Condemn Kalasparata
A resolution to express shock and dismay at a nation or region.

Category: Condemnation | Nominee: The Cyrupean WA Office

The Security Council,

RECOGNIZING Kalasparata as a threat to the safety and stability of the world,

NOTING that Kalasparata routinely subjects its population to needless cruelties to even minor infractions of the law and its routine abuse of the citizens of fellow nations,

HORRIFIED of the few punishments that Kalasparata has revealed to the international public which include but is not limited to

• Punishing citizens for crimes such as driving while under the influence by wounding the offender with a firearm, performing surgery on the criminal without the usage of anesthetics, offering them little time to heal with no pain relievers and little to no antibiotics before putting them in the equivalent of a work camp. Criminals that do not perform duties to the expectation of camp wardens have their necessary limbs amputated and are forced to continue aforementioned duties

• Paying motorists to drive their vehicles over criminals the Kalasparatan government deems unfit to continue living

• Forcing prisoners to consume feces and drink urine or leave prisoners in conditions that otherwise force them to commit such acts out of survival

• Sending prisoners to a so-called 'Danger Island' which contains numerous biological and natural hazards, leaving the prisoners for upwards of three days

• Stapling mouths of prisoners shut so that they are effectively silenced, repeated acid and or fire burns and branding prisoners with molten magnesium, often resulting in the loss of aforementioned prisoner's arms or legs

• 'On the spot' penalties such as removing a criminal's hands and forcing them to buy the victim a new car for spilling paint. Criminals that cannot pay are forced to work in a factory for just meager wages

APPALLED by the nation of Kalasparata's blatant abuse of children by torturing children for often mild infractions of school policy, especially in cases of fighting where weaponry is used. Such torture in Kalasparata results in the death of the subject in adult cases, much less in child cases,

ACKNOWLEDGING the nation of Kalasparata as a threat to both its people and the international community around it because

• Repeated and unnecessary abuse of tourists and travelers by forcing their vehicles to stop well outside of their territorial waters and force passengers to wait unreasonable times for clearance, even if they were never intending to stop in Kalasparata

• Abducting citizens of nations who happened to be involved with one of Kalasparata's numerous forced vehicle checks if they are part of a blacklist

• Taking vehicles deemed to be unsafe by the Kalasparatan Transport Authority forcefully, ejecting the passengers of aforementioned vehicles and then taking the passengers and crew to an unspecified area

• Repeated usage of antimatter in portions upwards of 500 kilograms against the vehicles that violate their travel restrictions, endangering not only themselves but large portions of the world on a near daily basis

• Numerous documented cases of the nation of Kalasparata selling off humans, perhaps those taken by the black list authority for both food and medical testing

CONCLUDING that Kalasparata is a threat deemed necessary of a condemnation because of its reckless disregard of human life, unnecessary usage of weapons of mass destruction and clearly needless hostility towards its international neighbors,

Hereby Condemns Kalasparata.

THE SECURITY COUNCIL,

RECOGNIZING that Kalasparata was condemned for being a threat to global peace, for disregarding human life, and for wantonly utilizing weapons of mass destruction,

ACKNOWLEDGING that the nation of Kalasparata ceased to exist after the World Assembly Security Council condemned it, and thus can no longer commit human rights violations, recklessly use weapons of mass destruction, or exist as a threat to global peace,

NOTING that, contrary to what Security Council Resolution #42 states, Kalasparata was never truly a formidable threat, insofar as its military and strategic arsenal was rather small in comparison to many of the world's nations,

FURTHER NOTING that the validity of the claims regarding Kalasparata's human rights violations and the scale of them are questionable, since these reports were often not confirmed by outside sources or made elsewhere other than in arguably biased factbooks and articles concerning national information,

REALIZING that the condemnation of Kalasparata fails to acknowledge the many positive aspects of Kalasparata's society, such as the fact that the government was fairly liberal and democratic,

BELIEVING that resolutions that are outdated, misleading and superfluous deserve to be repealed,

HEREBY rules "Condemn Kalasparata" as a null and void resolution.



This is something that I've wanted to try my hand at for a while now. Any constructive criticism about how I can improve this proposal would, as always, be greatly appreciated.

Entirely in fucking favour. The fact this condemnation was even on the books in the first place was a fucking disgrace.

OOCly I know bugger all about how the WA and SC works, so can't offer you much criticism here. But ICly I'd be inclined to support it - if I had been around for the original condemnation I would have likely voted against it.

