

An Al-124 and Al-225 arrived at the airport Aalen, Comaack. The Al-124 is carrying the Soviet Federation Ambassador Lucio Laurel, with hundreds of guards with him, while the Al-225 is carrying the special bulletproof limousines and escort vehicles that will be used by the Soviet Federation ambassador. These planes were escorted with several military helicopters and fighter planes to avoid being attacked, assassinated or ambushed by third-party nations, or by the Greater Americanians itself. After the vehicles were fully employed, Laurel rode in the limousine and with its escorts headed towards the meeting place.

OOC: lol, I'm not going to ambush your ambassador at a diplomatic meeting. If you see anything you want me to correct herein just let me know and I will. By the way, we are at an understanding that during peace talks, there is to be a ceasefire of all FSSR/NU hostilities, right? Also, will anyone else be attending?

The Greater Americanian Military Police assisted in the escort of the Martilian ambassador to the Duce Cipollo Hall. The drive took around fifteen minutes from the point of which the Martilians were ready in the cars to drive out. However, at the airport the Greater Americanian MPs stopped the Martilians from bringing along hundreds of guards with them, permitting an maximum security force of ten guards armed with nothing but pistols.

The Greater Americanian Military Police were greatly surprised that the Communists had brought so many armed guards with them. It had been a Greater Americanian policy to never assault an invited guest. Even in the past, Greater Americania had spoken out against those who almost used violence as a means of negotiations, such as in the incident regarding the Tezdriani Fascist Empress at Allemande. The extra guards the Martilians had sent were required by the Greater Americanians to wait at the airport until the Martilian delegation had returned.

In the streets of Aalen, roadblocks had been set up to keep people off of the streets. Many onlookers looked at the convoy from the sides with interest. It wasn't common to see limousines driving around in a Military Police escort with the Communist Hammer and Sickle on the national flags flying over the sides of the hood. Although the symbol was completely legal in the Greater Americanian Empire, it was rather rare to see it openly displayed. Some people took pictures on their cell phones, others just looked on.

When the convoy arrived at the Duce Cipollo Hall, the Greater Americanian flag waved over the building. In the entrance a statue of the previous ruler of Comaack, Duce Nick Cipollo, stood ten feet high with the Duce himself holding up his left hand as though making a point in a speech. Greater Americania, even after the annexation, maintained enough respect for the old government to not tear down all the old statues left over from the pre-war period.

In the front of the hall, Greater Americanian soldiers in full camo uniform stood at attention with loaded HA-09s. They didn't expect anything to occur, but the Greater Americanian Military wasn't about to allow something to happen. The last major diplomatic conference Greater Americania had participated in had had a near violent incident and the Greater Americanians weren't willing to let the same crap happen on their own soil.

When the Martilians arrived, Ambassador Michael Bowen greeted them along with the President representatives from the Greater Americanian homeland. The Martilians were invited to the meeting hall itself where they were allowed to occupy until the proceedings began. Some of the Greater Americanian representatives took their places as well, looking over folders and documents that the Foreign Relations Department had prepared for them. If noone else arrived soon, the meeting would begin strictly between the two nations.

[Martilia]

Ambassador Lucio Laurel is impressed in the security that the Greater Americanians have showed for this meeting. "I bet our special forces can't even penetrate this kind of security", he said to himself then he chuckles a little before entering the hall. As he enters the hall, he quickly greet the Greater Americanian ambassador. "Nice, seeing you", Laurel said, then he shook hands with him. He quickly head towards the meeting room and wait for the Greater Americanian ambassador and other representatives to fill the place.

[Union Soviet Socialist]

Recently reenstated Premier Mikhail Bensovich arrived on an Tu-95 Stratgic bomber retrofitted as a transport craft, along with Mikhail was a security detachment of 15 Spatsnaz officers armed with RK-1 handguns and a small team of diplomates whose main job was to help Mikhail with the conference and keep Mikhail breifed on what was happening back in his home country. They waited for the Greater Americanian clearence to procede to the Duce Cipollo Hall, Mikhail was wary of the Greater Americanians as they had amassed their troops on the U.S.S./New Tezdrain border and had occupied his nation, commoners in the airport stared at the U.S.S. diplomatic team like they had never seen a Communist and some took pictures of their uniforms of his commision, he grew tired of their cattle like stares and walked to the garage while his team awaited premission to move to the conference hall where the peace talks were to be held.

