The Emperor was sitting on his throne, deep in thought. Out of 50 million forces, 49 million were deployed, leaving 1 million left to defend the colonies and the Empire. The Emperor knew his colonies needed more protection. So he initated a series of measures:
*The Imperial Home Guard was formed. This Guard protected the entire Empire and adminstered all home bases. 20 million men, in each colony and terrritory, are in the Guard
*A series of anti tank barricades, barbed wire, walls, forts, machine guns, arterlly barges, trenches, and barracades were placed on the coasts, from the coast to the outskirts of the capital, Burchrest, all the way into the center of Youmania, down along the border
*Air raid shelters, bases, stations, and hiding places are built in all cities, including the Imperial Palace
The Emperor also increased rations and laid down more life restrictions, including censoring of the press, controlling of transportation, and heavy border patrol.
