A Closer Look

History

The recorded history of the Hamilayan continent began in approximately 300 BCE, when the population of formerly nomadic tribes began to evolve into an agricultural society. Explorers and traders from the empire of Alexander the Great and later the Roman Empire were the primary influence for this. Although fertile and rich in natural resources, neither empire attempted to annex the entire land, chiefly due to its extreme size and far-flung location. Both Greeks and Romans instead established small coastal holdings, with the assistance of the natives, but unfortunately these do not survive today. The power structure in Hamilay up until the 15th century mirrored that of feudalism, but no governing body ever managed to control any amount of land of significance, the continent being completely dominated by hundreds of minor lords. Over this period, the cultural and ethnic identity of the continent began to take on the Western bent of today.

By the 1400s, the steady weakening of feudalism spawned a more orderly hierarchy, with larger city-states forming mostly along the lines of the modern Hamilayan states. Sayenna was the most significant of these, and after 250 years, through marriage, economy, diplomacy and conquest, all states on the continent were united under the Empire of Hamilay. The first of the Sayenna-born Imperial rulers styled himself Maxmillian I, a member of the Valentinian (later House of Valentine) dynasty, in a reference to leaders in Hamilay's Roman roots, this claim now known to be false. Under Maxmillian I, closer relations with all European nations were fostered, and the adoption of Western culture accelerated. The Valentines, ruling for 240 years through a period of relative peace and stability, were dedicated and diligent, spurring a rapid modernisation of Hamilay up until the 19th century.

With the death of Emperor William III, now acknowledged by historians as the last of the great Hamilayan emperors, the throne passed to his nephew Gregory V. Although as with most pre-modern nations poverty was rampant and civil rights were few, the rule of Gregory V took this to heights unseen under previous Hamilayan emperors. Within six years the country was in chaos, with multiple provinces threatening to secede, and the emperor's son William IV led a successful coup against his father. Unfortunately, the new Imperium was little better, with multiple atrocities culminating in the Red July incident of 1812, where over 250,000 citizens of the rebellious province of Archangel were massacred on William IV's orders. None of the emperors of the 19th century held power for more than eight years, and personalities generally bounced between incompetent, oppressive and wildly hedonistic. The only ruler not judged to be a failure by modern historians was Empress Alexandra II, whose reign saw the emancipation of the peasants in March 1844. She was deposed in December 1846 by her brother, backed by the military.

The end of the Empire came in July 1890, when the consequences of a century of Imperial corruption and incompetence became apparent. The disillusionment of the populace with their rulers boiled over into rioting, including the famous 22nd July Fire where half the city of Georgia was burned to the ground by arson. On August 13th, 1890, a group of governors and military officials, amid a backdrop of growing civil unrest and disorder, stormed the Imperial Palace in Sayenna, now the modern Presidential Palace, and captured Emperor William V and his entire family, declaring the formation of the Armed Republic of Hamilay the next day, on August 14th, now the modern National Day of the Republic. The Emperor and all surviving members of the Valentinian/Valentine dynasty were executed on August 21st by firing squad. Whilst the newborn Republic had a constitution, it remained in effect a military junta. However, drastic changes were made to modernise the nation, which had by this point slipped behind technologically once more, bringing Hamilay successfully into the 20th century.

The Armed Republic gradually liberalised over the 20th century, a President who was not a military puppet in 1956 being the most significant early sign of this. During the Cold War, it remained staunchly capitalist (as would be suggested by its three founding principles; liberty, security, prosperity, or alternatively, freedom, nationalism, capitalism) and became a particular haven for Russian and Eastern European defectors and migrants due to liberal (or lax) border controls, which has led to a large population of Slavs. In 1977 the Armed Republic received a title change to the Democratic Republic, this being the point at which Hamilay is judged by most (internal) assessments to become a true republic rather than a republican military state. The nation became the Federal Republic of Hamilay in 1998, and is now a prosperous, liberal and stable modern nation with a respected position in the international community. (lol what?)

Hamilay mainly consists of one large continuous continent approximately 11 million square kilometers in size, also named the continent of Hamilay, or sometimes Mainland Hamilay. Several moderately-sized islands and numerous smaller ones surround it, ones of importance being Bastion Island in the west, home to the city of Bastion and the High Command of the Hamilayan Navy, Valencia Island in the north, controlled by the breakaway Hamilayan Empire, and Alexander Island, the largest island off the south coast of Hamilay. The west and center of the continent is almost completely flat plains and grassland, almost all of this land either cleared, farmed or urbanised and crossed by several major rivers, ideal terrain for farming and development to provide for the majority of the Republic's billions of people. These flatlands continue up until a line approximately defined by a north-south line through the city of Petersburg, where the terrain becomes more hilly and eventually develops into a mountain range. On the east side of the mountains, a relatively small strip of coastline has only two major cities, Portsmouth and Norfolk.

