Rules

1. My word is law. Don't make me lay it down.
2. If you have any issues, present them to the community. We'll see what we can do. On the other hand, if you whine you'll get no sympathy.
3. Utilize common sense. Just think about if your stuff would actually work before doing it.
4. That being said, Rule of Cool still applies. This is about as AU as it's going to get, and you have a lot of latitude for fun. If you want the Alliance Prime Minister and the Asari Councillor to hook up, then fine by me.
5. Steamrolling is a no. Give people time to respond. Also referto Rule 3.
6. We understand if life's crap, but please try to post in the IC once a week.
7. If you want to fight with an individual, that's not our business. Take it to TG.
8. No spamming. In other words, respect the threads and the people who use them.
9. This is the internet, but try to remain at least slightly civilized. Keep your rage and frustration IG. It's more fun like that.
10. Don't post links to your NSFW blog. We don't want it. Keep the stuff you link to PG-13. Also, please ask before advertising for another RP. I'll say yes, but this is a game, not a commercial slot.

Introductions

Good Morning/Afternoon/Evening/Slightly after two,

Welcome to Mass Effect Factions. This is an RP with an illustrious (relatively) past, and we'd be glad to have you on board. This game is based in the Mass Effect universe. Players will be able to take command of any major or minor species or faction or, if they don't like any, build their own out in the Terminus. There's a bigger list later, so peruse it at your pleasure. Once you have your faction, the goal is simple. Do whatever you want. Build an economy, invade the Volus, kill Cerberus, acquire additional pylons, or engage in impossible romantic subplots with your characters. It's all up to you.

This roleplay starts off being shaped by several key choices by Shepard. The Council was saved, so Humanity has gained itself a Council seat in exchange and is temporarily experiencing galactic goodwill. The Rachni Queen is alive and well somewhere out in the Terminus. Wrex is off on Tuchanka attempting to unite the Krogan, because anyone who kills him is kinda terrible. Unless you're doing it to save Mordin, at which point it's still kinda iffy. Ashley Williams is the Virmire Survivor. The game starts just after Shepard's death and the downing of the Normandy.

Each faction starts with a preset number of credits (each representing around 500 million credits in the actual games, because having a Fornax mag cost more than a fighter squadron would mean that it would have to be a pretty damn fine Fornax issue) that they can use to make ships, units and so on. Credits are generated on an IG monthly basis through the construction of economic buildings or through random events and deals. Additionally, all ground units require Recruitment, a resource generated by urban areas. It represents the pool of healthy, military-aged volunteers available. Credits may be saved up, but all unspent Recruitment is lost at the end of the month.

Admins are responsible for administering the passage of time IG. Months will be marked clearly every 2-33 pages with random events and admin-created natural responses to extremely stupid things done by players. This may stretch to 4 pages in times when the rate of posting gets exceptionally high. It might also go down should things be slow.

Quick explanation. Once you've decided that you want the Volus, say, and are ready to conquer the universe, consult the price tables below and your starting Credit and Infrastructure in order to build your faction. Purchase from there within the starting cred limit. Roughly stick to canon, but overall you've got a lot of latitude. We expect far more detail for custom factions, such as Batarian Warlords or Free Human Colonies, than we do for heavily established factions, such as the Turian Hierarchy. Leaders can be OCs in the event of there being no real detail. The Mass Effect wiki is your friend. Use it to choose planets - again, roughly within canon - for settlement and construction.


Starting Stuff:

What all the factions actually start with in terms of infrastructure, dreadnoughts, basic income, and spending cash. Not that the Basic totals are outside of the income generated by the free infrastructure or any other considerations. These reflect a basic level of income that the faction generates.

Asari Republics: 1350 (at least 900 must be spent on infrastructure, 4 Urban Structures, 1 Fuel Depot, 1 Spaceport, 1 Shipyard free on Thessia, free 20 dreadnoughts, free Destiny Ascension - TG for details), basic 90 credits/month + infrastructure - NOTE: All ground units gain free Combat Biotics upgrade, see below
Turian Hierarchy: 1450 (at least 700 must be spent on ships, 3 Urban Structures, 1 Fuel Depot, 1 Shipyard, 1 Minor Industrial Complex free on Palaven, free 37 dreadnoughts), basic 75 credits/month + infrastructure
Salarian Union: 1250 (3 free Urban Structures, 1 Fuel Depot on Sur'Kesh, 1 free Fuel Depot, Urban Area, and Shipyard on Mannovai, free 16 dreadnougts with Advanced EW upgrade), basic 70 credits/month + infrastructure
Systems Alliance: 1200 (2 Urban Structures, 1 Fuel Depot free on Earth, 1 free Major Space Station in Arcturus Stream, free 8 dreadnoughts), basic 60 credits/month + infrastructure


Volus Protectorate: 900 (at least 700 must be spent on infrastructure, 2 free Urban Structures, 1 Fuel Depot on Irune, free dreadnought), basic 70 credits/month + infrastructure

The foundations of your glorious imperium, AKA things the Reapers are going to try to burn for no particular reason. Stop them with megaguns.