[Greater Americania]

OOC: Hey, USS, I've tried to ignore some of it because most of it is minor and insignificant, but when you start saying things like my people have "cattle like stares", it starts to cross the line a bit. So basically don't go that far. Also, will there be any other FSSR members attending? And, USS, have I established an embassy in your country yet?

The USS delegation was received in the same manner that the Martilians were. When they had gotten into their limos, the Greater Americanian Military Police lead them through the streets along the same route that they had given the other Communist delegation moments before. Most of the original onlookers had moved on, and a new crowd was in the streets. They too took some quick pictures if they had them. They stared at the Soviet flag with a slight anger building up inside them.

Many ethnic Greater Americanians still weren't all too fond of the USS even after the war. Despite the general dislike, noone attempted to do anything that would hinder the convoy. Greater Americanian MP guards were stationed all throughout the streets and any attack would result negatively for the assassins. In the convoy, the USS delegates were given the chance to see the new Comaack under Greater Americanian rule.

New Greater Americania was much like what Greater Americanians wanted Greater Americania to be like. It was large, vast, economically prosperous, and not plagued with the eternal problem of overpopulation like the homeland was. The people in New Greater Americania tended to be much more content with life than those back in the homeland. skies were much less polluted than those of Curriopolis which was one of the major factors in choosing to have the Conference in Comaack rather than Greater Americania itself.

As the delegation arrived at the Duce Cipollo Hall, the USS delegation was lead inside where they received the same welcome that the Martilians received. The Soviet Prime General Secretary was greeted by Greater Americanian Ambassador Michael Bowen who, although the Ambassador to Martilia, was to serve as the leader of Greater Americanian negotiations here to all countries.

OOC: Oh, wait I thought this was nuetral ground sorry about that, I must have not read the first post entirly, I am truely sorry about that 'cattle like stare' comment, all its reasons were inexcusable. Also just tring to give notes of what Mikhail would (I think this what he would thinking of the people, after all we have been enemies for quiet some time, war has that about people; this is not an excuse, it was uncalled for) be thinking of the people.

IC: Mikhail managed to see city the city of Comaack from a ground eye view, "This is a rather buetiful city I must admit, I have only heard rumors about the national capital, of which were not very pleasent. Nice, clean air, not very over populated, and most of the people have happy looks about them this has, at least they looked happy until they saw our flag that is, hehe.", Mikhail commented toward one of diplomatic escorts riding next to him, "Yes sir... it certainly is." was the diplomate's indifferent reply.

On arrival to the Duce Capollo Hall Mikhail greeted the Ambassador from Martilia and the Greater Americania Ambassador named Micheal Brown with a hand shake and broken, Russian accented, English greeting words.

OOC: I'll give him a little bit more time to respond, given that this war is about him. If he doesn't respond in a day or so, I'll just start without him.

[Entsetzen]

Chancellor Morgen of Entsetzen arrives in a Gt-435 'Odal' super sonic transport plane. A telephone call to GA representatives was made to ask for permission to attend. The outcome of this conference has a direct impact upon Entsetzens foreign policy as well as that of the NU.

[Greater Americania]

The request to attend was promptly accepted, as Entsetzen was one of the invited nations within the Nationalist Union to begin with. When the Chancellor's personal place arrived, it was taxied into a hangar. The Chancellor was met with the Greater Americanian Military Police on the airport's exterior where he was allowed to enter his limousine. Once the Chancellor had entered into his car, a Greater Americanian military escort was given.

The Chancellor was brought along the same route as the previous delegations from Martilia and the USS were brought. By now, the people of the city had become aware that a Conference was being held somewhere within the city, so there was understandably less enthusiasm as yet another motorcade came through. However, some people smiled and waved at the Entsetzen Chancellor, recognizing the flag on the limo.

Finally, the motorcade arrived and the Chancellor was led up the steps, past the statue of Duce Cipollo, and into the Hall where he was greeted by Ambassador Michael Bowen and some of the Presidential representatives from Curriopolis. Inside the meeting hall, hung a Greater Americanian flag as a banner as well as the flag of the Nationalist Union due to the circumstances of the event. Two golden fasces from the Fascist era remained on the walls and had been left there after the annexation.

Irritated in thinking that the Greater Vancoovans may not even show for the event, Ambassador Bowen sat down in his chair at the end of the meeting hall and began to contemplate the implications that might have on Greater Americanian policy with some of the other Presidential representatives. Some time was left before the meeting officially began, so he waited patiently in thinking that they may simply arrive later or possibly late. No word had been given yet.

