[size=85][b]PART 1: NAME[/b]

[b]Article 1: Name[/b]

This Alliance shall be officially known as the Cebu Cooperation Pact, and can be referred colloquially as the ‘Axis Powers’, ‘Axis Alliance’, ‘Axis Alliance of Nations’. For the remaining of this Charter, the name ‘Alliance’ shall be used to refer to this Alliance herein.

[b]PART II: PURPOSES AND PRINCIPLES[/b]

[b]Article 2: Purposes[/b]

1.   The primary purpose of this Alliance is to provide collective security for the defense of its members against all form of external threat, by providing either political support, military assistance, or through financial and economic assistance.

a.   However, a member state experiencing an internal threat also holds the right to call for assistance from the Alliance.

2.   Secondary purposes of this Alliance is to foster close cooperation amongst its members in:

a.   Combating the threat of global communism; which unfortunately still plagues the world of NationStates, by:

i.   Using direct force to liberate a nation under the clutches of Communist regimes.
ii.   Preventing the fall of a non-communist state to a Communist regime.
iii.   Defending the territory of non-communist state under attack by Communist powers.
iv.   Supporting anti-communist revolutionaries in other Communist states.
v.   And through other legal means sanctioned by the Alliance.

b.   Fostering and maintaining international security; by providing assistance to other friendly nations who may require the Alliance assistance either militarily, politically or economically.

i.   Also in preventing the aggression of international terrorist in member states or in any part of the world, with the exception of those under Communist regimes.

 
[b]Article 3: Principles[/b]

1.   In pursuit of its purposes stated in Article 2, Cebu Cooperation Pact and its members REAFFIRMED and ADHERE to these fundamentals principles in the declarations, agreements, conventions, concords, treaties, protocol, and other instruments of Axis.

2.   Axis Alliance and its members shall act in accordance with the following principles:

a.   Respect for the sovereignty, independence, territorial integrity, and national identities, political ideologies and systems of its members.
i.   This rights however can be suspended under Article (8)(3).

b.   Non-interference in the internal affairs of its members.
i.   This rights however can be suspended under Article (8)(3)

c.   Non-aggression policies towards its members.
i.   This rights however can be suspended under Article (8)(3)
 
d.   Shared commitment and collective responsibility in enhancing security in order to achieve the purpose as written under Article (2).

e.   Encouraging the spirit of nationalism and patriotism amongst its members.

f.   Supporting other anti-communist efforts taken by the members of the international communities outside of this Alliance.

g.   Adhering to international laws by International Organization that is recognized and sanctioned by the Alliance.

h.   Reliance on diplomacy and peaceful means in resolving conflicts amongst its members and non-members.

i.   Encouraging the use of total force against sanctioned enemies, without any reservation or indecision, with the beliefs that “Military might is able to solve all problems, if it’s failed it means you are simply not using enough of it.”

[b]PART III: LEGAL PERSONALITY[/b]

[b]Article 4: LEGAL PERSONALITY OF CEBU COOPERATION PACT[/b]

1.   Cebu Cooperation Pact or also known as the Axis, as an intergovernmental organization is hereby conferred legal personality.

[b]PART IV: MEMBERSHIPS[/b]
Article 5: Members States

The Members State of Cebu Cooperation Pact are [b][color=#FF0000](LIST OF MEMBER STATES WRITTEN IN THE REGISRTY)[/color][/b]

[b]Article 6: Admission of New Members[/b]

1.   This Alliance shall be open to all nations in NationStates, regardless of size and political ideologies, economic level, with the exceptions of those under the rule of communist regimes, or those nations that is considered hostiles to members of this Alliance.

2.   Admission shall be based on the following criteria:
a.   Non-communist state.
b.   Agreement to be bound and abide by the Charter, and the fundamental principles.
c.   Ability and willingness to carry out the obligations of Memberships.

3.   Admission can be made by submitting official, Alliance sanctioned, application form in the Cebu Cooperation Pact main thread in NationStates.

4.   Application can chose to become either:   
a.   A full member.
b.   Observer.

5.   A member of another existing security alliance is also welcomed to join, however, such applicants must informed his participation when he applies to the Axis Alliance.

6.   Application shall be decided by the Secretary General of the Cebu Cooperation Pact, or the Supreme Commander in Chief of the Joint Forces, or by officially sanctioned officer(s) in the alliance.

7.   The Secretary General, Supreme Commander in Chief, or related officials shall then notify to the rest of the Members in an official communiqué.

8.   An applicant state shall be admitted to the Alliance upon signing an Instrument of Accession to the Charter, and the new admission state shall then be amended and included into Article(5).

9.   An observer state has the rights to converts its membership to full members, and such process is the same as stated in this article.

[b]Article 7: Challenging the Admission New Members[/b]

1.   A member state holds the right to challenge the admission of another member candidate applying for full memberships before or after an application has been made, for reasons such as the suspicion that a new applicant may harbor hostile or hidden motives against members, an agent of hostile forces, or there exists unresolved conflicts amongst another members and applicants.

a.   However, such challenge should be made in within 24 hours of such applications, and made officially to the Secretary General, Supreme Commander in Chief, or related Officials, along with the reason why such challenges is made upon.

2.   When such challenge is made, said application shall be put on hold, and the Secretary General shall make his deliberation to ascertain the facts, along with the officials of the alliance and the applicants state themselves. Officials of this alliance have the rights to decide the final result of the challenges and the applications.