10-Mining Complex (Limit of 5 per planet-Garner 5 extra credits monthly)
25-Major Mining complex (Limit of 2 per planet- Garner 15 credits Monthly, requires at least 2 Mining Complexes and one Fuel Depot on planet)
15-Industrial Complex (Limit of 3 per planet-Garner 5 credits monthly, reduces local ship construction time by 5%)
25-Major industrial complex (Limit of 1 per planet- garners 10 credits monthly, reduces local ship production by 10%, requires at least one Fuel Depot and one Urban Area on planet to build)
50 - Shipyard (Limit of 1 per world, garner 25 credits monthly, required for construction of all ships of Destroyer weight and above, lowers local ship production time by 10%, requires at least 1 Industrial Complex and one Urban Area on the planet to construct)
15-Planetary Fuel Depot (limit of 2 per world garner 5 extra credits monthly, prerequisite for the construction of any Major structures or Urban areas)
75 - Urban Areas (Limit of 4 per world, garner 30 credits/month, reduce local ground unit construction time by 10%, requires at least one Fuel Depot on planet to build, provide +25 Recruitment/Urban Area)
100 - Spaceport (Limit of 1 per world, garner 3 credits/month for every structure on the planet excluding the spaceport itself)



200 - Minor Space Station (Limit 2 per system, you may buy up to level 1 planetary defense guns on them, +10% total system credits monthly for each, percentage effects stack, examples include Jump Zero, Grissom Academy)
1,000 - Major Space Station (Limit 1 per faction, you may buy up to level 2 planetary defense guns and planetary structures on them, +30% total system credits monthly for the system it is in, percentage effects stack with small stations, examples include Arcturus Station or Cronos Station)
200-Orbital mining station (limit 1 per world, must be placed on an uninhabitable world, no defenses, garner 80 credits monthly)


15-Space Defense station lvl. 1 (Can hold up to small attacks and still come out relatively undamaged)
30-Space Defense station lvl. 2 (Can withstand Moderate attacks)
50-Space Defense station lvl. 3 (Can withstand huge attacks)
75-Space Defense station lvl. 4 (The Pinnacle of Planetary defense only a far and few planets boast this kind of serious protection)
These are upgrades on the existing stations (Except the lvl 1 station)

30-Planetary defense guns lvl1.( Light defense boost if attacked)
60-planetary defense guns lvl2.( medium defense boost if attacked, require at least 1 Fuel Depot on planet)
90-Planetary defense guns lvl3.(heavy defense boost if attacked, require at least 2 Fuel Depots on planet)
These are upgrades on the Defense Guns (except the existing lvl1.)


Everyone wants a dreadnought or two. Here's how much they cost.

Carrier (Carries 2 dozen fighter squadrons and 3 dozen interceptor squadrons, these come free with the carrier) 35 Credits 6 months
Dreadnought 60 Credits 1 year (NOTE: All factions start at canon dreadnought numbers and may only expand that number by building more)
Light carrier (Carries 6 fighter squadrons and 9 interceptor squadrons, these come free with the light carrier) 15 Credits 4 months
Heavy Cruiser 20 Credits 5 months


Light Cruiser 10 Credits 3 months
Destroyer 8 Credits 2 months
Frigate 5 Credits 1 month
Transport 6 Credits 1 month


Corvette Pack (group of 3) 4 Credits 1 month
Landing craft squadron (Squadron of 10) 3 Credits 1 month
Fast attack squadron (Squadrons of 7) 3 Credits 1 month
Fighter squadron (Squadrons of 14) 3 Credits 1 month
Interceptor squadron (Squadrons of 12) 2 Credits 1 month

In case you want to improve your stuff. Ships may only have two upgrades applied to them unless otherwise specified.

High-quality Armaments - +25% of original cost

Only the very best of weapons for our troops. Not exactly Spectre Master Gear, but more along the lines of Armax Arsenal, say.

Low quality weapons -10% of original cost

For those who want to be damn cheapskates, there's always the unusually terrible bootleg weapons you can buy of that shady arms dealer you know. You have no guarantee it'll fire in the right direction all the time, but hey - the budget cuts caused by procuring from him can get you another solid gold toilet seat.

Advanced Armour - +25% original cost

The other guy's got all his troops in Phoenix I armour. Lucky you - your army's got the latest Colossus model.

Electronic Warfare Capabilities - +30% of original cost

Dedicated electronic warfare troopers can cause all kinds of havoc when deployed alongside footsloggers.

Stealth Training - +50% of original cost

Troops are now able to better move about without being seen. They are masters of camo and surprise.

Heavy Weapons Teams - +15% of original cost

When the sh*t's hit the fan, it's always reassuring to know that one of the guys next to you's got a Cain to take that pesky tank out.

Sniper Teams - +10% of original cost

Standing a mile behind the main line of battle? Doesn't matter. You're still prey.

Combat Biotics - +50% of original cost, +5 Recruitment

If you've brought along a couple buddies who can change reality with their minds, things are likely to go better. The Asari Republics, the Ilium Bloc, and any Asari Free Colonies are able to give this upgrade to their units free of charge.


