Dear Sir/Madam,
After observing the recent success the city of Rosenham has had with contracting the Los Rios group to design a tram system, we have decided that we would like to enlist your help by "Ordering a System" - developing a public transport system in the city of Bismouth.

Bismouth is the fourth-largest city in ArghNeedAName with a population of 1.3 million. The city has an extensive bus and tram network. There is also a commuter railway system to the surrounding towns called the Bismouth Overground. Overground trains either terminate at Temple Gardens station, or pass through Bismouth West (see map below). However, neither of these stations are close to the city centre (the CBD is primarily within the borough of Porton) and Temple Gardens is operating above capacity.

We would like to build a through tunnel under the city centre to carry Overground trains, similar to the German S-Bahn system or the RER in Paris. That way, we can relieve pressure on the existing platforms at Temple Gardens. We would also like to build at least two seperate heavy-rail Metro lines, which must connect the suburbs (preferrably the densely populated ones) to the CBD.

The Towngate Isthmus (see map) is supposed to be a nature reserve but it's bisected by a road between the airport and CBD, which is a notorious bottleneck. We would like a huge "Park 'n' Ride" facility to be built by the airport, with a direct connection by metro or Overground to the CBD. That way we can close off the isthmus to traffic. In addition, we would like similarly a direct connection between the city centre and the airport (the current airport station is only on the edge of the airport). We would also like a few more Park 'n' Ride sites to be built on the outskirts of the city, if possible.