3.   If the nature of such challenges was made under the pretext of existing unresolved conflict, then both parties shall discuss amongst themselves, while adhering to Article (3), and once solved, the decision can be finalized.

[b]Article 8: Termination of Memberships[/b]

1.   Any members state, based on Article(3)(a) and (3)(b)  is free to leave the Axis Alliance at any time such state wishes to do so.
2.   Process of leaving can be made by officially notifying the Secretary General, together with the reason to leave the alliance.
3.   However, restrictions for this right shall be made, when a member state had fell under the influence of Communist forces, or experiencing a change in government which can be considered as sympathetic toward the communist cause.
a.   When such scenario took place, the rights in Article (3) of such member state can be suspended pending military intervention sanctioned by the Alliance.
4.   Or when a decision to leave the alliance is made during a time when the Alliance entered a state of war.
a.   Violation for this clause is automatically considered as an act of treason and rendered Article (3) for the state as null and void.
b.   Full unrestricted military operation can be sanctioned against such former member, including the use of Weapons of Mass Destructions.
5.   Once a state decided to leave, the Secretary General shall inform the Alliance of such withdrawal and the name of the departed shall be amended from Article(5).
6.   Any observer are free to leave the Alliance at any given time, with or any without notification to the Alliance.
7.   Any former members are free to reapply for new memberships as long as it adhere to Article(6).
8.   Special termination can be made by the alliance should:
a.   a member been found repeatedly violated this Charter and
b.   had committed heinous crimes outside of the Alliance norms
c.   a members is considered to be a disloyal member of this alliance by cooperating with sanctioned hostiles,
d.   is deemed to have been an inactive members for a certain duration of time
e.   conducted unbecoming conduct that can be hazardous to the Alliance
9.   However, the rights to terminate a membership shall reside only by the Founder, Secretary General and Supreme Commander in Chief.
10.   The punishment for the violation of (8)(4) can be made by the Founder, Secretary General and Supreme Commander in Chief.

[b]Article 9: Suspension of Memberships[/b]

1.   Any members of this alliance can be suspended when such members;
a.   Convicted and found guilty of breaking the fundamentals in Article (3).
b.   Experiencing a state of civil war, being unable to exercise its obligations as a member.
c.   Committed unbecoming conduct or acts that can be considered hazardous to the Alliance as a whole.

[b]Article 10: Rights and Obligations[/b]

1.   Members in this Alliance shall be granted equal rights under this Charter.
2.   Members should take the necessary measures, including the enactment of domestic legislations to effectively implement provisions of this Charter, and to comply with its obligations.
3.   Members are guaranteed the right to free speech within the alliance. A forum of the people will be provided so that each nation may freely air its grievances, suggest improvements, propose legislation to be voted on by Alliance, and generally to speak its mind.
4.   However, all members are required to adhere to the rules and regulations of this alliance, to obey the command of the Secretary General, Supreme Commander in Chief, and other officer in the Alliance at all times.   

[b]Article 11: Special Status[/b]

1.   The following member states shall be conferred special status and title within the alliance.

2.   Asigna as the Founder of the Cebu Cooperation Pact.

3.   And the following states shall be recognized as the Co-Founder of the Cebu Cooperation Pact:

a.   Dewhurst Narculis
b.   Huda
c.   Whiteshore
d.   Gran Cuscatlanian

4.   These 4 states, with the exception of Whiteshore, shall formed the Founders Council, and all shall become permanent members in Axis Security Council which shall assist in the coordination the security policy matters for the alliance, and also to ensure all members shall uphold this Charter. Rules and regulations to be in this Founders Council shall be decided amongst these four. Also, the Founders Council shall act as mentor to Whiteshore, and until such time when Whiteshore is deemed ready to be alleviate to its role as Co Founders, Whiteshore shall have to refer to the Founders Council.

a.   Members of the Founders Council also has the rights to assume the office of Secretary General and Supreme Commander in Chief if no other members are available for or refused appointment.

[b]PART V: ORGANS[/b]

[b]Article 12: Axis Summit[/b]

1.   Axis Summit shall be chaired by the Secretary General of the Cebu Cooperation Pact or by other officials sanctioned by the Secretary General.
2.   Axis Summit shall be the supreme policy making body of the Alliance.
3.   The Summit shall include all members of the alliance.
4.   It shall deliberate, provide policy guideline, assessing and evaluation the performance of the Security Council..
5.   The Axis Summit shall be held and hosted at least once by the Secretary General once the post is rotated.
6.   Convened whenever a special needs arises, at venues to be agreed by the member states.

[b]Article 13: The Security Council[/b]

1.   Axis Security Council is the primary executive branch, hence the highest decision making body of this Alliance.
2.   It shall deliberate the issues of politics and policies and act as the disciplinary unit.
3.   This body shall comprise the Secretary General, Deputy Secretary General, Supreme Commander in Chief, Founders Council and a numbers of non-permanent members of the Security Council. The numbers of Security Council members shall depend on the numbers of committee authorized and established by the Security Council.
4.   This body, as stated above, has the power to sanctioned the authorization of committee and appoint members to lead such committee.
5.   The decision to go to war shall and can be sanctioned only by the Security Council.
a.   And 2/3 approval are needed before a declaration of war can be sanctioned.
6.   The Founders, and the Secretary Generals holds the authority to veto a decision to go to war.
7.   The Security Council shall be allowed to conduct diplomatic relations, engage in negotiation with friendly nations, other alliance, or to parley with enemies.
8.   The Security Council shall inform of all of its decisions to the Axis Summit.
9.   However, in a special circumstances, such as when the Security Council is deemed unable to exercise its rights, its members are unfit too emotionally compromised and unable to rationalize objectively, hence unfit for duty, it shall be the responsibility of the Founders Council to decide the next course of actions.
10.   The Security Council however, does not have the rights to disband the Cebu Cooperation Pact without prior warning and approval of the Summit.
11.   Decisions at this branch shall be made collectively.
12.   There shall be a minimum of 5 members in this organ, and limitation shall be decided by the Summit.


