Most of those one liners are part of conversations.You can not have anything more then a few sentances in a conversation.
Also HQ's can not send ambasadors.Those are send from the goverment of the countries.And probably what you have said is an envoy.And White flag is imposible to be seen from the air so you are just a helicopter.
Also it has been intecepted.

Yeah. Atorea sent an ambassador to the HQ to eat and plan about what issues to discuss and left in an unarmed old helicopter.

if you have diplomatic relations with S.R than you have an ambasador in the capital of S.R so that would not be nececary.But still it is intercepted.
And that qualifies it as an envoy.

it is flying in a restricted airspace so he is intercepted and will be forced to follow what the F 16 are teling him to do.After that S.R will decide what to do.But for now it is either land at the airbase or face the F 16 in an unarmed helicopter.

It says well.They are to land at an air force base that is jointly staffed by Imperial and S.R troops.They will contact S.R capital and they will do as the people in the capital will say.
Prety much if they agree to meet him he would be flow out in an imperial or S.R helicoter to the capital.Not with yours.If not he will be told to head back.S.R will decide on that.
