Do you have democracy? Only mildly. Each province of Ephyra can elect a local Lord Freeholder to sit on the Senate of the Lords Freeholder. There is no say in the actions of the Senate, the Spheric Council or the direction of the Empire in general however.
Are your nation's leaders elected? No. The reigning monarch of Ephyra will usually deign their eldest child, male or female, as the next heir. Until that heir comes of age however, the heir becomes the next eldest closest relative of the monarch by tradition. By law however, the monarch is free to choose any member of their family to succeed them. The current heir to the throne is Khālanzadā (Prince) Visegon vay Sāhvīīshār, only surviving full-brother of the Khālanī, however the position of heir will be held by Khālanzadā Aelor vay Sāhvīīshār, the Khālanī's son, as he is elder than his twin sister Khālanzadī-Rēlāmaessāgon (Princess Imperial) Aelora.
Is the legislature an independent branch of government? Yes. Legislature is handled by the Senate of the Lords Freeholder. A Lord Freeholder is a man of lower nobility, as the Senate cannot be sat by women, known as Lady Freeholders (who often have their status solely to marriage). The Senate convenes to make decisions and discuss issues within the Empire. If a bill or legislation is drafted, it is sent to the Spheric Council (Executive) for ratification. If approved by a majority, the Khālanī will pass it unless deciding at her own discretion that the legislation is in fact harmful to the Empire.
Do the people elect representatives to a legislature? Yes. A Lord-Freeholder will be elected from regions within the Freeholds as well as the homeland. Since all Lord-Freeholders are exclusively ethnic Ephyral, the Empire need not worry about minority races attempting to further an independence or rebellious cause by electing their own people.
Are there two or more parties in your legislature? Political parties do not officially exist. Each Senator is representative of their own region, but unofficial factions are able to be made. There are factions in play currently with sporadic region affiliation, the most prominent one are the 'True Imperialists', whom advocate for extreme militarisation and aggressive foreign policy. Despite being the most prominent, they do not control the Senate, and thus do not always get their way.
Are elections free, fair, and open to all? Only Freeholders in a region may vote. A woman has an equal say in voting compared to a man, but by laws of marriage, a married man can make a vote on behalf of his wife, regardless of her consent, this is quite uncommon however. Slaves, children, the mentally inept, and members from outside the specific region may not vote.
Does your nation have:
Freedom of speech? To an extent. Freeholders may criticise the government, and oppose decisions made. This is, to some extent, encouraged to allow the government to fully see the effect of its decisions upon the people it rules. In some rare cases, legislation and laws have been overruled and repealed solely on the basis of the unrest it caused. One may not however, openly slander, defame or verbally attack the Crown, a high-ranking member of government or the Faith. The Sāhvīīshār dynasty are considered by many to be the saviours of Ephyra since the first Visegon took power in 1781. In the minds of many, they are the true rulers of the Empire and the world. In the minds of the few, they are living deities. Verbal assault upon a high-ranking government members is seen as intent to incite unrest, slander and is dealt with harshly, but not as harshly as slandering the Imperial family. Outright opposition of the Red Faith and mocking it in all practices can and will be considered heresy. Depending on the severity of all of these crimes, one may receive a fine, a short prison sentence, flogging or even death. Barring these specific details, a citizen is more or less free to say what they will.
Freedom of thought? Since thought cannot be monitored, there is total freedom of it.
Freedom of association? All citizens have the right to associate. As long as the group or community being associated with does not engage in active violence against any of the pillars of the state (the Crown, the Faith and the Government), then one is free to join with it.
Freedom of the press? News has been state-run for a long time. However this is due to observing other national news stations, which seem to exclusively report on the activities of this celebrity or another, the latest fashion trends, and report on anything barring what is actually important. Ephyral state news does its best to ensure that the truth of what is happening is shown, as the government believes the Ephyral people are intelligent enough to work with the truth rather than to indulge in a lie. Therefore state-news has high freedom on what it reports, but some details are omitted for privacy until they can be broadcast. For example, a man or woman accused, but not convicted of, murder, rape, assault or other charges will not have their name or picture shown until it has been proven in court that they are guilty. This is to prevent the media from ruining the life of a man or woman, by giving them publicity in the accusation of a crime they potentially did not commit.
Freedom of religious expression? Until recently, worshipping another deity other than Issalor, known as the Blazing Lord, was punishable by death. However, the Faith has decided that due to the multitude of faiths and sects in the Empire, it is unrealistic and unfair to execute those who believe differently. Therefore, one may worship anything they desire, so long as they pay an additional tax which is used in funding public works. With planning permission, religious places may also be constructed. The Red Faith however remains decidedly the prominent and national religion. If a sect or religion is actively violent towards the Faith, the Crown or the Government, it will be branded a terror sect and liable for charges of treason, terrorism and heresy, to be met with swift execution for all active members.
Freedom of assembly? So long as the assembly is not violating laws of trespassing or otherwise causing a disturbance, yes.
Freedom to protest? Peacefully yes. Violent protests and riots will be put down without lethal force of it can be helped. Live ammunition will be used in extremely dangerous scenarios like a coup.
Right to bear arms? Firearms are banned in Ephyra to be owned by citizens. Citizens may however arm themselves with any melee object, and have the right to defend themselves from attackers or intruders without prosecution. The firearms ban is to ensure that such killings are not tragic and accidental. It is very easy to accidentally shoot someone. It is quite difficult to accidentally club someone over the head or stab them in the chest.
Right to a trial by jury? All trials are managed by the Tribunal, the judiciary part of Ephyra. Three judges are chosen to oversee a major case, and evidence presented will lead to a decision of 2/3rds majority. In some special cases, a jury can be called, but no one has a right to it.
Innocent until proven guilty? For most crimes. If the evidence is completely overwhelming, and beyond a shadow of a doubt that this person committed this crime, then they will be treated as guilty unless somehow miraculously proven innocent.
Right to a fair and speedy trial? Fair yes. Speed is never a factor in trials. Fast trials can leave out crucial details that make the difference between guilty and innocent. A trial will be conducted fairly. The accused has a right to defend themselves. Crimes are also seen from the perspective of the perpetrator. If there is a case of a murder, and the murderer willing confesses to the act, the trial will then turn to assess whether, by witness testimony and reason given by the killer, the killing was justified. Killing an individual who has threatened you, or a family member is considered justified. Even acts such as rape are considered from the potential rapist's side of view. If in a scenario, a man rapes a woman, and the Tribunal rules that until that action, the woman was behaving in a manner that suggested sexual reception, then the act of 'rape' may be dropped to either 'sexual assault' or dropped entirely as invited and willing sexual intercourse.
Right to have legal representation in trial? Yes.
Equal protection under the law? No. Slaves have limited protection by law. A slave can be assaulted, raped or killed at their master's discretion, though a maiming or a killing has to be justified to the Tribunal, as it is considered a waste of a resource to cripple or kill a slave. It has also been known for Freeholders of other ethnicities to receive harsher punishments for the same crime as Ephyral, but also for them to receive lesser. This is because Ephyral are seen as superior. Some crimes, if committed by another ethnicity, will be looked at as a 'crime made by a vicious animal' and punished harder. Others may be looked at as 'such a crime is in their blood', and that 'Ephyral should be better than this', and get off lighter. Religious crimes are also dealt with much more harshly.
Right to privacy? Yes.
LGBT rights? Not fully. There is no penalty by religious or national law for identifying as a homosexual, bisexual, asexual or heterosexual. The government does not recognise the existence of either transexuals, pansexuals etc, or transgenders, and only recognises the biological genders of 'male' and 'female'. Claiming to be either transgender, transsexual, or another gender/sexuality entirely can and will be treated as a mental disorder.
Right to nationality? No. Slaves have no nationality. When a man, woman or child is taken as a slave, their nationality is stripped from them. This is done so that no external nation can claim the slave as part of their own nation in a bid to free them. Slaves cannot identify as Ephyral by residence, or any other nationality by ancestry, citizenry or blood.

