Fate of orphans in your country?

Postby Nicer potlimitomaha » Thu Apr 11, 2013 8:24 pm

How does your country deal with orphans? Are they adopted by families? Are they pushed into the military?

Following a recent explosion of incidents involving adopted orphanes Potlimitomaha has changed its policy. All orphans are now raised in orphanages until age 15. At that point they must choice one of three choices 1) Join the military 2) Join a monastery of Potlimitomaha's official religion Potfet( all orphans regardless of religion before entering an orphange are converted to Potfet) or 3) Work in the Orphange management sub-department.

They are put into foster homes until a family adopts them. Regulations vary by state, territory, or republic, of course.

Postby The Eternal Kawaii » Thu Apr 11, 2013 8:47 pm

Kawaiians have rather peculiar attitudes about orphans, which has sadly relegated them to a kind of second-class citizenship. Like all things Kawaiian, it's religiously based. In ancient times, Kawaiians practiced a form of ancestor worship. After the revelation of the Eternal Kawaii and the adoption of a monotheistic faith, the former ancestor worship evolved into a form of veneration, where one's ancestors were considered to intercede with the Eternal Kawaii on one's behalf. This has had two effects: First, that Kawaiians are very conscious, almost paranoid, about legitimacy of birth, and second, adoption is unheard of. It's extremely important for a Kawaiian to know who his or her ancestors are, and blasphemous to ask a non-blood-related ancestor to intercede for them.

What this means is, a Kawaiian child born out of wedlock is automatically considered an orphan--single parenthood is illegal among Kawaiians, and an illegitimate child must be surrendered to the Church to be raised in an orphanage. Such children, known as "children of the Cute One", often end up in the lower rungs of Kawaiian society, since they lack the family connections that are the mainstay of that society.

Ironically, the Kawaiians' new leader, the Kalif, is himself a Child of the Cute One. It has been suggested by some observers that the Prophet selected him to be his successor for precisely that reason--to deny any given Kawaiian family or tribe special status as leaders of the Church, and to speak up for the Children of the Cute One when no one else will.

Dualitae Orphans are often left in foster homes, hopefully to be adopted. They can gain citizenship like anyone else.
Second Class Orphans, however, are usually very unfortunate unless miraculously adopted by a powerful Dualitae aristocratic family.

In the early years immediately following the collapse of communism, orphans were everywhere, often living in badly underfunded orphanages run by the state. At the time it was extremely common for rich foreigners to adopt Radiatian babies.

Today the trend has reversed, what with Radiatia's economy and international standing having grown exponentially.

Today orphans are either adopted by qualified families or placed in foster homes, while state funded orphanages also exist.

All tavan children are orphaned at birth, because their parents abandon them in the forest. This is the normal state of affairs for us.

The fate of these orphaned children, statistically speaking, is death at the hands of accidental injury, starvation, murder, or predation. Only around 9% of us actually manage to survive long enough to make it to our first molting. However, of those that do make it, the majority will survive to maturity, at which point we rejoin civilization as adults.

they are conscripted into the military and are placed in the Gamilus Youth brigade, these brigades never see actual combat but use war games to sharpen their skills.

since there are very few orphans in Gamilus (averaging on 120 a year) most of the conscripted ones are given an officers education and a rank of major when they become of age. in fact Admiral Yarks Benita Kentol was an orphan from the government before lord Des's one (as the previous government had the same policy.)

There are more families wishing to adopt than their are children available to adopt. The Tsvarchivan Advisory of Children's Services makes sure all children are put into foster families, with the goal of permanent placement in that home or into another permanent home within a year, no more than two. Many children are adopted within 6 months.

The Huldin (states) of Qahadim deal with orphans in whatever fashion they see fit. Qabat for example, conscripts every person, male or female, into militia service for a term of eight years. KHajikstan has mandatory adoption of foster children for married couples, who have not had achild of their ownafter ten years of marriage (unless both potentialparents are over forty five). In Sutar, only homosexual, and infertile couples, are allowed to adopt and foster children.

No person, in any of the Huldin is allowed to adopt children fromforeign nations. The people if Qahadim believe that theirown should be taken care of first.

In Ellaria, orphans are placed in an orphanage, and put up for adoption. Bi-monthly check-ins ensure they are well cared for at the orphanage, and also for a small period of time continue at a child's new home if they are adopted. Provisions for special-needs children are provided by the government from the Heath and Social Welfare divisions. Adoption is often recommended instead of IVF for couples with trouble getting pregnant. When a child turns eighteen years old, they are legal adults, and are free to leave the orphanage. A special program picks promising orphans yearly to receive a scholarship for college.

Orphans are actually somewhat common, though such a status is not considered shameful.

In most cases, the parents are killed in the line of duty. This shows that the parents were dedicated to their country, and that the child should have that some devotion. The child has the choice, if they're old enough to make such a decision, to be adopted by a willing family or become a ward of the state.

Other times the children are found in foreign countries by federal troops or sanctioned mercenaries. The children are given the same option as orphaned Haktivan children. Adoption or wardship.

If adopted, the children are raised by a person deemed capable by the government. Guardians are required to ensure their physical, emotional and mental health are the best they can possibly be. As compensation, taxes are reduced on the guardian's household.

Wardship is the more popular method as the children are given a higher degree of independence. Ward academies are large boarding schools that include the same martial requirements as regular schools. The children are given their own apartment stocked with basic necessities(electricity, water, heating, bathroom) and are allowed to roam the grounds freely. The only requirements are strict obedience of the school rules, which vary from with each academy. At age eighteen, their wardship ends and their mandatory conscription begins, as does for "normal" kids.
All around disagreeable person.

"Personal freedom is a double edged sword though. On the one end, it grants more power to the individual. However, the vast majority of individuals are fuckin idiots, and if certain restraints are not metered down by more responsible members of society, the society quickly degrades into a hedonistic and psychotic cluster fuck."

If they're of military age, they are to report to the Lord of the province in which they reside to be conscripted into the military. If they fail to do so, they are considered deserters and, if found, put immediately to death.

Russo-Spanish families are generally huge, so the likelihood of a child actually being orphaned is very low. In the cases it does happen though they're taken care of by other family members.

Orphaned children are cared for by the state until they can be adopted by a suitable family. Upon reaching the age of 12 however, if they have not been adopted, they are moved from the orphanage to a military boarding school. Upon reaching the age of 18' they are given their freedom, but about 98% decide to stay and join one of the branches of the uniformed service. They are also at the front of the line to enrol in officer's training if their records are clean.

Gorgashian children are given a communal upbringing. That is to say, the base social unit of Gorgashia is the Community, not the family.

As such, orphans are usually 'adopted' fairly quickly by families that can provide for them as, in a way, they're already part of the family.

Albeit, Gorgashians can still be dicks to each other, but most acts of Gorgashian-on-Gorgashian dickery are seen as 'family disputes' to observing Gorgashians.
