International Hockey Discussion Thread (OOC, version II)

As have mentioned earlier, the old World Cup of Hockey Discussion Thread will be locked so that the discussion may continue here with the World Cup of Hockey Federation President's account as the thread's OP.

Overview
The World Cup of Hockey Federation (WCoHF) is a body of nations to regulate and run the World Cup of Hockey made up of nations involved in the tournament for at least some time in the competition. It is the executive body of decisions being made in the World Cup of Hockey.

1. Organisation
The World Cup Committee consists of: A President, a Vice-President and regular members. It is run by a set of rules, which are detailed in this constitution.

1.1.1. Entry
i) Nations are admitted via participating (by posting a roster and a RP) in the previous two World Cups of Hockey. This must then renewed to maintain their membership.


1.1.2 Rights and Obligations
Only the World Cup of Hockey Federation members are allowed to:
i) Nominate and vote for a World Cup of Hockey Federation President and Vice-President
ii) Vote on WCoH hosting bids
iii) Propose and vote on changes to the constitution


1.1.3 Removal
i) Nations, excluding prior hosts, will be removed from the World Cup of Hockey Federation after failure to participate (posting a roster at minimum) in two consecutive World Cups of Hockey.
ii) Prior hosts of a World Cup of Hockey will be removed from the World Cup of Hockey Federation after failure to participate (posting a roster at minimum) in three consecutive World Cups of Hockey.


2. Figureheads

2.1. Presidency
The World Cup of Hockey Federation have a President that will be the spokesperson for the competition during their tenure, and is elected from a list of nominees nominated by the WCoH Federation. The President calls for the organisation of tallying votes for any related to the competition in any way, as well as maintaining the WCoH signup thread and preserving harmony amongst nations. The President is the pillar of the NationStates hockey community.

2.1.1. Appointment
i) The Presidential term shall last for three tournament cycles (e.g. cycles 24-26, 27-29, 30-32, etc) .
ii) Elections for the World Cup of Hockey Fderation shall be held after every third World Cup of Hockey.
iii) Any WCoH Federation member may nominate any one other user for the position. Any user receiving more than two nominations will be considered a candidate. Anyone can decline to receive nominations.
iv) Any person receiving two nominations will be put in a vote. The winner of the vote is elected President, and the second place finisher shall serve as the vice-president. Only Federation members may vote.


2.1.2. Responsibilities
i) The World Cup of Hockey Federation is responsible for opening the World Cup of Hockey sign-up thread after a discussion with federation members when the best timing for the next World Cup of Hockey should be.
ii) The President maintains and organises the voting procedure for the World Cup of Hockey hosting, and then tabulating those votes.
iii) In the event of tie in said vote, they casts the tiebreaker vote if they had not previously voted, or remove their vote if they were one of the ones who did.
iv) Organizing votes for rule changes or changes to this World Cup of Hockey Federation document.
v) Make efforts to uphold the integrity of the World Cup of Hockey if at any time it seen as though a participant is acting dishonorably.
vi) Mediate any arguments or conflicts between participants during a World Cup of Hockey with the understanding that the host has final discretion over the running of it. However, if the problem is with the host then the President may step in for a resolution.


2.2. Vice-Presidency

The Vice-President shall be the person who finished second in the presidential voting, or if there was only one candidate for the Presidential vote, the President will appoint his/her Vice-President. This will then be subject to an approval vote by the World Cup of Hockey Federation.

2.2.1. Responsibilities
They will assume the role of President in the following situations:
i) The President has ceased-to-exist
ii) The President has failed to respond to an issue raised over a span of two weeks (in regards to the issue raised).
iii) At request of the President.


3. Rule Changes and procedures
i) Amendments to this document need to be requested by three Federation members within a span of two weeks. If so, it will go to a vote and must be passed by a 2/3rds majority.
ii) Any desired change will need to be requested by three Assembly members within a span of two weeks, if so, it will go to a vote.
iii) For the vote to become a change, it must pass via a 2/3rds majority.


5. Ranking Formula
i) The ranking formula for this is calculated by the number of Wins over Games played, which is then multiplied by 10 times for group stage elimination or 15 for those who qualify for playoffs. Champion, regardless of circumstances, receives 15 points.

OFFICIAL ANNOUNCEMENT 1: It's 'bout time that there should be a cutoff for host bids. You have the following options:

1- Gregoryisgodistan
2- Royal Kingdom of Quebec
3- Re-open host bids
4- Abstain


Please submit your vote to Gyatso-Kai by the 24th of January, in around 22:00 EST (Toronto-New York time). Bidders are not allowed to vote and their votes will not be considered into the tally.

As have said in the WCoH Federation Constitution, only the Federation members are allowed to vote. The list of members is available here to check if you're in or not.