[b]Article 14:  The High Command[/b]

1.   The High Command shall be chaired by the Supreme Commander in Chief of the Joint Forces in the Alliance.
2.   The office bearer is the highest military leader in the entire Alliance and responsible for the coordination of all military operations in the entire alliance both strategically and tactically.
3.   The High Command shall comprise of the Supreme Commander in Chief himself/herself, a Vice Commander, and all the military leaders of the member states.
4.   The High Command shall conduct military exercises; assess a conflict situation, to evaluate foreign crisis potential for Alliance intervention.
5.   The matter of doctrines and training shall be the responsibilities of this body.
6.   The Supreme Commander in Chief holds complete freedom to appoint military staff, authorize committee without needing approval of the Security Council.
7.   However, all decisions in the High Command shall be notified to the Security Council and the Summit.

[b]PART VI: ADMINISTRATIONS[/b]

[b]Article 15: Secretary General (SecGen)[/b]

1.   The highest offocials of the Alliance shall be known with the title ‘Secretary General’, and shall hold the office for a term of 4-6 weeks, for no more than two consecutive terms.
2.   The Secretary General is the designated leader of the Alliance, and is entrusted in coordinating the alliance activities, upholding the Charter of the Axis Alliance, decide on the matter of policy in the Security Council. 
3.   The leadership shall rotate amongst its members after a term is completed.
4.   The Secretary General shall chair the Axis Summit at least once in its terms.
5.   The Office Secretary General can be hold by any members of the Cebu Cooperation Pact.
6.   Selection process is based on the: Seniority Based Rotation, which depends on membership seniority.
7.   A sitting Secretary General can resign his office at any given time, and a special summit shall immediately be convene to formalize the appointment of a new Secretary General.
8.   The roles of the Secretary General shall include, but not limited to:
a.   Actively promote and enhance the interest and wellbeing of the Alliance, including efforts to increase security, diplomatic relations, through policy, coordination, consensus, and cooperation.
b.   Represent the Cebu Cooperation Pact in external dialogue with other entity.
c.   Ensure the centrality of the Alliance in declaring a single unified statement.
d.   Ensure a timely and effective response to ongoing issues and crisis.
e.   To sign a legislation enacted by the Summit.
f.   To carry out other task necessary.

[b]Article 16: Selection of Secretary General by Seniority Based Rotation[/b]

1.   Selection of the Secretary General shall be based by the seniority of the members.
2.   An outgoing Secretary General shall pass down the office of the Secretary General to the next state in line to the membership list;
        a) However, inactive members or those deemed unsuitable shall not be eligible for office.
3.   Through this method every state members shall have the ability to become the designated leaders at least once, theoretically.
4.   However a state may refuse appointment as Secretary General, the next in line shall be chosen.
5.   If no state is willing to be appointed as the Secretary General, the decision shall rest to the Founders Council to elect the any members to this post.
6.   Upon assuming office, the new holder shall be sworn into office by taking the oath of office, witnessed by the previous Secretary General and the Founders Council.
7.    The succession list shall be the following: [b][color=#FF0000](INSERT MEMBERS SENIORITY LIST HERE)[/color][/b]

[b]Article 15: Deputy Secretary General[/b]

1.   An assistant known as Deputy Secretary General shall be appointed directly by the Secretary General to assist him/her.
2.   This Deputy Secretary General however requires notification to the Axis Summit.
3.   The Deputy Secretary General shares the same responsibilities as the Secretary General.
4.   The Deputy Secretary General can resign his commission at any given time.


[b]Article 16: The Supreme Commander in Chief (SCC)[/b]

1.   The Supreme Commander in Chief is the overall military commander of the Axis Alliance.
2.   He is the Chairman of the High Command, the military body of this alliance, and member of the Security Council.
3.   The Supreme Commander in Chief shall wear the rank of a Six Stars flag officer and shall reside in the [color=#FF0000]permanent Headquarters in Gran Cuscatlan. [/color]
4.   The roles of the Supreme Commander in Chief shall include but not limited to:
a.   Advising the Security Council on military operations.
b.   Plan, coordinate, supervise and control all military operations involving the alliance.
c.   Plan, coordinate, supervise, and control all trainings and meetings involving the alliance.
d.   Supervise subcommittee under the jurisdictions of the High Command.
e.   Represent the unified military of the Axis in external inter-alliance dialogues.
f.   Other task required by the Secretary General.
5.   The Supreme Commander in Chief shared the same duration of terms with the Secretary General.
6.   However, the office holder also has the rights to resign at any given time.
7.   This office is directly subordinate to the Secretary General, however it is higher than that of the Deputy Secretary General.
8.   Any nation is eligible to fill this post.

[b]Article 17: Selection of the Supreme Commander in Chief[/b]

1.   The office holder for this position shall be selected directly by the Secretary General of the Alliance.
2.   To be officially designated as the SCC, the candidate shall appear before Summit and sworn into duty by taking the oath of office, witnessed by the SecGen and members of the alliance.
3.   The incoming SCC shall then officially relieve the outgoing SCC of his/her duties.