Culture

The major influences shaping Hamilayan culture are the combined influences of various European nations through trade, diplomacy and colonisation between the 16th and 19th centuries, the collective national experiences of the Hamilayan people from the 18th century onwards, and the integration of a diverse array of immigrants into the Federal Republic beginning during the 20th century. Predominant ideals imported from the European continent are the Christian religion and the principles of the Enlightenment, especially reason, liberalism, individual rights and modernity. European nations have also heavily influenced Hamilayan art, literature and cuisine. The most prominent nations contributing to Hamilayan cultural development during this stage were England (and subsequently the United Kingdom), Russia, France and Prussia during the late 19th century. Ideals which have evolved domestically include Hamilayan nationalism as a distinct political and cultural entity, respect for authority, love of order, militarism, a strong work ethic and an appreciation for scientific and technological advancement and innovation.

Language

The official language of Hamilay is English, which is the native language of the majority of the population and is spoken fluently by almost all Hamilayans. Hamilay also has a sizeable population of native Russian speakers, especially in the north around Chernaya and south-east around the city of Archangel. Other significant languages spoken include French, German and Chinese (esp. Cantonese dialect). Arabic and Hebrew are also commonly spoken amongst Hamilay's religious minorities who are reasonably prevalent in urban centers.

Religion

The Hamilayan population is mostly areligious, a result of the importance placed on rationalism and philosophical materialism in Hamilayan culture. There are sizeable religious minorities practicing Christianity, Judaism and Islam. In recent years East Asian belief systems, especially Buddhism and Shintoism, have experienced an upsurge in popularity, in line with much of the Western world. Commentators have suggested that this is due to a reaction of the younger generations against an allegedly 'soulless' mainstream Hamilayan culture. However, atheism, agnosticism and other non-religious viewpoints still hold a firm majority. In general, religion plays a minor role in Hamilayan daily life, even among those who self-identify as religious (in a recently conducted poll, less than 20% of the population who describes themselves as 'religious' attends regular worship services).

Holidays in Hamilay are variable amongst the Federal Republic's many different religious groups and cultural sub-groups. Due to the various post-Imperial governments generally shying from officially commemorating the history of Imperial Hamilay, there is a relatively short period of historical events to draw on. Holidays officially recognised by the federal government are as follows;

January 1 (New Year's Day) - commemorating the beginning of the Gregorian calendar year
April 12 (Armed Forces Day) - recognise the accomplishments of past and present members of the Hamilayan military
August 14 (National Day of the Republic) - the Hamilayan national day, unsurprisingly. Commemorates the signing of the Constitution of the Republic of Hamilay.
November 11 (Remembrance Day) - commemorate the sacrifices of all soldiers and civilians in wartime, celebrate the cause of peace
December 25 (Christmas Day) - celebrates the nativity of Jesus, although a secular cultural celebration for the majority of Hamilayans

Military of the Federal Republic

Overview

The Hamilayan military is a large, well-equipped professional fighting force with a strong military tradition and a great deal of élan. Recent military overhaul and expansion has increased the size of the standing armed forces to approximately 36.4 million personnel, of which 68% are male and 32% female. It has been a volunteer force since 2006, when national service was abolished. Prior to this, all able-bodied citizens, regardless of gender, were obligated to serve for six months in the military or aid/relief services between the ages of 18 and 25. Increasing influence in the nation during the Imperial decline of the 19th century and subsequent military rule in the early 20th century has led to the military continuing to occupy an important place in Hamilayan culture, government and daily life. Whilst militarism is certainly not on the level of many other nations in the world today, some commentators have seen this as a worrying trend.

In addition to its standing army, Hamilay also maintains significant second-line forces in the form of both reservists and National Guard militia, the latter being a remnant of compulsory military service. Reservists are well-equipped and reasonably well-trained, numbering approximately 13 million across all branches of service. The reserve component of the Hamilayan Air Force is called the Air National Guard, as opposed to Army/Navy Reserves, which should not be confused with the regular National Guard. These Hamilayan National Guards are a volunteer citizen-militia numbering in the hundreds of millions, and are essentially citizens who are taught how to fire a rifle and follow orders, being trained for one weekend a month. National Guards are maintained by the states in peacetime. Although some may receive training in mechanised tactics, units are not permanently equipped with vehicles, and only receive uniforms and rifles (currently the M16A2). This is in contrast to the ANG, a semi-professional force permanently operating modern Soviet/Russian aircraft. Except in times of extreme need, National Guards are never intended to be sent into combat. Rather, they form a 'pool' of citizens who have rudimentary training and have consented to be conscripted into regular or reservist forces.