Is torture allowed? Yes; torture is used highly extensively, often psychologically rather than physically. Torture is also sometimes used as punishment for crimes.
Is the judiciary an independent branch of government? Yes, it is known as the 'Tribunal'. The Red Faith is permitted to create its own court for solely religious crimes. For example, a murder of a religious official of the Faith will be treated as both a national crime of murder, and a religious crime of heresy. By this, a member of the Red Faith will sit as one of the three judges in the court. A purely religious crime of desecrating sacred places or texts will be managed exclusively by the Faith. A non-religious crime such as assault, theft or other petty crimes against the people will be dealt with purely by Tribunal.
Is slavery legal? It's essentially an art form. There are slaves for building, slaves to attend, slaves to fight and die, slaves to pleasure in bed, slaves to clean the streets, slaves to perform mundane tasks of chores. Slavery is the biggest producer of income for the Empire.
Are soft drugs legal? Only if prescribed. Drug offences carry the death penalty.

The kits and elders eat first, with each cat taking no more than their fair share. Medicine cats collect herbs and heal the wounds of any injured cat. Apprentices, while they are in training, are often responsible for the more tedious tasks, like repairing dens or tending to the elders. Occasionally, if it is needed, the Clans will share herbs, fresh-kill or other resources between each other.

Do you have democracy? Yes. Democracy is done through a direct means via the division of eligible citizens into four, wealth-based voting blocks, each of which is divided into a hundred smaller groups. These groups cast votes as one unit, so elections are done at a small level, and the popular results of a single block become the vote of that block. As elections elect a number of different candidates and positions simultaneously, the votes are cast in the same manner. Due to the faction divide, it's more common for citizens to vote for the most known names by the faction they support rather than individuals, save for the position of Archon, and occasionally Praetor. As voting isn't divided by geographic block, it makes the faction system more preferable.

