A new forum, a new World Cup Committee? A re-codifying of the various World Cup Committee rules has taken place, formed into a single, proposed constitution. Find the text of the document at: World Cup Constitution

The World Cup Committee (detailed here) may vote on the WCC Constitution hosts. They may vote to:

Accept the Constitution as is
Re-open debate and discussion to address specific concerns
Officially Abstain

The World Cup Constitution requires a two-thirds majority to become active.

Voting for the Baptism of Fire hosts closes at 23:59 BST on Monday the 8th of June, 2009.
Voting for the World Cup hosts and World Cup Committee Constitution closes at 23:59 BST on Wednesday the 10th of June, 2009.

Though I'm well aware that the BoF host vote doesn't close for another five hours and fifteen minutes, the vote tally is currently unassailable.

Of the nine votes received from the EWCC (of which 16 are eligible to vote, one of them being a co-host), Eight votes were to accept the proposed bid, with one abstention. Even if the remaining seven possible voters all voted to re-open the process, the outcome would still be the same:

Liventia and Bostopia will host the Baptism of Fire for World Cup 47, congratulations!

World Cup 47 Hosting
Of the twenty votes received by WCC members not involved in bids, the results were:

Bazalonia/Cafundéu: 7 Votes
Kura-Pelland/Valanora: 9 Votes

Thus, the hosts for World Cup 47 will be Kura-Pelland and Valanora, congratulations.

World Cup Committee Constitution
Of the twenty-two votes received from WCC members, the result is:

Thus, with an 81.82% majority (66% required), the new WCC Constitution is now in effect.

Minor note, the WCC/EWCC lists now show those who have posted rosters for World Cups 45 and 46. Remember, the WCC rule is:

WCC Constitution Rule 1.1.1 wrote:i) Posting a valid, timely roster or squad list in each of the most recent two completed World Cup's official Roster threads grants membership of the WCC. This must then be renewed each Cup to maintain membership.

Both the voting for the Cup of Harmony host and nominations for the World Cup Committee President close at 23:59 BST on Friday the 17th of July, 2009.

The voting for Cup of Harmony Hosts closes Tuesday, September 29th, 2009 at 4:00 pm Central Standard Time (UTC-6). The extended voting period is due to the fact that I will be busy for the entirety of this weekend (including Monday) at a debate tournament in Iowa. Apologies.

All votes should be sent to Stargate Centurion by TG, IRC, MSN or other suitable method. The use of my puppet is based in the fact that the Yafor 2 TG box will fill quickly and Stargate Centurion is the only other nation I check with any regularity.

I have taken it upon myself to begin this voting, due to Star's absence. He's been very busy and, while he was able to come on a few days back, it is doubtful that he can maintain any consistency in this regard for a little while (to the best of my knowledge). 2. Proposal to Re-admit Qazox to the WCC

Qazox was ejected from the WCC by falling foul of the following rule:

WCC_Constitution wrote:1.2.3. iii) Should one person deceive people into believing that their nations participating in WCC-sanctioned events are controlled by separate people, all nations controlled by that person will be removed from the WCC and EWCC, and can only be reinstated by a vote of the EWCC.

A proposal was made to re-instate Qazox into the WCC and it has received sufficient support (a minimum of three supporters) to be brought to a vote. Any nation on the Executive World Cup Committee (detailed here) may vote to:

Accept Qazox back into the WCC
Keep Qazox out of the WCC
Officially Abstain

The option with the most votes will be selected.

The voting for both the Baptism of Fire hosts and the Qazox Reinstatement proposal close at 21:59 BST on Sunday the 18th of October, 2009.
