RP description:
At the turning of the century, the world is in turmoil. Napoleon- originally a humble French artillery commander, born in Marseille- has become the Emperor of France, a country that has swept its way through conquest into the Batavian Republic and Helvetia. Bavaria, in union with Bohemia and master of Austria, remains in a position to contest the French in Europe, but Britain, its grasp on Ireland weakened by the shadow of Rome, has foregone European strength for colonial opportunities, building up a new Empire in India and Africa, alongside Castilla, Bavaria, and Aragon. Byzantium has survived the Ottoman onslaught to return to its rightful place in ownership of Anatolia, although the Holy Land remains firmly in the Turk's grasp. The Arabs of Italy have survived the past few centuries of Islamic degradation to return to a position of relative strength in Europe; the New World is predominately divided between the Mexicans, Dutch, and the Jews. There is no word of a unified Cathay; China is divided between Vietnamese conquerors, a new religious Empire, and the relatively small successors to the Ming, and Korea stands in a position of strength compared to divided Japan. Our world is a world of changes, and what changes the future will see remain to be observed. OH, AND REMEMBER, PROTESTANTISM DIDN'T BECOME A THING IN THIS TIMELINE.

Brief Explanation of Government: Though doctrines that might be termed a constitution collectively do regulate and maintain the Papacy and its temporal possessions, the Pope wields effectively absolute power; from election to death or resignation. They often do not quite wield it as other absolute monarchs do though, and the government tends to run on the contribution of a well-oiled bureaucracy, put in line by everything from seminaries to inquisitors to their moral beliefs.

Brief Description of your people: Notably almost all native Latin speakers, the population of the Papal state is either engaged in the normal endeavours a city like Rome needs, farming and building and such work, or part of the church; an organisation that, as you know, dominates the Papal State. Charity and well-funded workhouses keep the land's employment rate possibly the highest in the world, and generally, most people are quite wealthy. Many are engaged in clerical or governmental positions, as priests, inquisitors, cardinals, ambassadors, tithe-collectors, diplomats and the like; a huge proportion compared to most nations. Many of them, though, are indeed immigrants; it is the custom for most Catholic clergy to attend Rome at least once in their lifetime, and Catholic colleges churn out a huge number of literate, educated people, many to enter the service of the church as anything from a bishop to a monk; often internationally. For that reason, Latin serves as the lingua franca.

Main/Accepted Culture(s): Roman; a distinct, Latin-speaking, devoutly Catholic, multiculturally inclined, clearly defined culture has appeared within the borders of the Papal State. Eons of Papal rule and what has come with it has created this identity, and it grows stronger to this day.
Other Cultures: Nah. I would put Umbrians in, but minorities of immigrant clergy from France outnumber them, and numbers of clergy from Italy and the rest of the world internationally also compete in numbers. The minorities are so omnipresent and diluted it's pointless.

Military Info
Army: The Papal Guard, a renamed merger of the Noble, Palatine and Swiss Guard, is a force of several hundred elites who act as the military. Police-like figures do actual keeping of order on smaller scales, but the guard acts as the actual military, working with such things as natural disaster efforts, protecting the person of the Pope and the figures closest to him, riots, and perhaps, should war come, acting as the ones who might sacrifice themselves to allow the Pope to escape in the event of Rome's invasion. Though nominally infantry, it has been established that all should be competent in sword-fighting, pike formations, musketry, horse-riding (and using both a sword and a gun from atop one), artillery operation (though this tends to be slightly more, if informally, specialised within the unit) and some other unorthodox martial skills; perhaps unarmed combat, assassination or use of strange weapons from bolas to boomerangs to javelins to slings to daggers (which they all carry, by the way).
Navy: The navy as a military body effectively does not exist. The Pope will grant letters of leave to various prominent individuals to assemble a force on the seas should the need for defence from pirates arise, but such a letter has not been issued for hundreds of years, despite how lightly they may be issued. If the Pope needs transport of anything, including himself, on the water, then the appropriate civilian body, most likely the same one that arranges processions and his transport on land, would organise it. Militarily, the Papal State has basically nothing on water.