However, critics of the Freehold claim Ephyra to be a false democracy for a number of reasons. First is the wealth limit. One must be a freeholder of at least fifth class. This means that citizens holding property below a certain value are denied the right to vote because they do not have enough of a stake within the country to actually be deemed deserving of a say in its politics. The second, and perhaps largest concern in the modern world, is the restriction of females. Ephyra is a patriarchy and does not shy away from this fact, and the public sphere of politics is entirely a masculine one, not a feminine one. Whilst women have been influential within politics, it's never been through the electoral system, and women are not permitted to vote or stand for office. Third is the racial divide. Whilst races aren't as a group denied or permitted voting rights, the overwhelming majority of voters and candidates are ethnic Selians. This is not seen as an issue as the nation is culturally Selian and was expanded by and created for Selians. The Selians therefore see this criticism as an attempt to enforce ethnic replacement.

Is the legislature an independent branch of government? Yes. Legislature is conducted via the Senate of the Freehold, an assembly of six hundred patricians of Ephyra. They are occasionally addressed as "Father" by non-Senators, and "brother" by fellow Senators, though the use of Senator as a title is also accepted and is the prevailing means of address. The Senators convene to discuss matters of state with the Archons and their internal hierarchy designates authority to speak and veto. When a motion and bill is proposed (with required support), time is given for members to read it, and when the time is up, a vote is conducted. If passed, the motion becomes law. At this final hearing, any Senators with concerns may speak, and if these concerns are echoed suitably, the time will be delayed again for further recess and analysis.



Do the people elect representatives to a legislature? Yes, through direct democracy, though this tends to be more related to faction politics than individual support at the lower levels.



Are there two or more parties in your legislature? There are a number of factions, of which two are most prominent. Unlike political parties they don't tend to have names involving the use of the word 'party', but use more adjectival and sometimes animal nouns to describe themselves. The current two factions can be designated by their politics. The Opterjossa faction, translating roughly to "the excellent ones", is a highly traditionalist faction favouring the old ways of the Freehold, social conservatism, power projection, and a number of other policies. They are a popular faction, typically always having at least one Archon in power, a state of affairs that has remained unchanged for some four hundred years following the social instability brought on by the secondary faction. The Opterjossa do not market themselves at elitist, and are populist to an extent, marketing excellence as an achievement available to true patriotic citizens. They are however known to favour aristocratic interests. Elements within the Opterjossa vary from the highly moderate to the utmost extreme. Neither of these elements are dominant. As of the 2003 elections, both Archons in power are of the Opterjossa faction.

The secondary party is that of the Zokissa, meaning the 'wolves'. The Zokissa party are populist also, appealing to the general public, but with less conservative policies and favouring more open-handed diplomacy and relative progressivism. In the mid-17th century, the Zokissa took power for a period of three year and through some reforms, caused a period of destabilisation and weakness on the borders. Ever since, they've never held both seats of Archon, and for two hundred years never even held one. Despite remaining the general opponent of the Opterjossa, they lost practical opposition to a myriad of other factions.

A number of other factions continue to exist but are less relevant, and many of them are considered 'daughter factions' of either the Opterjossa or the Zokissa.



Are elections free, fair, and open to all? As covered in the democracy section, to vote, one must be an adult male citizen recognised as a legal freeholder. To run for office, a greater wealth is required. Women may not run for office, vote in elections, or even stand uninvited in the Senatorial chambers.

Freedom of speech? Yes. The ability to speak freely is protected in Ephyral law. The Selian people are tolerant of other views but are not compelled on a subjective level to accept them.

Freedom of association? Unless the organisation is branded a terrorist group or another threat like a crime gang, in which case membership is illegal, there is freedom to associate as desired.



Freedom of the press? Yes. State media remains dominant however.

So long as adherents of any given faith abide by Ephyral law, pay taxes owed, and do not commit acts in the name of any reason against the Freehold, religious or otherwise, the Freehold is typically uncaring about whom or what you worship. Unofficially, the Abrahamic faiths are often mocked by Selians and non-Abrahamic citizens as being primitive.

Equal protection under the law? No. Sentence is dependent on a number of factors both immutable and circumstantial. In this instance, citizens are better off than non-citizens whilst women receive lighter penalties than men.

LGBT rights? LGBT is not recognised. Lesbianism is not recognised as possible due to the Selian conceptualisation of what constitutes sex. Passive homosexuality is regarded as immoral, effeminate, and does have social (but non criminal) repercussions. Being the active partner in such an act has no negative stigma or consequence. Bisexuality is not recognised due to sexuality being recognised as a dichotomy of power as well as biological sex, so men are capable of having sex with either sex with no real difference in the act itself so long as they are the active partner. Heterosexuality is evidently the preferred for marital sexual relations, and homosexual marriage is prohibited. Transgenderism is recognised as a mental disorder. Anything 'Q' and '+' is also regarded as a sign of insanity.

No. Provincials of the Freehold are given residency status of the Freehold when conquered or born, but are not citizens and may not claim the nationality of Ephyral, or Ephyra as their mother nation. Despite this, they are legally claimed by the Freehold. Slaves also lack a nationality as property and are entirely under their owner's command. Illegal migrants without papers or identification might be declared legally as stateless and punished by being sold into slavery, being legally claimed by the Freehold.
