On behalf of His Royal Highness Prince Rory of Hanalia, Chancellor Harry Foster, MNA, Minister of External Affairs Jokim Patash, MNA and The Government of Hanalia I wish to present to you The Embassy Program of Hanalia. This program has been set up to improve international relations between Hanalia and all other nations in the world in the interests of peace and prosperity. Please read the information set out below especially regarding the rules and regulations in relation to embassies and consulates. Nations interested in establishing diplomatic missions in our nation are welcome to fill out the relevant application form below and return it me at The Office of the Diplomatic Service.
Locations
- Embassies
- Embassies must be located in our capital city of Lei and each nation must have an embassy if they wish to establish a consulate in one of our other major cities.
- Lei is a typical city for a developed nation in the 21st century. Hanalia's history provides it with a wealth of grand historic buildings to those with more contemporary architecture. Examples include the Royal Palace and the recently constructed National Assembly buildings. Crime is unheard of due to the peace policy and the residents of Lei enjoy a high quality of life.
- Embassies must be located in our capital city of Lei and each nation must have an embassy if they wish to establish a consulate in one of our other major cities.
- Consulates
- Consulates can be set up in any on the following major cities of Hanalia providing you fill out the form and have already established an embassy in Lei or are also applying to do so.
- You are welcome to set up in more than one of the following cities/towns.
Summary
The Principality of Hanalia is a small and relatively young nation of around 650 million citizens in the region ACA. On the 24th of June 1960, five states united to form Hanalia after 4 of their respective leaders died within quick succession. HRH Prince Edwin was at the forefront of the movement, and as the leader of the last nation took up the position of dictator as was customary for the 5 states.
After this time a peace policy was adopted in response to an uprising by protesters against the new nation which has been widely successful and as a result there is virtually no violence in Hanalia today. Since the initial trouble Hanalia has only went from strength to strength under the guiding hand of the Prince. Many regard him as the most benevolent of dictators as he ran the nation with utmost care for his citizens and passion for his job.
Shortly before his death he progressed the nation to the modern era with a move for democracy by establishing the National Assembly with this came the possibility of opening relations with foreign nations. His son, HRH Prince Rory, now reigns in the new modern era with the First Government and its head, The Rt Hon Harry Foster, MNA, Chancellor, who is the leader of the Christian Democratic Union the largest party.
Rules and Regulations
- Establishing a Diplomatic Mission
- Filling in an application form does not guarantee the right to establish a diplomatic mission as any applicant who fails to meet any of these requirements may be refused the right to establish a diplomatic mission and TheOffice of the Diplomatic Service reserves the right to refuse an application with or without reason.
- At any time The Office of the Diplomatic Service or other authority may revoke the status of any diplomatic mission or its personnel therefore giving up the privileges gained with this. In a case such as this the person(s) will have a maximum of 30 days to vacate their premises and leave Hanalia.
- All diplomatic missions will be subject to the laws outlined in the World Assembly (WA) General Assembly Resolution GA#22 entitled Diplomat Protection Act and GA#163 entitled Consular Rights whether the applicant nation is a member of the WA or not.
- All diplomatic chanceries are to be considered under the jurisdiction of the represented nation and not that of the host nation, Hanalia. This means that Hanalian laws do not apply within the confines of the embassy but that of the represented nation. However it should be noted that there are certain exceptions to this, as outlined below, and that once outside the confines of the chancery Hanalian law is to be upheld at all times.
- This excludes crimes listed as serious, which, in Hanalia, hold the maximum penalty of life imprisonment, these crimes include but are not limited to:
- Murder
- Rape
- Terrorism
- Child exploitation and Prostitution
- Tax evasion and Fraud
- Possession of a weapon
- This excludes crimes listed as serious, which, in Hanalia, hold the maximum penalty of life imprisonment, these crimes include but are not limited to:
- Diplomatic Immunity
- All the following rules compliment the laws as set out in the Diplomat Protection Act or supersede them in cases of conflict
- Ambassadors, Consuls and other Heads of Missions as well as designated diplomatic staff reserve the right of diplomatic immunity for which they cannot be charged for crimes unless accused of a designated serious crime or minor traffic offences.
- For serious crimes they shall face expulsion from the nation and a revoke of future diplomatic immunity status
- They shall be treated as any other person, Hanalian or otherwise, in regard to minor traffic offences
- Ambassadors, Consuls and other Heads of Missions as well as designated diplomatic staff reserve the right of diplomatic immunity for which they cannot be charged for crimes unless accused of a designated serious crime or minor traffic offences.
- All the following rules compliment the laws as set out in the Diplomat Protection Act or supersede them in cases of conflict
- Security
- Under absolutely no circumstances may any person bring a weapon of any kind onto Hanlian soil. Such action will be seen as a threat of war and as such the person will be detained indefinitely. It is understandable that some nations will view this as a issue in need of concern but each embassy, along with their own security staff, will be allocated 5 guards from the Diplomatic Protection Guards to help with security issues.
- Staffing and Equipment
- Each embassy will be entitled to a maximum of 25 staff in addition to the Ambassador and their family.
- Each consulate will be allowed a maximum of 20 staff in addition to the Consul and their family.
- Please use common sense when allocating vehicles to your diplomatic mission, there is little need for large convoys of vehicles. Generally one aircraft of any description will be accepted and one water craft. Embassies or Consulates in Lei, Deford or Gater may wish to bring an additional recreational water craft for their Ambassador or Consul and their family.
