The Free State of Sierra Libertad is a massive, socially progressive nation, ruled by His Dudejesty with an even hand, and remarkable for its complete lack of public education.

This bothers me, since every decision I've made up until about a day ago has favored either education or defense -

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Education, Law & Order, and the Environment.

Also, I went from "Crime is non-existent" to "Crime is a serious problem" overnight about a month or so ago.

What gives?

I'm fine with this, but it just seems silly to say there's no public education when, time and time again, I've chosen "free education for everyone" in all the relevant issues.

Maybe the government controls so much of the funds, it's no longer public? (I know that's what a public school is, essentially)
