Go into any nation's page, except your own. Then, there is a bit at the bottom to telegram them.

Oh yeah, that too. Or, you can just get a forum thread (one, un, uno) saying "Join (region) because (reason)!"

I'd suggest asking the nations in your region to assist you on growing your region.