Stealth systems - +75% of original cost:

Suppresses heat emissions and lowers radar profile drastically.

Thanix cannons - +25% of original cost

Reverse-engineered from Sovereign. Pack a serious punch.

Multicore shielding - +25% of original cost

Simple concept. The more shield units you have, the better your shielding is.

Silaris Armor - +50% of original cost

This ancient product was made by ancient reclusive Ardat-Yakashi monks, who labour and seek zen on the far-off world of.... Who are we kidding? There's a factory in Armali District.

Drop ship hangar - 5%

Because really, why not? As a game note, you can't actually use drop troops as drop troops without drop ship hangars on a ship.

Enhanced life support systems - +10% of original cost

So that a stray shot doesn't take out your oxygen supply. That would stink.

Enhanced GARDIAN systems - +25% of original cost

Completely unfair towards fighters. Firing lasers was never before so satisfying.

Enhanced Electronic warfare capabilities - +25% of original costs

For scrambling those done signals and turning enemy missiles around, you can't go wrong with enhanced EW.

Enhanced Sensors - +25% of original costs

Seeing things before they see you is a definite advantage.

It's before.

But I'd you play Cerberus understand that its a commitment. Along with that Cerberus gets hunted if you do anything bad so keep that in mind.

Bad like what? Understand that I already played the games, but I have not read any of the supplementary materials. Example: I play Cerberus, and I, let's say kidnap a few, oh I don't know, a few hundred Turian Colonies. I'm gonna have a warrant on my head right?

As I learned. Cerberus plays extremely differently to all the other factions; you're strong early game, as no one else is able to build up their infrastructure quickly, but you haven't got a lot of room to manuver. You're best option is laying low, raiding and harassing the Council and their forces, spreading them out, and hiding in the darkest reaches of the Terminus like the Nemean Abyss where you build up your forces.

I'd also advise trying to make allies quickly; a sympathetic SA is a major boon, but helping the Krogan with a genophage cure, the Rachni in expanding or the Quarians with the Geth may yield some powerful allies. You also need to make sure Omega doesn't go after you for meddling in its affairs.

Also, Cerberus starts off with 1 Dreadnought (it isn't stated in canon, but the ship that Aria destroys and labels as 'Petrovsky's command ship' looks exactly like a Alliance Dreadnought.)

I understand that Cerberus has more cash than the entire population of China and Russia put together right? And there are no Cerberus-controlled planets, just Cerberus sympathizers right? and with that, early game Cerberus' infrastructure are usually in space, like Space Stations, and of course Dreadnoughts. Also can someone please fill me in on supplementary materials?

Brief description of diplomatic relations: Although Omega functions as the main trade hub in the Terminus, it has no relations with non-Terminus powers and minimal with those in the Terminus, but will open them as needed.
Military state of readiness: Omega's military is a strange thing; organised around a elite core of forces dubbed the 'Coyotes', who serve as Aria's bodyguard/secret police/enforcers/private army, which is in turn augumented by large numbers of pirates and mercs part of those criminal factions aligned to Aria. The same applies to Omega's fleet, which is formed around the Coyote's naval equivalent the 'Vultures'.
History & location: Omega controls, well, Omega. The exact history of how Aria cracked enough skulls to force Omega into line is rather murky as well as extremely bloody and involves links to half a dozen terrorist organizations, over 15 merc groups and possible connections with both Cerberus and a Asari dissident group.

Couple things about Cerberus. Yes, it has some stuff in space, but it's also got all kinds of groundside bases (EG Overlord, the Teltinproject). It seems to have the capability to take and hold entire colonies, and has significant shares in the ExoGeni corporation. Plausably, so long as nobody noticed it could build a couple groundside bases of significant size through front organizations and puppets, passing its troops off as PMCs.

Poor Lunas had a traumatic experience with Cerberus last game. Arch, our previous Turian, found him and exterminated most of his stuff. Lunas then fled and set up shop again, after which point I used Kai Leng to lure their forces in, tracked them down, exterminated them, found them again, wrecked them, and was set to destroy Cerberus again around the time that the game ended.

Seeing as I've got the Hegemony this time, expect my wrath.

I say Krogan Empire when referring to the most powerful Krogan faction, that being Clan Urdnot which unified most of Tuchanka by ME2. That's around where we are now.

My Cerberus advice is to stay away from major Council races unless your victory is not only assured, but profitable.

I wouldn't say you were set to destroy Cerberus in its latest incarnation as HYDRA; you could have knocked out the center, but all the Heads could keep operating just fine. Sure, Head 2 would wonder about the lack of orders for new ships, and the rest would wonder why they haven't got any recent orders, but they'd shrug and carry on doing their jobs.

Edit: HYDRA also almost 'stole' half the Alliance fleet as well in the last RP when HYDRA offered to back the Alliance military.

Edit Extra: Also, this RP I have a lot more freedom as Omega. The Rachni are too weak to do anything, but as Omega I can run a massive amount of conspiracies while blaming it on various criminal gangs.
