The Security Council,

RECOGNIZING Luna Amore as a nation with incredible accomplishments;

AWARE that Luna Amore controls many unique nations, such as:

1. [nation=short]Luna Amore[/nation], the only benevolent dictatorship with an economic rating of ‘imploded’.

2. [nation=short]Stella Amore[/nation], the only Free Market Paradise with an economic rating of ‘imploded’.

3. [nation=short]Galassia[/nation], the only Conservative Democracy with an economic rating of ‘imploded’.

4. [nation=short]Hovertanks[/nation], the only Tyranny by Majority with an economic rating of 100.

5. [nation=short]On Beyond Zebra[/nation] and [nation=short]H-[/nation], two nations with economic, civil rights, and political freedom ratings of 100.

DULY NOTING that while Luna Amore is not the first nation to register that last accomplishment (a title that instead goes to Tommy Bahama), the achievements are no less impressive;

COGNIZANT that Luna Amore was the nation that originally realized that the previous myth of population growth was incorrect and that population gain followed a different pattern, sparking further research on the issue by Ballotonia;

APPLAUDING Luna Amore’s efforts to free its region, Free Thought from invasion;

ADMIRING the refounding of Free Thought by Luna Amore to ensure its continued security;

IMPRESSED at how Luna Amore finished off the job by repealing the Liberation resolution with another puppet nation, Revert;

ACKNOWLEDGING Revert’s contributions to Osiris since the first few days of that region’s history, serving as a major force in bringing the region to the heights it enjoys today;

BEARING in mind these contributions, the Security Council, with great pleasure:

While SC rules make it impossible to comment someone for official activities, perhaps a way could be found to praise Luna Amore for their remarkable input into issue creation and support for others in trying to write them. No particular phrasing leaps to mind, but it's something to consider.

I support this in theory, but I question whether the first three point on your list (namely having Imploded economies) are actually Commendable.

I agree, but from an IC perspective (which SC Resolutions are technically supposed to be) having a terrible economy isn't actually good thing. It wouldn't stop me voting for this, at any rate. Just my niggling OCD.

Isn't worthy? Considering how unpredictable the effects of issues are, it takes *incredible* skill to know how answer them (which one to answer, what option to pick, which one's not to answer) as Luna has to get those results. Mastering that skill is arguably harder to learn than passing a WA proposal, raiding/defending, or plain ol region growing making up most parts of the game.

Also, it's mainly out of character. Isn't a resolution supposed to be in character.

Defending one's own region skillfully is commendable. And yes there is more.

And also, having a unique nation isn't worthy either.

Codger is usually pretty accurate, and he continued to be. And its worth noting that Luna Amore has multiple unique nations.

Though the proposal was very thought out and shows great effort, the actions of Amore written by the drafter are not worth admiring for. It says "APPLAUDING Luna Amore’s efforts to free its region" and that's something you expect from any region. Furthermore, the drafter writes that these accomplishments are no less impressive from any other region's effort. Now the drafter here notes that there are other regions who also deserve commendation. However, if we were to give these prestigious awards to any region or nation, then the value of the award would diminish to worthlessness. And so fellow delegates and members, do you believe this nation's actions are worthy enough just for making a dummy nation to free it? Wouldn't any region leader or nation do the same? Well of course. So in conclusion, the drafter's intent to commend Luna Amore are not to be approved due to worthless actions by Luna Amore.

That said I think I've worked out a way to assist with the issue writing element if you still want it included.

Why not go with something along the lines of

"Applauding this nations attempts to bring political issues to the note of national governance in an effort to see if/how they will resolve them".

Seems like a good back door in. Also yes I am claiming all credit for this in the future as a way of slipping issues writing into a proposal. COPYRIGHT!

Unfortunately, I think any attempt to recognise Luna Amore's contribution to issues will fall foul of Rule 1. The above clause would be illegal.