[b]Article 18: Vice Commander in Chief[/b]

1.   An assistant shall be appointed directly by the Supreme Commander in Chief, and the assistant shall be styled Vice Commander in Chief, or Vice Commander in short.
2.   The Vice Commander shall share the same responsibilities with the SCC.
3.   The Vice Commander shall be sworn into office before the Secretary General.
4.   The Vice Commander holds equal rank to the Deputy Secretary General.
5.   Any states are eligible to hold this office.

[b]PART VII: WAR
[/b]
[b]Article 20: Declaration of War[/b]

[color=#FF0000]1.   No individual members are allowed to declare war, conduct an offensive campaign under the banner of Axis Alliance on its own unless such state received authorization from the Security Council.
2.   The sole right to declare a war with offensive nature shall rest within the Security Council only.
3.   Any declaration of war against any member is considered automatically as a declaration of war against the entire Cebu Cooperation Pact, and this Article shall ensure the right for a collective defense, and a defensive war shall be waged by the entire might of the Alliance.
4.   Any provocative act of war started by any members do not obliged the entire Alliance to enter a state of war, an individual members are encouraged not to start a war without the blessing of the Security Council.
5.   Any act of war against a more powerful potential adversary than the might of this alliance combined together is strictly frowned upon, and all members shall refrain from committing such act.
6.   Collective Defense does not apply to internal conflict.
7.   All members of the alliance are required at all times to be prepared to go to war within short notice. [/color]

[b]Article 21: Military Intervention[/b]

[color=#FF0000]1.   The Security Council may decree a military intervention mandate into a state without having to declare a war as a form of assistance.
2.   The rationale, casus belli, falls under the responsibility of the Security Council.
3.   However, the Security Council is required to receive the blessing and authorization of the receiving state and must notify and explain to the Summit and every nations of a planned intervention.
4.   In this type of military operations, members states are not obliged to participate in the Alliance Campaign, and participation are purely voluntary.
5.   However, those who do not participate are not allowed to partake in post-conflict negotiation, unless authorized by the Security Council.[/color]

[b]Article 22: Termination of War or Military Operations[/b]

1.   The Security Council has the rights to negotiate to bring an end to Security Council sanctioned declaration of war against an adversary with the enemy itself.
2.   However, it would be preferable if termination of war is achieved by Alliance victory.
3.   Individual nation however, do not have the rights to surrender to an enemy, during a state of war involving the Alliance.
4.   Upon termination of war, a truce to be followed by peace treaty shall be signed by participating combatants.

[b]PART VII: MISCELLANEOUS[/b]

[b]Article 23: Amendments[/b]

1.   If a nation finds that the Charter of The Cebu Cooperation needs to be amended, it is to bring the correction to the attention of the Summit. An amendment will then be written and presented to the Summit to be voted on. The amendment must pass with a three-fifths majority in addition to a vote from the Secretary General or Founder to be ratified. The Founders have the rights to veto changes however.

1.   The Founder shall, for the rest of the existence of the Cebu Cooperation Pact, holds absolute powers to:
a.   To veto to any resolutions,

c.   to pass measures to be taken by the Alliance,
d.   to suspend, expel or accept members,
e.   to conduct foreign relations and engage with policy outside of this alliance
f.   to parley with shared adversaries
2.   This Article shall also be known as ‘Protocol Zero’.
3.   The Founder has the power to invoke this right at any time he wished to do so.
4.   However, the Founder is expected to carry out this role in line with the Alliance Charter, and shall consult with the Secretary General, the Summit, the Security Council and the High Command.

Armed conflicts, despite the numerous international laws and organizations which attempted to enforce the prohibition of the use of force amongst the states in order to eradicate warfare, had continue to exist and dominated the NationStates political landscape. Today it remained as an integral part of a states’ policy in achieving its political goal.

In our brutal realist world, it would be unwise for a state which wishes to be an active participant in the international stage to wage warfare on its own, those which did usually found itself surrounded (bandwagon) by hostile alliances and were ultimately defeated. To avoid such undesirable fate, and to offset such disadvantage, most states engaged in political and security alliances, acting under the concept of 'collective defense', working together with fellow like-minded states for survival and to increase its own strength.

However, without a solid organization and a sound doctrine, most alliance in the NationStates eventually failed, crumbled when face against the numerous horde.

The Cebu Cooperation Pact, or also known casually as the Axis, a newly created, untested alliance, is one of the numerous existing security alliance in NationStates, and like all rising power this alliance will soon be tested in the flames of war. While the success or failure of this alliance depends on the political responsibility of its leaders, and each individual member, in the battlefield the doctrine employed by the fighting forces would ensure total victory or complete annihilation of the Cebu Cooperation Pact.

This writings, and the following publications which will soon follow, will attempt to highlight the necessary key areas for multinational ground forces operations. Though this is written specifically for army operations, other fundamentals for warfare can also be used in any military service branches. In this working paper, the writer also proposed the type of doctrine that should be employed by members of the Alliance.

[size=85][b]PART 1: NAME[/b]

[b]Article 1: Name[/b]

This Alliance shall be officially known as the Cebu Cooperation Pact, and can be referred colloquially as the ‘Axis Powers’, ‘Axis Alliance’, ‘Axis Alliance of Nations’. For the remaining of this Charter, the name ‘Alliance’ shall be used to refer to this Alliance herein.