Army

Victoria Aut Mors (Victory or death)

The Hamilayan Army numbers approximately 22.6 million regular personnel and 7.5 million reservists, organised into 906 standing divisions and 297 reserve divisions, which receive Category A and B designations respectively. The vast majority of its equipment consists of Aequatian Military Industries and Lyran Arms designs produced under license by the domestic armaments industry. One notable exception is the M88 'Cataphract' main battle tank, the primary tank of Hamilayan dedicated armoured forces and a fully indigenous design. Special forces and unconventional warfare capability is provided by the unoriginally-named Army Special Forces Branch, or sometimes 'Blacksuits' due to their choice of uniform. ASFB troops are elite soldiers roughly analogous to United States 'Green Berets', numbering approximately 112,000. The Army has no overall military commander, there being 8 officers of the highest rank, that of Field Marshal. However, as the previous commander of the Hamilayan Army before military reforms, Field Marshal Paul L. Bennett (48) is considered the most senior officer.

Historically, war in Hamilay has been overwhelmingly land-based, and as such the Army is often seen as the most prestigious branch of service with the strongest traditions. Membership offers reasonable social status, and recruits are generally drawn from the middle class, whilst the officer corps remains influenced by old military families. Doctrine focuses on tactics and encourages initiative particularly at the battalion level and up, and the force relies heavily on mid-level officers (esp. majors, colonels). Doctrine also focuses heavily on large-scale conventional mechanised warfare, on concepts such as shock, firepower and speed, Hamilayan terrain being excellent for armoured vehicles. This is also an effect of the traditions of the service, with higher-ranking personnel continuing to embrace 'classical' notions of warfare. The large size of the Army, however, allows it to field a reasonable amount of well-trained light infantry, mountain troops and other forces experienced in less conventional combat. After the Hamilayan Civil War of 2007, in which the Republican Guards ironically enough attempted to overthrow the government and reestablish the Empire of history, some of these elite units have since been incorporated into the Hamilayan Army, albeit with very few original members (whilst others have simply been disbanded). These function virtually identically to other divisions, but receive a 'Guards' designation to denote their special status and former noble history. This title is also assigned to Army units as part of a Presidential Unit Citation award, to recognise units which have performed with extreme skill and valour.

Navy

Sic Semper Tyrannis (Thus always to tyrants)

The Federal Republic of Hamilay Navy numbers approximately 7.8 million regular personnel, not including 2.7 members of the Naval Reserve. The Navy operates over 2,500 combat vessels, amongst them 9 Questarian-designed Nagato-class dreadnoughts, organised into 118 carrier battle groups. The Navy is currently in the process of replacing Aequatian vessels with domestically produced Beaufort Naval Industries ships, whereas the Naval Air Arm is now equipped mostly with AMI aircraft. The FRHN is based at Naval High Command on Bastion, where over 100,000 personnel man the naval yards and command structures dug into the hills of the island. Other major naval bases are sited at Chernaya, Petrov, Santa Rosa, Essex Harbour, Archangel and Portsmouth. The current ranking officer and Supreme Commander of the Navy is Grand Admiral Jeremy C. McIver (51).

The naval branch also includes the Hamilayan Marine Corps, who number approximately 280,000. As military doctrine prefers to execute amphibious landings with significant use of airborne infantry and heavy naval and air support, the Marines occupy a smaller place in the military of Hamilay than that of some other nations. However, these soldiers remain an elite fighting force, who are almost completely equipped and intended for striking from the oceans and temporarily holding beachheads but have the sheer toughness to fight in any situation. Marines and the regular Navy alike draw irregular warfare capability from the 25,000 members of the Special Warfare Teams, 'Specwar' soldiers operating in similar roles to those of US Navy SEALs.

Vessels/Aircraft
The Hamilayan Navy's 9 Nagato-class dreadnoughts are the only remaining surface combatants larger than battlecruiser designation still in active service. Amongst them is the RHS Adjudicator, the current flagship of the Navy. The previous flagship also bore the name of Adjudicator, as a Questarian Prince of Wales-class superdreadnought, and the title of the Navy's flagship appears to be becoming an official tradition.

The largest vessels of the FRHN, however, will be the 10 Longsword-class supercapital missile warships ordered from Lyras, 300m longer than the Nagatos. The investment of manpower into these vessels will number over a seventh of the Hamilayan Navy's entire personnel.

The backbone of the Hamilayan Navy today is its aircraft carriers, specifically the Questarian [url="http://forums.jolt.co.uk/showpost.php?p=13225947&postcount=5"]Ark Royal-class[/url] nuclear powered heavy fleet carrier, with 58 vessels in service to date. The Triumph-class conventional fleet carriers are the other major carriers operated by the Hamilayan Navy, with 67 in service.

