Liberate Congress of Armed Proletarian States

The Security Council,

Recalling the Congress of Armed Proletarian States (hereinafter "CAPS") as an region dedicated to fostering interregional cooperation among regions;

Realizing that the Founder of CAPS relinquished executive authority to decentralize power of the region in keeping with its democratic ideals;

Noting that ideological forces which had declared a "war on communism" invaded CAPS and removed all legitimate native electors in the region;

Observing that these occupying ideological forces have since placed restrictions barring entry to CAPS by its legitimate native electors;

Observing further that these occupying ideological forces have severed all connections between CAPS and the regions participating in its planned program of interregional cooperation;

Taking into consideration that diplomatic attempts by legitimate native electors to return CAPS to native control were rebuffed by its invaders;

Recognizing that the legitimate native electors to CAPS have a right to support a liberation of the region from these occupying forces;

Hereby Liberates Congress of Armed Proletarian States.

In=character, Kaboomlandia is a World Assembly member and abides by its resolutions. If this nation isn't in the WA, it's for practical reasons.

This is a region with just 2 puppets left in it. The takeover was months ago. Why liberate now?

Is there any support from the old regime, or founder?

We regrettably didn't have the support needed to liberate the region at that time. We do now. The region is no less worthy of a liberation just because time has passed.

Furthermore, we believe that Libertatem, which controls the only two nations remaining in CAPS, might attempt to refound the region, completely destroying its history and eliminating any possibility of the original community returning to the region, as they have done in other communities such as International Socialists. We want to liberate the region to prevent them from carrying out further region destruction.

Yes. The founder and I have discussed this idea at length and I had their support in submitting this and getting it to vote. There is even support for this resolution from The Communist Bloc, one of the participating militaries in the original raid.

Not exactly. All a Liberation does is remove a password that has been imposed by a WA Delegate and prevent the WA Delegate from establishing a new one for as long as the Liberation is in effect. The World Assembly cannot sanction or enact any raids or defenses.

I am given to understand that (in theory) the SC will pass a repeal motion when the region is liberated and the natives are back in control of their region. (Standard disclaimer: I am not a mod, nor do I play one on TV)

I'm the founder of Congress of Armed Proletarian States (CAPS), and I'm in full support of this legislation.

CAPS was a fully democratic inter-regional project, consisting of elected representatives from various regions, committed to strengthening mutual defense, and the common bonds between regions through better inter-regional communication and government cooperation. Nearly 50 representatives and a dozen regions participated in the project, which had moved into its constitutional convention stage when it was sabotaged by opposing ideological forces in a covert op.

I would like to give a special thank you to Misley for the hard work he put into writing this legislative proposal, and to Esch, for their efforts some months ago in writing the first proposal for Liberation of CAPS. Most importantly, I would like to give special recognition and thanks to all of the nations and regions that have thrown their support so enthusiastically behind this proposal, including, but not limited to, Balder, The East Pacific, Europeia, Lazarus, Osiris, and most notably, The Communist Bloc, whose support I hope signals a desire for a shift in regional policy towards improving relations with our community at-large.

I am ecstatic to see this legislation being voted on by the Security Council, and cannot thank you all enough! All of your efforts and support have given me great confidence that CAPS will be rightfully returned to its inter-regional constituents!

Mods have no control over passwords, and will not lift them for any reason. The mods do not interfere in gameplay. If a region is liberated, the game automatically removes the delegate imposed password if one is in place, and prevents another one from being put in place until the liberation is repealed.

Somehow I doubt this. I have a sneaking suspicion, that right before this passes, REATO will simply CTE the region, and refound it and keep the badge as a trophy.

This invasion - which, might I remind you all, occurred more than six months ago - was led by a coalition of diverse nations against an organization of ideological forces, and not the other way around as the author attests. I believe the World Assembly nations should know the other side of the story before they decide to impose the removal of a password on this dissolved Congress.

I hope you all realize that CAPS was invaded by a COALITION of forces, from REATO and from The Communist Bloc. Also, giving away founder authority is a stupid idea always, security first.

  • Thirdly, if this proposal is not just because Misley and Teski want retribution, why can't a new region be founded?
If this new region does not follow the path that Conservative Idealism claims CAPS had gone down, then they have no need for the old region. If what Conservative Idealism has claimed is true, and the new region goes further down the same path, then the new region will be used as the WA sees fit.

I would also like these questions answered, particularly the first one. Misley's interest in reclaiming this region seems to go beyond simply erasing a military defeat from history, and I find that prospect most sinister - I'd like to know why he's gone to so much trouble to take CAPS back.

Actually, it's not really the "trying to take it back" that bothers me, considering I'm used to it: This one time, when I was President of Libertatem, Misley tried to offer me a peace deal... yet refused to accept anything less than the password to CAPS, and negotiations fell apart when I couldn't deliver. (I believe I alluded to that in my speech.) That's not even the only attempt, so, to see a Security Council resolution on this matter doesn't surprise me in the least.

I agree. At first, I supported the vote, but after reading this I am now in question: why is misley trying so hard to regain CAPS? Keeping an eye out...
