Because as the number of zombies increases so does the spread of the infection. This would make killing all infected persons a reasonable choice. If finding a cure doesn't work then you are left with a high infected populous and have to kill them all anyways.

Extermination prevents any further infection from a dead corpse. Cure missiles may cure more, but some of those that are cured can come back as zombies,

Actually I have a nation with almost zero militarization and it's culled the zombies rather well.

Plus, it works wonders against pro-zombie nations. That's the main reason to use extermination, in my opinion.

Basically this. With extermination you can quickly eliminate a large population group, preventing them from being one of Them. It helps balance out nations that are too large to cure quickly.

Apparently it takes pro-ZomZom nations like mine and removes the cure /embrace choice XD

Basically, I was out socializing and found about a third of my nation as zombies. Extermination cut that number down fairly well. A couple more hours and I'll switch to cure since my nation is pretty darn good on both defenses and science.

Pro-Zombie nations will simply leave your region once cured to go to an infected region to get infected again.

Given that infection can happen much faster than curing(zombies self-propagate) they have an advantage over you( a rather big one in fact).

Now if you choose to exterminate, then yes you end up with some permanent dead.. but no pro-zombie region will mess with you (unless they outnumber you greatly). Because you can permanently kill off their population, and they won't be able to "resupply" as it were.