Mikhail had his head in his hands, he looked pale and tired, "Mr. Brown, if I may call you so, do you know why the representive from Greater Vancoova hasn't arrived yet, I am sorry for my impatience but after their actions nearly started a massive war you would think they might actually send a person to try and smooth out the now extremely rinkled relationships between the F.S.S.R. and their country" he muttered in a monotone voice.

[Greater Americania]

Realizing that the Greater Vancoovans were not going to make the conference on time, Greater Americanian Ambassador Michael Bowen decided to go ahead and begin the meeting and to simply include the Greater Vancoovans if they arrived late. Still no word had been delivered on their presence, which was something that irritated him greatly. Standing up, he spoke in a loud voice. "Gentlemen, we're ready to begin!"

As the crowds gathered around the table and sat down in their respective seats, he remained standing in order to give the opening statements. "Gentlemen, as you all know, the Nationalist Union and the Federation of Soviet Socialist Republics have found themselves in a struggle that will inevitably result in war if we don't resolve this here today. We Greater Americanians are simply here to stand up for our ally, Greater Vancoova. The Martilians are here to stand up for their ally, Ishema.

I'm sure our friend, the Chancellor of Entsetzen is here to stand up for the NU as well. The USS is probably here to stay out of yet another war with Greater Americania, but also to stand up for their ally as well. Surprisingly, despite being invited, neither Ishema nor Greater Vancoova has managed to show up to represent themselves here today, which leaves me to question whether they are worth defending by either alliance. I do hope they can show up later.

Anyways, hostilities are inevitably going to ensue if we don't pass some sort of agreement. Let it be known that any attack on any country by a NU member was not planned by the organization itself and on the contrary is being carried out on the behalf of the member state entirely. If the war would simply be left between Ishema and Greater Vancoova, the Nationalist Union would just stand back and watch. However, we will not watch the FSSR turn Greater Vancoova into another Socialist country when it already has what we view as a correct or acceptable government in power.

So basically, should war ensue, albeit under unfortunate circumstances, the Nationalist Federation of Greater Americania will be acting in it's own defense as well as the defense of it's ally. We don't want a large scale war and typically, we do try and avoid them, but if necessary we will fight. We proposed recently a resolution to this war along the typical "return to status quo" terms. Under our agreement, Greater Vancoovan troops will withdraw from Ishema, and all participating nations will sign a peace treaty ensuring that this conflict ends before it ever resolves to violence. I now leave the floor to the Martilians so that they may make any opening statements and responses to our opening statement that they may like. After that, I will give the floor to the Chancellor of Entsetzen and then the leader of the USS." concluded Bowen. He motioned towards the Martilian delegation and sat down, awaiting their presentation.

[Greater Vancoova]

The plane screeched on the tarmac, notorious for it's congestion with civilian airports being converted to militarily oriented bases, the planes carrying Michael Vladsvosk were ordered ASAP. Yet this was not the case, as the planes struggled to get there at all with the heavily guarded and prepared borders to the fascist sttate.

As Vladsvosk stepped onto the tar and quickly jolted to the car prepared for him, he was eager to attend the conference. Through the traffic the car made it's way to the building the meeting would be held in. It braked to a halt after the long trip and the man rushed into the conference, interrupting the proceedings which had begun.

Even though an embarrassment to the man himself, and the Vancoovan state, the avid fascist remained strict and strong among the meeting. Salutting in the traditional Vancoovan salute and remarking proudly "Victor and Valor reign for the enlightened" Vladsvosk took his seat.

Waiting for the response of the other men in the room, he sat, idly staring in wait.

[Greater Americania]

Before the Martilian could answer, the Greater Vancoovan delegate had burst through the door. Before the Martilians could say anything, Ambassador Michael Bowen stood up and glanced at the Greater Vancoovans who burst through the door. "Ah, it appears the Greater Vancoovans have arrived." he said to the group that was already there. As the Greater Vancoovan saluted, Bowen simply nodded and motioned towards the chairs which were positioned next to the Greater Americanian delegates.

"Please sit down, Mr. Vladsvosk. I am Michael Bowen, the Greater Americanian Ambassador to Martilia. Nice to meet you." he said politely. Addressing the group already positioned around the table, Bowen began. "Ok, change of plans. After the Martilians have spoken, we will allow the Greater Vancoovans a slot to speak and then the two other parties. If the Ishemans arrive late, we will alot them time after Greater Vancoova."

Looking again at the Martilian delegate, he smiled and said "I apologize. You were saying?". He sat back down to hear the Martilian statements and arguments. Some of the Presidential representatives prepared to type on their laptops, so that they could type minutes which would be forwarded directly to Curriopolis for review and adjustment to Greater Americanian policy, should such adjustment be required.