Air Force

The Federal Republic Air Force consists of 6 million regular personnel, whilst there are 2.8 million members of the Air National Guard. Not surprisingly, it is the newest of the three main branches of the Hamilayan military, having been founded in 1922. Unlike the Army and Navy, it has historically operated mostly Soviet/Russian aircraft and equipment. Whilst Aequatian and indigenous designs have been procured to eventually replace these, Russian aircraft will continue to be a common sight in the forseeable future, especially the Su-47 and Tu-160, of which significant numbers are in service and have come to be a symbol of the Air Force. The Air National Guard also operates higher-end Sukhois and MiGs, and on the other hand is not planning to replace them. The Air Force is the fastest-growing branch of the military, and its relative youth has given it an image of being more innovative and technologically skilled amongst the populace. The current head of the FRAF (note that whilst the Navy is referred to as the FRHN, the Federal Republic of Hamilay Navy, the 'Hamilay' is usually dropped when commonly referring to the Air Force) is Air Chief Marshal Nicolas Chartrand (42).

Strategic Missile Forces

Ultima Ratio Regum (The last argument of kings)

The Strategic Missile Forces manages all weapons of mass destruction based on Hamilayan soil, a sizable amount of almost a million nuclear warheads and 100,000 intercontinental ballistic missiles. The Federal Republic also maintains an impressive arsenal and research initiative of biological and chemical weaponry, also managed by the SMF. Finally, the SMF shares responsibility for the Hamilayan space program, all space-based weapons and the Hamilayan contribution to the Global Strategic Missile Defence Project, of which Hamilay is the founder. Missile installations are dotted throughout the nation, but the Forces are headquartered at Missile Command at Mount Cerberus in East Hamilay. Tactical warheads are the responsibility of the individual services, although SMF has some oversight, whilst the warheads of strategic WMDs delivered from air or sea are jointly administered by the Forces and their respective services. The Forces use army ranks up to O-11 (having no formations as such) and their current commander is General James P. Avery. (46)

Hamilay maintains a 'no first use' policy on weapons of mass destruction except as a last resort in defence of the homeland or in response to an attack on ballistic missile defences. Doctrine dictates that enemy use of tactical WMDs or the interception of an enemy strategic-level attack (only resulting in minimal casualties) allows unrestricted tactical use of WMDs as necessary by commanders in the field. This may often also result in a strategic-level attack, usually with biological or chemical agents, to 'send a message', codenamed plan SWIFT RETRIBUTION. In the event of a succesful enemy strategic attack on a major population centre, full retaliation with nuclear arms is advised, with multiple nuclear-armed ballistic missiles targeted on the enemy's own population centres. This course of action is designated INFINITE RESPONSE.

Police and Security

In addition to state-maintained regular police forces, the federal police force of the Civil Guard plays a significant part in enforcing law and order. Whilst street cops are already well-armed, a necessity in a nation where automatic rifles are freely available, the 'Guardia' as they are nicknamed are a heavily armed paramilitary gendarmes force, equipped with armoured personnel carriers, light attack helicopters and heavy weapons. They enforce law and order by their visible presence in black BDUs and vehicles, tackling the toughest security threats, supporting domestic counterterror operations and forming a last line of defense against foreign invasion. Civil Guards also function as military police in peacetime military operations on home soil.

Hamilay also maintains significant civil defense assets to protect the civilian population in the event of a WMD strike, which are managed by the Civil Guard. These include building regulations for a mandatory fallout shelter in major commercial or government buildings, construction of public shelters throughout all towns and cities, subsidies and distribution of protective gear and supplies to the general populace and an emergency broadcast system in open areas.

Intelligence

Federal Intelligence Directorate (FID)

The FID is the foreign intelligence agency of the Federal Republic, tasked with collecting information about foreign governments, individuals and organisations as well as carrying out the occasional operation in foreign countries. It is headed by the DFI (Director of Federal Intelligence), currently Ms Catherine Bright (40) who is supported by Deputy Directors of Operations, Intelligence, Analysis, Technology/Signals and Logistics.

Federal Security Directorate (FSD)

Semper Vigilans (Always vigilant)

The FSD is responsible for domestic intelligence and security in Hamilay, headed by Director of Federal Security Vasily V. Novikov (45). It also operates its own force of Federal Security Troops. The FSD has been heavily criticised, more so than the other intelligence branches, for appearing as a secret police force along the lines of the Gestapo or the more sinister functions of the KGB, supposedly silencing dissent on behalf of the government.

Military Intelligence Unit (MIU)

Timidi Mater Non Flet (A coward's mother does not weep)

MIU is responsible for military police in wartime and overseas deployments, interrogation of prisoners, collection and analysis of field intelligence and covert operations usually with Intelligence Special Troops. They have also acquired an unfavourable reputation, especially amongst the rank and file, who often compare them to the NKVD and that organisation's activities in the Second World War. The current head of the MIU is General Benjamin Rosenthal (54).