OFFICIAL ANNOUNCEMENT 2: Here's the new constitutional amendment in question, which I should've posted earlier when putting into vote:

Thank you all for voting me as your WCoH host once more! Here's your Everything Thread for this edition so don't forget to make your roster+RP and venue bids!

Right under this is the guide on how to make a successful venue bid for this edition. I encourage all of you to participate in this process, to provide a truly Multiversial atmosphere of the competition!

Venue Bids: How to submit them successfully!

Hey all! As the Hockey Quebec have stated earlier, this World Cup of Hockey will be a bit different in that the matches will be largely spread across the Multiverse, to celebrate the globalisation of the sport, from Atlantian Oceania to Atlas!

The idea is to give the 55 nations taking part in the competition the chance to host large number of matches for this World Cup of Hockey. Here are some steps that you should follow, as:

1. You must post your application(s) (in the form of an RP) in the everything thread once it is posted. It can also go in the same post as your roster but you must state in it that your stadium is bidding to host matches of the competition; stating something along the lines of "this is Samplestan's home stadium" will not help your chances.

A detailed description of the location, facilities, access routes, and other miscellaneous info which you deem helpful for RPing purposes is encouraged. It is recommended that you also put forward a link or two to give the other RPers some IC informatiion of your city and country! Remember, this will also count towards your RP bonus count.

2. Up to two arenas may be submitted per nation. Also remember that you may bid to host matches of the following stages of the competition: Group stage, Round of 16, and Quarterfinals. As have mentioned earlier in the bid, the semifinals, third-placer and final series will all be played in the Royal Kingdom of Quebec.

3. All applications must be posted on the everything thread. Applications sent by TG or IRC will not be considered.

4. The deadline to submit stadium bids will be set to the previous day to the group draw, and 20-24 of the arenas will eventually be selected as venues at the end of it.

Just mentioning, the deadline for WCoH Venue Bids are due tomorrow, in around 22:00 EST (Toronto time). As we are currently well under the numbers desired for the venues, it'd be great if we can get more venues in, else I'll have to put forward a couple of venues as well.

Hey RKQ, is the way that the teams in each group are ordered the official order of the group? Because right now it just looks like they're listed from highest rank to lowest rank.

Well, it's been rough the past 24 hours.... I developed a cold, still had to sing for 2 choirs and a vocal class for six hours, and do 2 tests. That wasn't too bad, but my body didn't think so, as I fainted while getting ready to grade RPs (I tend to grade later into the night).

So, I am extremely sorry to annouce that the cutoff will be delayed by a day, meaning that MD2 Cutoff will happen in about 16.5-19.5 hours. I may shorten the break between the stages to keep the tournament relatively on track.

2. Today, the 8th of February, will be a bye day due to lengthy delay I've had due to personal reasons. I am extremely sorry for this inconvenience....With large number of playoff spots already having been decided, I may eliminate the bye day after MD7.

I will be updating the rankings periodically throughout the tournament here. A friendly reminder that these will not be the official ranks until the finalized version after the tournament, but are included so you can see what your rank would be if the tournament ended today, and also because it's easier for me to update as we go and I might as well make it public. Note that, at the moment, although multiplier (15 for teams who made the playoffs, 10 for those who didn't) is correct for everyone based on who clinched, the games won (with ties counting as half a win) were only updated after the last matchday for teams who have already played their last game of the group stage. For everyone else, they were last updated before MD6, though for teams who had a bye that day, it will make no difference since they haven't played since then. I will update the rankings for everyone after the group stage ends tonight. Depending on how late cutoff is and how tired I am, it might have to wait until the morning.

Also, note that games played is listed as 6 for everyone even though most teams have only played 5 games. This is so I don't have to keep changing it for everyone after each game of the group stage - after tonight, all teams will have played 6 games.

Given it's been a year since the last HCL, would the people involved be inclined to let me take over its scorination? If you do, I would need someone else to maintain the coefficients but I would promise to have the HCL done in a timely and consistent manner, ala the AOCL that I currently scorinate.

I wholeheartedly support this. When it comes to coefficients, Greg and SNT-FFR can be contacted, and they're very competent at this.

Hey, welcome back to hockey realms! It's been on discussion on WCoH Discussion Thread for a while now, and with Valanora/ESF volunteering to take over the scorination, it's most likely that it'll get back in track sooner than later.

Thanks, and thanks for summarizing in the thread I wandered over to, that was considerate. I guess it didn't occur to me that the WCOH DT would be useful for domestic hockey! (Or I forgot?) Anyway, I have two seasons and everything but the second finals and third-place series scorinated, so I can accelerate my posting of it (over here) if CHL is going to be done soon.

Thanks for stepping up to the plate, Valanora, and more power to you.