Brief Description of your Economy: Though taxes and donations from the Catholics across the world already likely provide enough revenue to keep the Papacy afloat, it does have a physical economy; farmers employ the latest techniques and technology to feed the city what it does not import from around the Mediterranean, which is much. Wine-growing and dairy production are other agricultural pursuits taken up by inhabitants, and within the city, large industries involving printing, especially of bibles, and dying, crafting, glassblowing and other artisanal arts exist and thrive. Generally, though, they are luxury goods; paintings, sculptures, wines, cheeses, books, ornaments, glass, etc. and their revenue provided in taxes and tariffs is no larger than any comparable state's. It is such things as fees, schooling costs for clergy, donations and more from all around the world, plus the effective lack of a military, that gives the state such a huge surplus in its bottom line, allowing it to do what it will with its economy.
Goals: To spread Catholicism across the world, to become really rich and prestigious and famous (more so than now), to make Rome the world capital, and to violate the law of tinctures somehow without messing up the flag
History: With the Bishop of Rome's assumption of physical authority over the Latium region when the Byzantines left, the Papal State was established. From then on... everything was pretty much historical, except no Protestant Reformation (I think Bujah said that?), less expansion and decline of Papal borders, more authoritah and monies (and legitimacie due to not acting like dicks), and boom now. Short, but frankly, not much else to say.

Brief Explanation of Government: The Byzantine Monarch, the Kaisaros, is a hereditary title that passes from father to son in a chain. In the absence of a son, a daughter may also ascend to the throne. For the last 600 years, the Palaiologoi have ruled the Byzantine Empire, one of the longest-ruling dynasties in the world. The Byzantine Constitutional system works in two houses. History: At the dawn of the fourteenth century, the Holy Land burned. Turks, Arabs, Europeans; all had laid claim to the lands once called that of Yahweh's chosen people. The people of the Holy Land, battered and bruised, had fled the Holy Land and had settled across the globe as a minority group with nowhere to truly call home. This was not, however, to be the ultimate state of affairs for the Jewish people, and indeed there was to be a new state for Yahweh's people. As the fifteenth century began to end, in 1492, the New World was discovered. This was to be exploited by a man named Abraham Ezra, a Jewish man who lived in Spain. He soon spread word about the 'New Holy Land' across the Long Sea, and began to gather his people for an expedition. By 1514, Abraham and his people had landed in the New World. They had been blown off course from their desired destination - the Spanish colonies in the South - and had instead landed in a cold and seemingly inhospitable land - what is today known as southern Kanadah. They began a great migration, meeting many natives - hostile and hospitable - along the way. The party of migrants gradually grew smaller as splinter groups began to found new villages and towns in this new environment, until - finally - the 'Second Great Exodus' was over, and Abraham and his people arrived at God's Mountains, near the modern day location of Yerushalayim HaHadasha. They founded the city, and too a new nation; Eretz HaQodesh or 'the Holy Land'. Brief Description of your Economy: Roughly 40% are employed in agriculture, where most farmers don't own their own land but instead work as tenant farmers for the scholar-gentry class. Small farmers generally produce enough products to sell in large cities such as Pyeongyang, Gaeseong, or Seoul. Mining takes place in the mineral rich north, while industrial and commercial centers exist in large cities such as Seoul. Products produced by manufacturers include roof tiles, bricks, porcelain, and textiles (although many households produce their own clothing). Others run restaurants, work as healers, are in the military, or help run the government.

Trade occurs mostly with the various Japanese states, the Ming, and Vietnam.

History: The loss of Northern China by the Ming to nomadic invaders resulted in a power vacuum which Korea took advantage of, pushing into and acquiring much of Manchuria.

In 1785, dissatisfaction by the general population with the Yi dynasty resulted in a formal acquisition of power by the Old Andong Kim clan, resulting in the new Gim dynasty.

Previously, high positions in government were only obtainable by passing gwageo, demanding national civil service examinations which required rigorous study and knowledge of the classics, literary techniques, military affairs, and technical expertise. The relatively small amount of government positions meant that less than a percent of those who took the exam were able to pass.

The middle and upper-middle classes, dissatisfied with constant failure, social decay, and corruption caused the Andong Kim family to institute reforms which allowed for greater inclusion in government affairs, through the introduction of voting for select government positions for those who were able to pass the smaller initial examinations in a certain subject. Those who passed examinations for areas of technical expertise such as medicine once again had their rank raised to upper class, and were no longer considered to be of middle rank.

Slavery, never popular among urban intellectuals but argued by rural elites to be an economic necessity, was one of the first reforms to take place, and all slave registers were ordered to be burned through a royal decree. In a controversial decision, butchers and tanners were allowed to enter mainstream society.