Chancellor Morgen chuckles to himself, looks at his feet and shakes his head at the spectacle in front of him....

[Martilia]

After the "late" Greater Vancoovan Ambassador came in, Lucio Laurel started the conference.

"Good day, ladies and gentlemen. I am Lucio Laurel, ambassador of Soviet Martilia and Soviet Federation alliance. As we all know within this hall, a war is currently developing outside these halls. Somewhere out on the ocean, Soviet Martilian invasion force is currently moving towards Greater Vancoova to invade and subdue the said nation. I am not threatening anyone of you in here, besides from Greater Vancoova, but I am stating a fact. A fact that will lead into huge chaos between Nationalist Union and Federation of Soviet Socialist Republics. We all know that the view on Communism is not that positive in the world, and so do Fascism. Yet, we are here to say that we, the Communists, are not those kind of things that you compare to us.

The act that Greater Vancoova did to our alliance, especially at Ishema, is a shock. Threatening us, and officially declaring war against us is something that we didn't expect. As a result, we have to retaliate, their declaration of war led to a series of unfortunate events between Nationalist Union and Soviet Federation. According in the Article 1 of the Military Agreement within the Hammer & Sickle Treaty, it states that...

...all nations within the pact will enter a Mutual Defense Treaty/Agreement, which states that any third-party nations who declared war to any nation that have signed in this pact, the entire signatories of the pact will declare war to that specific third-party state, but if any nation that have signed in these pact have declared war to any third-party nations, the signatories of this pact will not join the war, unless a request was asked and 75% of the signatories of this pact have agreed.

It is clearly that Greater Vancoova is the aggressor on this conflict. Declaring a war against Ishema, a member of the Soviet Federation, and triggered a series of domino effects that led into this invasion. Now, may I request the following resolution into this problem:

Resolution Proposal
1) Both the Nationalist Union and Soviet Federation will end the conflicts with each other and therefore will be in peae

2) Both the Nationalist Union and the Soviet Federation will return to normal status quo of their territories

3) Nationalist Union troops, and also troops of the members of the said alliance, will remove its troops within and outside, 80 miles away, from the lands of Union Soviet Socialist and turnover the developing situation to the Soviet Federation forces that will ensure to end the internal conflict of the said nation

4) Soviet Federation troops, and also troops of the members of the said alliance, will remove its troops within and outside, 80 miles away, from the lands of Greater Vancoova

5) In accordance of Number 1, all military personnel of Nationalist Union will remove its troop to any Soviet Federation territories and turnover these lands to the Soviet Federation and vice-versa

6) All ballistic missiles targeted within the territories of the members of the Soviet Federation must be shut down or cease to target the said territories and vice-versa.

This is the proposed resolution of Soviet Martilia. It can be changed if anyone in here has more better resolution"

[Greater Americania]

A copy of the treaty was passed to both Ambassador Michael Bowen, and also the Presidential representatives. They took a few minutes to read over the treaty, looking at all it's positions. The Greater Americanians began to discuss amongst themselves what changes they wanted to make to the finalized version of the treaty. Looking up, Michael Bowen addressed the group. "We do have some changes that we want to make to the proposed treaty.

Treaty of Aalen

1) Both the Nationalist Union and Soviet Federation will end the conflicts with each other and therefore declare a state of peace between the two alliances, thus ending all hostilities.

2) Both the Nationalist Union and the Soviet Federation will return to normal status quo of their territories. In other words, peace will be established in which no territory is ceded or afforded to any other nation. All previously held territories will remain in the hands of their original holders as was at the time of the beginning of this conflict.

3) Nationalist Union troops, and also troops of the members of the said alliance, will demobilize any troops that have been positioned along the borders of FSSR member states and return to status quo within these territories. In the Union Soviet Socialist, Greater Americanian forces will demobilize any thus cease to prepare to assault the Union Soviet Socialist. The main bulk of Greater Americanian forces will withdraw to 40 miles away and remain there, and military force will only be used to defend or police New Tezdrian in the 40 mile no-mobilization zone.

a) Mobilization in the 40 mile no-mobilization zone may only occur in the event of which a Greater Americanian mobilization may be necessary in the defense or policing of the Province of New Tezdrian or otherwise a threatened Greater Americanian or NU area. A rebellion in a neighboring area of the Province of New Tezdrian or an otherwise threatened Greater Americanian or NU area, shall be considered grounds for a necessary and treaty legal mobilization which will be allowed to Greater Americanian forces. The event of gaining a casus belli on any neighboring nation in the Province of New Tezdrian is as well an exception of the rule of no mobilization.

b) A casus belli shall be given to the Nationalist Union and NU member states if a FSSR member state mobilizes along the border of a NU member state or in preparation of an invasion of an NU member state.

