Well, one faction could be called the remnants, being a mixture of descendants from the Navy and Marines stationed at Pearl Harbor. Basically Hawaii Enclve but less genocidal and more isolationist.

These'll work, the Chinese could probably be from an internment camp of some sort, and the remnants could hold a handful of the Military bases.

SaintB also suggested that we have some natives go tribal, and so they could probably control the interior of some of the islands.

I was thinking that the base commanders would be like warlords, and they would only be unified loosely by their past. They'd collect taxes, offer protection, and depending on which base you live near, you might get raided. The Remnants wouldn't be popular, but I could probably think up something that would keep the people from outright hating them. Maybe they could be the reason the tribal people haven't killed/pillaged/captured the, well, for lack of better words, civilized people.

In this case, the Warlords could more or less cover both our creative merc faction, and crime syndicate.

It'd be kinda cool if there was an offshore vault too, it could act in a similar function as the legendary vault from this RP.
