Because it is clear that a rabid dog is a) unreformable, and b) a clear an present danger. It is not at all clear that this girl is either. As stated above, she's quite obviously ill in the head.

Now, I can understand killing if there's a reason for it, and I didn't exactly wipe tears when I read of the torture of lesser animals such as squirrels. But there's no excuse when attempting to kill someone for little to no reason (at least according to the text), and with a history of plans to kill a dog. I think that what most people don't realize is that she can't be "helped". To me it sounds like she's a psychopath who's highly likely to kill someone in the future.