[b]PART II: PURPOSES AND PRINCIPLES[/b]

[b]Article 2: Purposes[/b]

1.   The primary purpose of this Alliance is to provide collective security for the defense of its members against all form of external threat, by providing either political support, military assistance, or through financial and economic assistance.

a.   However, a member state experiencing an internal threat also holds the right to call for assistance from the Alliance.

2.   Secondary purposes of this Alliance is to foster close cooperation amongst its members in:

a.   Combating the threat of global communism; which unfortunately still plagues the world of NationStates, by:

i.   Using direct force to liberate a nation under the clutches of Communist regimes.
ii.   Preventing the fall of a non-communist state to a Communist regime.
iii.   Defending the territory of non-communist state under attack by Communist powers.
iv.   Supporting anti-communist revolutionaries in other Communist states.
v.   And through other legal means sanctioned by the Alliance.

b.   Fostering and maintaining international security; by providing assistance to other friendly nations who may require the Alliance assistance either militarily, politically or economically.

i.   Also in preventing the aggression of international terrorist in member states or in any part of the world, with the exception of those under Communist regimes.

 
[b]Article 3: Principles[/b]

1.   In pursuit of its purposes stated in Article 2, Cebu Cooperation Pact and its members REAFFIRMED and ADHERE to these fundamentals principles in the declarations, agreements, conventions, concords, treaties, protocol, and other instruments of Axis.

2.   Axis Alliance and its members shall act in accordance with the following principles:

a.   Respect for the sovereignty, independence, territorial integrity, and national identities, political ideologies and systems of its members.
i.   This rights however can be suspended under Article (8)(3).

b.   Non-interference in the internal affairs of its members.
i.   This rights however can be suspended under Article (8)(3)

c.   Non-aggression policies towards its members.
i.   This rights however can be suspended under Article (8)(3)
 
d.   Shared commitment and collective responsibility in enhancing security in order to achieve the purpose as written under Article (2).

e.   Encouraging the spirit of nationalism and patriotism amongst its members.

f.   Supporting other anti-communist efforts taken by the members of the international communities outside of this Alliance.

g.   Adhering to international laws by International Organization that is recognized and sanctioned by the Alliance.

h.   Reliance on diplomacy and peaceful means in resolving conflicts amongst its members and non-members.

i.   Encouraging the use of total force against sanctioned enemies, without any reservation or indecision, with the beliefs that “Military might is able to solve all problems, if it’s failed it means you are simply not using enough of it.”

[b]PART III: LEGAL PERSONALITY[/b]

[b]Article 4: LEGAL PERSONALITY OF CEBU COOPERATION PACT[/b]

1.   Cebu Cooperation Pact or also known as the Axis, as an intergovernmental organization is hereby conferred legal personality.

[b]PART IV: MEMBERSHIPS[/b]
Article 5: Members States

The Members State of Cebu Cooperation Pact are [b][color=#FF0000](LIST OF MEMBER STATES WRITTEN IN THE REGISRTY)[/color][/b]

[b]Article 6: Admission of New Members[/b]

1.   This Alliance shall be open to all nations in NationStates, regardless of size and political ideologies, economic level, with the exceptions of those under the rule of communist regimes, or those nations that is considered hostiles to members of this Alliance.

2.   Admission shall be based on the following criteria:
a.   Non-communist state.
b.   Agreement to be bound and abide by the Charter, and the fundamental principles.
c.   Ability and willingness to carry out the obligations of Memberships.

3.   Admission can be made by submitting official, Alliance sanctioned, application form in the Cebu Cooperation Pact main thread in NationStates.

4.   Application can chose to become either:   
a.   A full member.
b.   Observer.

5.   A member of another existing security alliance is also welcomed to join, however, such applicants must informed his participation when he applies to the Axis Alliance.

6.   Application shall be decided by the Secretary General of the Cebu Cooperation Pact, or the Supreme Commander in Chief of the Joint Forces, or by officially sanctioned officer(s) in the alliance.

7.   The Secretary General, Supreme Commander in Chief, or related officials shall then notify to the rest of the Members in an official communiqué.

8.   An applicant state shall be admitted to the Alliance upon signing an Instrument of Accession to the Charter, and the new admission state shall then be amended and included into Article(5).

9.   An observer state has the rights to converts its membership to full members, and such process is the same as stated in this article.

[b]Article 7: Challenging the Admission New Members[/b]

1.   A member state holds the right to challenge the admission of another member candidate applying for full memberships before or after an application has been made, for reasons such as the suspicion that a new applicant may harbor hostile or hidden motives against members, an agent of hostile forces, or there exists unresolved conflicts amongst another members and applicants.

a.   However, such challenge should be made in within 24 hours of such applications, and made officially to the Secretary General, Supreme Commander in Chief, or related Officials, along with the reason why such challenges is made upon.

2.   When such challenge is made, said application shall be put on hold, and the Secretary General shall make his deliberation to ascertain the facts, along with the officials of the alliance and the applicants state themselves. Officials of this alliance have the rights to decide the final result of the challenges and the applications.

3.   If the nature of such challenges was made under the pretext of existing unresolved conflict, then both parties shall discuss amongst themselves, while adhering to Article (3), and once solved, the decision can be finalized.

