The Liberionian people here would be living on boats and carriers. Of course the population may dwindle, and we'll have to live on multiple islands that we've captured. The generic search for survivors operations will occur. Sooner or later we'll have to barrage the area to bits and pieces, send prisoners free to outlying lands so we can start a whole new endless guerrilla war.

If we fail to find a cure, most survivors will leave the cities for the deepest parts of the rainforest.

Our plan is to fortify our key cities and save as many people as possible. Any that can't make it in will be directed to massive underground bunkers. We intend to ride out the storm of we can't cure the disease... If the situation gets too bad, Strategic Weapons are authorized.

The Navy and air forces will retreat to hide on islands, the populace will form into separate city-fortresses (like islands in a sea of the dead), and the ground forces will go mechanized - entirely. All infantry will be reassigned as city-fortress reinforcements or support units for the mechanized units, which are invulnerable to the dead.

There is no "backup plan." Puny humanoid zombies can't do anything to us, and metal can't become undead because it was never biologically alive to begin with. If the zombification somehow could affect dead Decepticons anyway, it would still end up doing nothing - we melt down our dead and turn their metal into parts for the living. Even the slaves who died during their normal service on Decepticon Earth can't return to infest us - we threw them into Biological Rendering and made fertilizer cakes from them when they terminated.

Only nations silly enough to try to preserve their dead in their original forms have to worry about them coming back. That's what they get for not recycling them when they had the chance!

We send the civilians away to relatively safe territory with a small escort while the rest of the military performs a strategic, staged withdrawal so that we take as many of the bastards with us as we can before pulling out for good.

Land can always be retaken, houses rebuilt, but lives of innocent citizens of my nation cannot be replaced.

Those in the Barrens already fight each other to the death over scraps of food, they will band together and fight, if only for the right to continue living, our military will fight to the last, letting off air fuel bombs should they fall. The cities may be breached but the ones who run this place will be off world by the time the infection starts

If it becomes obvious that the search to develop a vaccine is not working, or will not produce viable results with sufficient speed, our own variant of the Redeker Plan will be implemented, and the remaining resources of the state directed to ensuring the effective execution of the plan. Military and government forces, in company with select groups of civilians, will be withdrawn to locations identified as Primary Safe Zones located throughout the Republic, with the intention of preserving government and military command structures, as well as a basic viable population.

Numerous other locations, designated Secondary and Auxiliary Safe Zones, have been located throughout the country. Civilians not brought into the Primary Safe Zones will be encouraged to group in these areas if possible, along with military, law enforcement, and government personnel who for various reasons are not in the PSZ areas. Where possible, routine supply drops will be organized in these areas, including food, medicine, weapons, and even Special Operations personnel to provide specialized training and leadership skills.

While definitely based on humanitarian concerns, those truly familiar with the original Redeker Plan will realize the support provided to the Secondary and Auxiliary Safe Zone would also be used to keep the people in these areas alive and fighting...and attracting zombies. Every person fighting to stay alive in the Secondary and Auxiliary Zones will attract more undead, who will thus not be a major threat to the Primary Safe Zones. Placements of the differing categories of Safe Zones has been determined partially on this consideration.

The highest ranking members of the Korongolese military and government are currently in the process of discussing what policy to adopt in an absolute worst-case scenario in the safety of Joint Forces Central Command. The use of tactical nuclear weapons to enforce a violent scorched earth policy has been discussed, alongside the evacuation of the civilian population to the islands which surround the Korongolese Peninsula. There are also plans to evacuate the best and brightest members of the Korongolese population through a certain circular artificial wormhole device which does not officially exist. It is difficult to say whether or not these plans will be put into effect, and they will no doubt change when the epidemic arrives.
