To preserve the international predicate of peace, The Republic of Davincia founds the International Cooperation League, to which all participating nations shall be given equal representation for issues regarding the international community. I, Gordon Yisryke, shall act as Head Chairman of this organization. I was appointed personally by His Greatness, the Tsar. All nations wishing to participate are welcome to send their representative to the League's headquarters in Davincia City. Here, all given representatives shall present major issues of extreme importance to the League as a whole. As the goal of this organization is to preserve peace for all nations, any country participating will undergo increased regulation over the rights to trade and the ability to declare war. Any nation not participating in the League, which then declares war on a League participator, shall face the combined might of every participating League member. Discussion of any and every major issue relevant to the League is welcome to be discussed by the representatives. Decisions made by this League shall be treated as international law and the forefront of the quest for international peace. There is no precedent for what nations may participate and which may not. The first meeting will begin upon the arrival of several national representatives.

The Ahranaian Government has dicided that their Ambassador Dimitrov Roma will be dropped off at the HQ of the ICL and the fleet of Submarines will go on a trade embargo to any Nation allowing them in their ports.

The Premier of Northern Davincia calls upon this League for explicit permission to expand its territory into North Korea. It is clear that our population is rapidly increasing, therefore more land is needed to sustain our people. I, Codzaic Archlys, am the official representative of Northern Davincia for the International Cooperation League. While tension remains high between my nation and mainland Davincia, for the sake of goodwill, I hope that such tensions can be set aside for the greater good. I also hope that my presence is welcome here in Davincia city, considering it was among the few major locations untouched by the former Confederacy's military. It is our desire that the North Korean land is secured for us before the Peihanese Empire can stretch into the area.

The Ahranaian Ambassador, Dimitrov Roma sees the Northern Davinciaian proposal. I suggest that the I.C.L should consider the claim but not tie the land to the nation until the Nations Economy is back up and running.

My people are outraged that this League has permitted the Empire of Peihan to both invade and annex land that rightfully belongs to Northern Davincia. It is a disgrace that Peihan could not even address its action to the League before mobilizing its military to take unclaimed territory. Some kind of punishment must be arranged against the government of Peihan for failing to use diplomacy in a time like this. Sanctions, of some sort, preferably.

Through extensive cooperation with mainland Davincia, I (Codzaic Archlys) would like to present the I.C.L. with the new regional charter! Despite our nation's current relationship with a large number of countries on Orbis, this is truly a magnificent moment in the history of our region! With this document, we now have a precedent for international law. It is with great hope that this charter can be used to secure international peace for all coming time. Even Premier Garentialtia has released his own view on the subject:
"This is truly a victory for all nations! I know how controversial my nation's place is on Orbis, but I am beyond honored that my nation was given responsibility in creating this charter. Even if this document be replaced by a superior draft, it is still important to remember that this is the first acting document of international law in our region's history."

With the recent and massive discovery of the Tyrais and Venezulan Rings, it is now the burden of this League to conduct plans on what to do with such a matter. Clearly, we are underprepared to set forth guidelines for interplanetary travel on an international level. This League must set forth the rules of how to handle interaction with those of other systems. This is the dawn of a new age, where humanity now has access to the heavens in new ways, never before seen. Previously, our scientists and geniuses believed that such travel between systems would take decades. Now, unlike ever before, interplanetary travel can take only days thanks to the Tyrais Rings. However, we cannot handle their potential without establishing what can be done outside of our own atmosphere. This League must now discuss on what is allowed regarding space travel.

The League does need to talk about what laws should be enacted by every nation looking to use the rings. The Ahranaian Government proposes a Tax that will benefit a Third-World Nation in our world, we should also use the tax to support a United Bank.

It is quite obvious, in regards towards The Rings, that there are two major options we could take. The first involves complete international government regulation of The Rings, each nation deciding how much of what is permissible of their respective nation to pass through. However, it is also an option to allow these Rings to be privatized. Perhaps businesses could be permitted to regulate travel. Operations have already begun to build stations between Orbis and The Rings to serve as refuling stations and recreational sites. However, this operation will not commence until further approval from the I.C.L.

No matter what I say to the Parliament the Ahranaian Government won't privitise travel to and from the Rings. The Ahranaian Parliament has states the following to me in a letter:
"Ambassador Dimitrov Roma, we will not Privatise and allow buss idea Corporations run the Survices for Ahranaian People to travl through the Rings. We are how ever obligated to say this; if the people wish to travel we will charge 150 Ahranain Rubles which covers a seat on the freighter taking the people to the Station Davincia is building and we will be more than happy to allow International Law govern from there, but as long as an Ahranaian Freighter are in possession of the Ahranaian Citizens they will be under our Laws and Courts. We here back in Aheana wish the very best for you Ambassador"

So my Government says till the People arrive to this refuelling station and if they remain on a Ahranaian Vessel no Ahranaian Company will have control over this travel. Yet we also propose a Station that is home to many Vessels o the League to be stationed at a Space Station that will act as a Spaceport Going to and Coming from the Rings.

It seems then that the I.C.L. has come to an agreement. The Rings will be regulated by both local and international governments. The Davincian pay toll will be L2,000 for a ticket to the refueling station, and an extra L1,500 for access through the rings. However, I do ask that no travel be permitted whatsoever until both the station has been built, our nations have decided on what to do with the Rings, and our scientists have a better understanding of what's on the other side. We simply cannot risk our people's lives just yet.

The Ahranaian Government agrees with Davincia and until every nation are ready and know the conditions are made clear.

Through brief research of the Venezula System, our scientists have come to a few conclusions. While it is light-years away from Orbis, it is the nearest star system to our planet. Transmissions sent from the planet indicate that human life controls it, perhaps descendants of those who traveled through The Rings. Interplanetary travel has now been banned in Northern Davincia except for scientific, diplomatic, and military purposes. We will allow Davincia to manage relations and communications between our systems.

As the regional presidential elections draw nearer, the matter of eligibility for the candidates should be discussed by this League. Whatever decision we make, we must keep in mind our charter which dictates everything. Quite obviously, neither the delegate or the founder may run for president. However, nations deciding to campaign must do so here.

With our heightened experience within this region, as well as frequent diplomatic activity, our nation announces its plans to run for an executive position in the government of the I.C.L. and the U.C.S.R. We plan to bind the world of Orbis further together, under the guidance of the charter. We submit Rebecca Wilvox as our candidate for regional President, appointed personally by Premier Garentialtia of Northern Davincia. As she is also the Head Chairwoman of the N.D.E.A. (Northern Davincia Embassy Administration), she has major experience with the international community.

With Northern Davincia offering such a strong start in the election race, this League must now organize itself to prepare for the election. The rules for this race will be dictated by the U.C.S.R.'s constitution. Nation's wishing to participate, as stated many times before, must win support within the debating halls of the I.C.L. Ambassadors are forbidden to intervene with the election results, inside or outside of this League. Davincia and Ahrana will retract themselves from the race as well, though minor assistance is not forbidden.

It's clear that these barbarians should not be allowed independence. If they are released from their state of servitude, they will rage war against the rest of Orbis as well.

Alexanderios has not pushed any aggression against Reserka. We Davincians remain distrustful of Reserkan independence after their last war. Until this League has further reason to offer independence of the small nation, further reasoning must be applied to the situation.

Although we have just recently joined this region, I have witnessed and created a region grow from a dead, tiny region called Castellano to a burgeoning RP region, therefore, I have a considerable amount of knowledge in making a successful region and I believe that with a large amount of effort, this active region, which has great potential I can be able to make this region large and successful beyond compare.