[b]Article 8: Termination of Memberships[/b]

1.   Any members state, based on Article(3)(a) and (3)(b)  is free to leave the Axis Alliance at any time such state wishes to do so.
2.   Process of leaving can be made by officially notifying the Secretary General, together with the reason to leave the alliance.
3.   However, restrictions for this right shall be made, when a member state had fell under the influence of Communist forces, or experiencing a change in government which can be considered as sympathetic toward the communist cause.
a.   When such scenario took place, the rights in Article (3) of such member state can be suspended pending military intervention sanctioned by the Alliance.
4.   Or when a decision to leave the alliance is made during a time when the Alliance entered a state of war.
a.   Violation for this clause is automatically considered as an act of treason and rendered Article (3) for the state as null and void.
b.   Full unrestricted military operation can be sanctioned against such former member, including the use of Weapons of Mass Destructions.
5.   Once a state decided to leave, the Secretary General shall inform the Alliance of such withdrawal and the name of the departed shall be amended from Article(5).
6.   Any observer are free to leave the Alliance at any given time, with or any without notification to the Alliance.
7.   Any former members are free to reapply for new memberships as long as it adhere to Article(6).
8.   Special termination can be made by the alliance should:
a.   a member been found repeatedly violated this Charter and
b.   had committed heinous crimes outside of the Alliance norms
c.   a members is considered to be a disloyal member of this alliance by cooperating with sanctioned hostiles,
d.   is deemed to have been an inactive members for a certain duration of time
e.   conducted unbecoming conduct that can be hazardous to the Alliance
9.   However, the rights to terminate a membership shall reside only by the Founder, Secretary General and Supreme Commander in Chief.
10.   The punishment for the violation of (8)(4) can be made by the Founder, Secretary General and Supreme Commander in Chief.

[b]Article 9: Suspension of Memberships[/b]

1.   Any members of this alliance can be suspended when such members;
a.   Convicted and found guilty of breaking the fundamentals in Article (3).
b.   Experiencing a state of civil war, being unable to exercise its obligations as a member.
c.   Committed unbecoming conduct or acts that can be considered hazardous to the Alliance as a whole.

[b]Article 10: Rights and Obligations[/b]

1.   Members in this Alliance shall be granted equal rights under this Charter.
2.   Members should take the necessary measures, including the enactment of domestic legislations to effectively implement provisions of this Charter, and to comply with its obligations.
3.   Members are guaranteed the right to free speech within the alliance. A forum of the people will be provided so that each nation may freely air its grievances, suggest improvements, propose legislation to be voted on by Alliance, and generally to speak its mind.
4.   However, all members are required to adhere to the rules and regulations of this alliance, to obey the command of the Secretary General, Supreme Commander in Chief, and other officer in the Alliance at all times.   

[b]Article 11: Special Status[/b]

1.   The following member states shall be conferred special status and title within the alliance.

2.   Asigna as the Founder of the Cebu Cooperation Pact.

3.   And the following states shall be recognized as the Co-Founder of the Cebu Cooperation Pact:

a.   Dewhurst Narculis
b.   Huda
c.   Whiteshore
d.   Gran Cuscatlanian

4.   These 4 states, with the exception of Whiteshore, shall formed the Founders Council, and all shall become permanent members in Axis Security Council which shall assist in the coordination the security policy matters for the alliance, and also to ensure all members shall uphold this Charter. Rules and regulations to be in this Founders Council shall be decided amongst these four. Also, the Founders Council shall act as mentor to Whiteshore, and until such time when Whiteshore is deemed ready to be alleviate to its role as Co Founders, Whiteshore shall have to refer to the Founders Council.

a.   Members of the Founders Council also has the rights to assume the office of Secretary General and Supreme Commander in Chief if no other members are available for or refused appointment.

[b]PART V: ORGANS[/b]

[b]Article 12: Axis Summit[/b]

1.   Axis Summit shall be chaired by the Secretary General of the Cebu Cooperation Pact or by other officials sanctioned by the Secretary General.
2.   Axis Summit shall be the supreme policy making body of the Alliance.
3.   The Summit shall include all members of the alliance.
4.   It shall deliberate, provide policy guideline, assessing and evaluation the performance of the Security Council..
5.   The Axis Summit shall be held and hosted at least once by the Secretary General once the post is rotated.
6.   Convened whenever a special needs arises, at venues to be agreed by the member states.

[b]Article 13: The Security Council[/b]

1.   Axis Security Council is the primary executive branch, hence the highest decision making body of this Alliance.
2.   It shall deliberate the issues of politics and policies and act as the disciplinary unit.
3.   This body shall comprise the Secretary General, Deputy Secretary General, Supreme Commander in Chief, Founders Council and a numbers of non-permanent members of the Security Council. The numbers of Security Council members shall depend on the numbers of committee authorized and established by the Security Council.
4.   This body, as stated above, has the power to sanctioned the authorization of committee and appoint members to lead such committee.
5.   The decision to go to war shall and can be sanctioned only by the Security Council.
a.   And 2/3 approval are needed before a declaration of war can be sanctioned.
6.   The Founders, and the Secretary Generals holds the authority to veto a decision to go to war.
7.   The Security Council shall be allowed to conduct diplomatic relations, engage in negotiation with friendly nations, other alliance, or to parley with enemies.
8.   The Security Council shall inform of all of its decisions to the Axis Summit.
9.   However, in a special circumstances, such as when the Security Council is deemed unable to exercise its rights, its members are unfit too emotionally compromised and unable to rationalize objectively, hence unfit for duty, it shall be the responsibility of the Founders Council to decide the next course of actions.
10.   The Security Council however, does not have the rights to disband the Cebu Cooperation Pact without prior warning and approval of the Summit.
11.   Decisions at this branch shall be made collectively.
12.   There shall be a minimum of 5 members in this organ, and limitation shall be decided by the Summit.


