Subject: Approach and Rendezvous
This is Admiral Jacob Bennings of the Linavian Expeditionary Force. Our formation is nearing the southern portion of the Megaleya prefecture, we are requesting rendezvous coordinates for when the marines make landfall. E.T.A. to landing is 90 minutes.
Landing will be covered by aerial mission launched from the mainland. Aircraft have been instructed to aid your forces after our deployment as a secondary objective. Feel free to call in airstrikes once they're freed up. LEF Actual out.
Bennings leaned back after sending the message, turning his attention to incoming status reports as the naval force cruised through the ocean waters, heading towards their dangerous destination with resolute purpose. Checking once more, he saw that the formation protecting the transport craft was still in position, and that no threats had been spotted. Suddenly, a message appeared on his console.
- Code: Select all
This is Air Squadron Alpha. We're approaching your position and will soon be within operable range. ETA is 40 minutes. Out.
Finished reading the message, Bennings once more began looking at reports, silently hoping for the best as the force entered hostile waters.
BM II Bodhisinha, positioned near the border of former Megaleya detected on it's radar forces rapidly approaching from the Southeast, towards the coastal region about 50 km north of the Aircraft Carrier's current location. Making haste, Captain Nang set the ship full speed ahead, expecting to arrive at the expected landing point in 60-80 minutes.
Very soon, he would make the anti-submarine helicopters take flight to scour the next 2-4 kilometers nearby for submarines...
To: Naval Task Force, Transport Group, Aerial Elements
Subject: Maneuvers
We're set to make landfall momentarily, disband the formation. Main Task Elements should execute split-reform maneuver towards deep ocean and prepare to engage enemy vessels, corvettes should accompany Transport Group and provide firing missions for Marine forces. Transport group should head in for landing covered by corvettes and aerial elements, retreat to secure location once cargo is unloaded. Aerial Elements, provide support for landing parties; regroup to cover naval forces after primary objective if possible. We make contact with the enemy in ten minutes, Upinajya Kari.

The deal is off. War is one thing. Ethnic cleansing is another.

We're beginning our assault after initial bombardment. Megaleyans have been reclassified as an enemy force, to be taken nonlethally if necessary - they're using civilian conscripts. We've found reports of armoured reinforcement being brought in quickly from other nations, but it should be little enough for your militaries. We wait on Vancouvia to take point.

Withdrawal of segentovain forces.
IF the Bhumodil government cooperates with the alliance terms, we will let theme take care of the rest of our aid-action. IF the Bhumodil government does NOT cooperate with the terms however, we WILL attack IMEDIATLEY.

The current System is based off of efficiency parameters. For this reason, most citizens who have been previously released did not face trial of any sort.
The Vijyana System has given me the following breakdown for past reasons as to why the government has used lethal elimination options:
62% - Carbon-units that did not pass NEAP (New Educational Advancement Policy) Standard Exams (FUTURE REMOVAL)
19% - Dissident Carbon-units (FUTURE REMOVAL)
9% - Confirmed/Unconfirmed Rogue Carbon-units (ie. murderers, rapists, etc.) (FUTURE REGULATION)
5% - Offense of Religious Sentiments (FUTURE REMOVAL)
4% - Confirmed/Unconfirmed cases of Cannibalism/Carbon-unit ritual sacrifice (FUTURE REGULATION)
1% - Distressed Carbon Units (FUTURE REMOVAL)
If our current calculations are correct, System Parameters will be changed so that release operations are cut by 87%-91% (lethal elimination parameters that will be removed are indicated above) meaning by next year, only 96-140 citizens per anum will meet the parameters to be released.

"We value your want to increase efficiency, of course, and our two nations seem to agree to that. However, we would like to propose a compromise: that instead of releasing these ~100 citizens per year, a Vancouvian ship will approach Bhumdiol once every month to pick up the delinquents in batches. You avoid an international incident and crimes against humanity, and we shoulder your burden. Is this agreeable?"

Following orders by the Vijyana System, 622,000 of the 628,000 Carbon-units confined to infinite sentences in Bhumidol's Prison System have been sent to Ministry of Welfare facilities to retrieve their memories and names.
The Ministry of Artificial Selection will begin their slow release, ensuring that those who are allowed to go free and back into society are those who have committed no form of Personal Crime. Carbon-units who have performed minor acts of Personal Crime will have their sentences reduced, and transferred to appropriate prison facilities.
The remaining 6,000 Carbon-units' memories have been significantly corrupted and manipulated, and so the Ministry of Welfare, and the Ministry of Artificial Selection will work in conjunction to ensure these people's memories are given back in it's original form, or as close as it can possibly be retrieved.

The Eiralisian Parliament formally congratulates Bhumidol's willingness to accommodate progressive change in a previously authoritarian and death-filled society in order to work towards peace. While we will keep Bhumidol's government under close surveillance in the foreseeable future, we will make no further attempts to overturn the government so long as these reforms are underway. Our police force is currently and will be continuing to attempt the arrests of Megaleyan war criminals and bring them to trial before appropriate international courts, as well as liberate their imprisoned and conscripted civilians. We thank those in Bhumidol who do not resort to violence to solve their issues.