4) Soviet Federation troops, and also troops of the members of the said alliance, will remove its troops within and outside, 40 miles away from all Nationalist Union member states, including the Greater Americania and it's territories regardless of future NU membership status, and keep them there permanently. The FSSR and all FSSR member states will cease any mobilization for invasion of a NU member state.

a) Any attacking force that has been prepared to invade any NU member state, most notably the Martilian forces sent to invade Greater Vancoova, must immediately be demobilized and sent back to it's country of origin. Upon arrival to it's country of origin, the FSSR member states may not remobilize to begin an attack after the treaty required demobilization is completed.

b) Upon remobilization of the armies of the FSSR member states either along the borders of NU member states or in preparation of an invasion of an NU member state, the FSSR cedes the right of mobilization to the Nationalist Union and it's member states, allowing them to mobilize their forces in turn along the borders of a FSSR member state or in preparation of an invasion of an FSSR member state without giving a casus belli to the FSSR or an FSSR member state.

5) When the St. Petersburg Rebellion, lead by the Communist Demitri P. Nicholas has been defeated and when Demitri P. Nicholas has been either prosecuted and given a sentence of no less than life without possibility of parole, pardon, amnesty, or otherwise a release from imprisonment under any other term for naming said release; or when he has been executed or otherwise killed, Greater Americanian forces will then withdraw back into NU territory and adhere to the 40 mile no-mobilization zone.

a) Until the final suppression of said rebellion, Greater Americanian forces have the full right to defend the Province of New Tezdrian by entering the USS not to take territory, but to put down the rebellion.

6) All ballistic missiles of any member state of the Nationalist Union or the FSSR must immediately be disengaged and are not to be reengaged by any member of the Nationalist Union or the FSSR.

"Are these terms acceptable?" asked Michael Bowen as the aides of the meeting past copies of the treaty around the room for all the participating nations to view. The Greater Americanians on their side of the table were ready to sign, and thought that the terms were plenty acceptable to the Communists on their side of the table as well. All that remained was for the remaining parties to ratify the treaty if they so chose.

[Entsetzen]

"On behalf of the Republic of Entsetzen, these terms are agreed to with one stipulation to item 5 in GA proposal. Entsetzen wants the Communist Demitri P. Nicholas. Entsetzen has taken no action in this conflict by any means what so ever, but our country is prepared to move troops into the region to safeguard NU interests and to ensure that the rebellion receives no aide from the USS nor her allies and to make certain that the USS and/or her allies cut all ties with the Communist Demitri P. Nicholas and to turn him over as a gesture that the USS and her allies want to end the conflict and retain all lands."

[Union Soviet Socialist]

"May I please inquire, went Demitri is caught, who will be in charge of his sentancing or inprisonment, and sirs, I would like to further amend this article by asking that only the Providence of St. Petersburg of which is where Demitri is held up and contains his stronghold, be given the right to have NU allience troops within our borders. I would also like to state that this rebellion is well under control and is in fact in the process of recession as Demitri's main attack force sent to New Tezdrain has been defeated. I would also like to also state that the U.S.S. has not undergone a change to complete democracy but a Communistic Democracy seeing has how these to ideas have become somehow interfused with my government, my finale comment on this matter is that Demitri is rebelling to reenstate the Josip Vladimiriest government that recently fell as the Greater Americania occupation cut him off from medical aid and thus allowed him to die of Kalingrad VasselWorm disease."

Mikhail was prepared to sign that document as along as the amendment was included seeing as how complete allowence of their troops would be more like occupation that policing a rebellion.

[Greater Americania]

"Indeed, that would be ideal. I can assure you that this Communist rebel leader will be brought to justice in one way or another. It is preferable in our eyes that he be killed or executed, but we will accept nothing less than life imprisonment if we cannot get our way on that. I will say that if Greater Americanian forces manage to capture Demetri Nicholas, he will be brought to Curriopolis, he will be tried, and he will be shot before a firing squad.

We do not tolerate this sort of thing all to well, especially the recent attack on the Greater Americanian Yingwei outpost in southern New Tezdrian, which is sovereign Greater Americanian land that is not the territory of the Union Soviet Socialist. 20 Greater Americanians died defending that outpost against them and that's 20 Greater Americanians we will never get back.