[b]Article 14:  The High Command[/b]

1.   The High Command shall be chaired by the Supreme Commander in Chief of the Joint Forces in the Alliance.
2.   The office bearer is the highest military leader in the entire Alliance and responsible for the coordination of all military operations in the entire alliance both strategically and tactically.
3.   The High Command shall comprise of the Supreme Commander in Chief himself/herself, a Vice Commander, and all the military leaders of the member states.
4.   The High Command shall conduct military exercises; assess a conflict situation, to evaluate foreign crisis potential for Alliance intervention.
5.   The matter of doctrines and training shall be the responsibilities of this body.
6.   The Supreme Commander in Chief holds complete freedom to appoint military staff, authorize committee without needing approval of the Security Council.
7.   However, all decisions in the High Command shall be notified to the Security Council and the Summit.

[b]PART VI: ADMINISTRATIONS[/b]

[b]Article 15: Secretary General (SecGen)[/b]

1.   The highest offocials of the Alliance shall be known with the title ‘Secretary General’, and shall hold the office for a term of 4-6 weeks, for no more than two consecutive terms.
2.   The Secretary General is the designated leader of the Alliance, and is entrusted in coordinating the alliance activities, upholding the Charter of the Axis Alliance, decide on the matter of policy in the Security Council. 
3.   The leadership shall rotate amongst its members after a term is completed.
4.   The Secretary General shall chair the Axis Summit at least once in its terms.
5.   The Office Secretary General can be hold by any members of the Cebu Cooperation Pact.
6.   Selection process is based on the: Seniority Based Rotation, which depends on membership seniority.
7.   A sitting Secretary General can resign his office at any given time, and a special summit shall immediately be convene to formalize the appointment of a new Secretary General.
8.   The roles of the Secretary General shall include, but not limited to:
a.   Actively promote and enhance the interest and wellbeing of the Alliance, including efforts to increase security, diplomatic relations, through policy, coordination, consensus, and cooperation.
b.   Represent the Cebu Cooperation Pact in external dialogue with other entity.
c.   Ensure the centrality of the Alliance in declaring a single unified statement.
d.   Ensure a timely and effective response to ongoing issues and crisis.
e.   To sign a legislation enacted by the Summit.
f.   To carry out other task necessary.

[b]Article 16: Selection of Secretary General by Seniority Based Rotation[/b]

1.   Selection of the Secretary General shall be based by the seniority of the members.
2.   An outgoing Secretary General shall pass down the office of the Secretary General to the next state in line to the membership list;
        a) However, inactive members or those deemed unsuitable shall not be eligible for office.
3.   Through this method every state members shall have the ability to become the designated leaders at least once, theoretically.
4.   However a state may refuse appointment as Secretary General, the next in line shall be chosen.
5.   If no state is willing to be appointed as the Secretary General, the decision shall rest to the Founders Council to elect the any members to this post.
6.   Upon assuming office, the new holder shall be sworn into office by taking the oath of office, witnessed by the previous Secretary General and the Founders Council.

[b]Article 15: Deputy Secretary General[/b]

1.   An assistant known as Deputy Secretary General shall be appointed directly by the Secretary General to assist him/her.
2.   This Deputy Secretary General however requires notification to the Axis Summit.
3.   The Deputy Secretary General shares the same responsibilities as the Secretary General.
4.   The Deputy Secretary General can resign his commission at any given time.


[b]Article 16: The Supreme Commander in Chief (SCC)[/b]

1.   The Supreme Commander in Chief is the overall military commander of the Axis Alliance.
2.   He is the Chairman of the High Command, the military body of this alliance, and member of the Security Council.
3.   The Supreme Commander in Chief shall wear the rank of a Six Stars flag officer and shall reside in the [color=#FF0000]permanent Headquarters in Gran Cuscatlan. [/color]
4.   The roles of the Supreme Commander in Chief shall include but not limited to:
a.   Advising the Security Council on military operations.
b.   Plan, coordinate, supervise and control all military operations involving the alliance.
c.   Plan, coordinate, supervise, and control all trainings and meetings involving the alliance.
d.   Supervise subcommittee under the jurisdictions of the High Command.
e.   Represent the unified military of the Axis in external inter-alliance dialogues.
f.   Other task required by the Secretary General.
5.   The Supreme Commander in Chief shared the same duration of terms with the Secretary General.
6.   However, the office holder also has the rights to resign at any given time.
7.   This office is directly subordinate to the Secretary General, however it is higher than that of the Deputy Secretary General.
8.   Any nation is eligible to fill this post.
a.   However,[color=#FF0000] the top 10 strongest members shall be given priority in selection[/color].
 
[b]Article 17: Selection of the Supreme Commander in Chief[/b]

1.   The office holder for this position shall be selected directly by the Secretary General of the Alliance.
2.   To be officially designated as the SCC, the candidate shall appear before Summit and sworn into duty by taking the oath of office, witnessed by the SecGen and members of the alliance.
3.   The incoming SCC shall then officially relieve the outgoing SCC of his/her duties.

[b]Article 18: Vice Commander in Chief[/b]

1.   An assistant shall be appointed directly by the Supreme Commander in Chief, and the assistant shall be styled Vice Commander in Chief, or Vice Commander in short.
2.   The Vice Commander shall share the same responsibilities with the SCC.
3.   The Vice Commander shall be sworn into office before the Secretary General.
4.   The Vice Commander holds equal rank to the Deputy Secretary General.
5.   Any states are eligible to hold this office.

