How do you make a region?

I have looked everywhere and i cannot find it, please help out.

Go to the region you’re currently in, click the “move to a new region” button, the link to create a new region should then be visible. Or, if you’re lazy, here’s a link. From there, you have to enter it’s name and world factbook entry.