[b]Article 19: Authorized Position and Subcommittee[/b]

The following positions and subcommittee has been authorized to be filled under its own respective domain:

[b]PART VII: WAR
[/b]
[b]Article 20: Declaration of War[/b]

[color=#FF0000]1.   No individual members are allowed to declare war, conduct an offensive campaign under the banner of Axis Alliance on its own unless such state received authorization from the Security Council.
2.   The sole right to declare a war with offensive nature shall rest within the Security Council only.
3.   Any declaration of war against any member is considered automatically as a declaration of war against the entire Cebu Cooperation Pact, and this Article shall ensure the right for a collective defense, and a defensive war shall be waged by the entire might of the Alliance.
4.   Any provocative act of war started by any members do not obliged the entire Alliance to enter a state of war, an individual members are encouraged not to start a war without the blessing of the Security Council.
5.   Any act of war against a more powerful potential adversary than the might of this alliance combined together is strictly frowned upon, and all members shall refrain from committing such act.
6.   Collective Defense does not apply to internal conflict.
7.   All members of the alliance are required at all times to be prepared to go to war within short notice. [/color]

[b]Article 21: Military Intervention[/b]

[color=#FF0000]1.   The Security Council may decree a military intervention mandate into a state without having to declare a war as a form of assistance.
2.   The rationale, casus belli, falls under the responsibility of the Security Council.
3.   However, the Security Council is required to receive the blessing and authorization of the receiving state and must notify and explain to the Summit and every nations of a planned intervention.
4.   In this type of military operations, members states are not obliged to participate in the Alliance Campaign, and participation are purely voluntary.
5.   However, those who do not participate are not allowed to partake in post-conflict negotiation, unless authorized by the Security Council.[/color]

[b]Article 22: Termination of War or Military Operations[/b]

1.   The Security Council has the rights to negotiate to bring an end to Security Council sanctioned declaration of war against an adversary with the enemy itself.
2.   However, it would be preferable if termination of war is achieved by Alliance victory.
3.   Individual nation however, do not have the rights to surrender to an enemy, during a state of war involving the Alliance.
4.   Upon termination of war, a truce to be followed by peace treaty shall be signed by participating combatants.

[b]PART VII: MISCELLANEOUS[/b]

[b]Article 23: Amendments[/b]

1.   If a nation finds that the Charter of The Cebu Cooperation needs to be amended, it is to bring the correction to the attention of the Summit. An amendment will then be written and presented to the Summit to be voted on. The amendment must pass with a three-fifths majority in addition to a vote from the Secretary General or Founder to be ratified. The Founders have the rights to veto changes however.

[b][color=#0040BF]Article Z : Absolute Authority of the Founder[/color][/b]

1.   The Founder shall, for the rest of the existence of the Cebu Cooperation Pact, holds absolute powers to:
a.   To veto to any resolutions,
b.   to convene the Summit, Security Council, the High Command and any lower committee formed under any of these organs,
c.   to pass measures to be taken by the Alliance,
d.   to suspend, expel or accept members,
e.   to conduct foreign relations and engage with policy outside of this alliance
f.   to parley with shared adversaries
2.   This Article shall also be known as ‘Protocol Zero’.
3.   The Founder has the power to invoke this right at any time he wished to do so.
4.   However, the Founder is expected to carry out this role in line with the Alliance Charter, and shall consult with the Secretary General, the Summit, the Security Council and the High Command.

Armed conflicts, despite the numerous international laws and organizations which attempted to enforce the prohibition of the use of force amongst the states in order to eradicate warfare, had continue to exist and dominated the NationStates political landscape. Today it remained as an integral part of a states’ policy in achieving its political goal.

In our brutal realist world, it would be unwise for a state which wishes to be an active participant in the international stage to wage warfare on its own, those which did usually found itself surrounded (bandwagon) by hostile alliances and were ultimately defeated. To avoid such undesirable fate, and to offset such disadvantage, most states engaged in political and security alliances, acting under the concept of 'collective defense', working together with fellow like-minded states for survival and to increase its own strength.

However, without a solid organization and a sound doctrine, most alliance in the NationStates eventually failed, crumbled when face against the numerous horde.

The Cebu Cooperation Pact, or also known casually as the Axis, a newly created, untested alliance, is one of the numerous existing security alliance in NationStates, and like all rising power this alliance will soon be tested in the flames of war. While the success or failure of this alliance depends on the political responsibility of its leaders, and each individual member, in the battlefield the doctrine employed by the fighting forces would ensure total victory or complete annihilation of the Cebu Cooperation Pact.

This writings, and the following publications which will soon follow, will attempt to highlight the necessary key areas for multinational ground forces operations. Though this is written specifically for army operations, other fundamentals for warfare can also be used in any military service branches. In this working paper, the writer also proposed the type of doctrine that should be employed by members of the Alliance.

I'm planning a royal wedding for my nation's ruler at some point and I'm planning to invite heads of state to come over to celebrate and to meet some of the nobles and their eccentric traditions would this interest anyone here?

It's not ready just yet but here are some of the details,
The nobles are dressed like the boyars except the collars reach to the top of their heads their long coats are held by servants who slap their cheeks(the louder the slap the more prestigious the noble) their moustaches are grown and waxes so it can be 2 inches long and their beards are waxed into 2 stretching out 1ft long hair spikes.
Each of everyone invited has to wear a priceless golden Karlolov eagle badge sent to them it's made of solid gold and it's centre is made of ruby, sapphire and diamond, you wont be getting into the Grand Palace without it (it doesn't really matter since everyone here is invited anyways so it's just for RP purposes) I'll try and have it done tomorrow.