I don't know. Even though the nation no longer exists I feel that the resolution should still stand based on the historical context on which it was founded and remain as a representation of the horrible crimes that Kalaparata commited.

Was there any objective proof of these crimes? Milograd seems to think that there was very little.

The only proof there is is crap out of character posts where he says his country does it. Nothing IC, which is what an rp condemnation should stand on tbh.

My opposition to the condemnation was based solely on the poor quality of those posts.

You have to remeber, Kalasparata actually tried to divide by zero! A henious crime in and of itself. :)

It was condemned for scientific fraud and maltreatment of prisoners? :eyebrow: Come on, that's bad, but it in no way merits a condemnation or comes close to meriting a condemnation.

Ambassador Irwin "Bernard" Barnhart scuttled into the Security Council's headquarters, unusually late for the Assembly meeting but his Security Council Liaison had called in sick at the last moment. Rain was pouring outside, a stormfront was moving through Lake Security Council enough to cut down tourism numbers to a minimum. Barnhart closed his umbrella and took off his tweed trilby, placing it gently on his desk as he removed his raincoat neatly and fixed his suit -- a grey three-piece with a pink shirt, an attire that had smelled like mothballs for decades. He nodded solemnly to the other ambassadors and sat down in his seat to sharpen his pencils to his preferred length, listening passively to the other delegations' expressing their brief responses to the draft -- a consensus of support had already been well established, it seemed.

"Assistant Security Council Liaison for the Second Unibotian Permanent Mission, Anthony W--" said the speaker, before Barnhart rose.

"Greetings, Mr. Speaker," said Irwin sternly, "I am Ambassador Irwin Barnhart for the Second Unibotian Permanent Mission; I will be replacing the Assistant Security Council Liaison for today, due to illness. We find the resolution to be self-contradictory, the ACKNOWLEDGING clause asserts that the cessation of existence of Kalasparta will prevent it from committing human rights violations, but then the FURTHER NOTING clause questions the validity of the allegations of the human rights violations altogether. We as a delegation very much believe that the original condemnation did lack confirmation of events and are prepared to vote for a condemnation, but we believe that the Milograd government is shooting itself in the foot by trying to "fill in the resolution" more with the ACKNOWLEDGING clause."

Barnhart paused to catch his breath, "Furthermore, the contested clause also leaves the opportunity open for people to discuss whether nations should be condemned even after they cease to exist -- an argument where your delegation will be on the losing end. It is thus with the utmost respect and good intention towards your delegation that I suggest the withdrawal of the ACKNOWLEDGING clause and perhaps the addition of a new clause in its place that further emphasizes the issue of lack of substantiation and falsehoods present in the resolution. Perhaps discuss the lack of details surrounding how Kalasparta developed its technological capacity for wanton destruction described in the condemnation -- if there was no international purchases and a lack of a discernible manufacturing industry, it leaves one to wonder whether the stories were more or less legends (possibly made by Kalasparta itself as a defensive strategy to strike fear in other nations without a competent or developed security system of its own)."

OOC: Any sort of "bad" RPing (lack of detail, godmodding) can be attacked on essentially the same grounds in IC language, but as "lack of substantial evidence". If we know very little about how Kalasparta actually works, then we shouldn't be condemning it on the basis of rumors -- a good RPer makes it dahm clear how stuff is financed, who is killed, where they're killed, why, when etc. Kalasparta hasn't and you can attack this.. a lot. For example, the UN Security Council isn't just going to issue a condemnation to Syria if it hears a rumor about lots of people being killed, it's going to be dahm sure people were killed and know quite a bit about the circumstances before it issues a condemnation -- here, having Human Rights groups and NGO's helps quite a bit for fact-finding.

In my opinion, a commendation or condemnation should not be repealed just because a nation has ceased to exist.

Secondly, I do not believe that the cure for superfluous resolutions is the passage of more resolutions.

Therefore, I plan to vote against this proposal because I believe that it is unnecessary.

While many of those crimes listed do seem rather silly, a re-reading of Kalasparata's own words made available in the original debate make their execrable treatment of prisoners alone worthy of permanent condemnation, in our opinion. For crimes as low as tax evasion, they're subjected to years of incredibly inhumane treatment, when they aren't executed in horrible fashion* or sold to other cultures for use as slaves or as food. I'm going to repeat that: prisoners sold as food.

It is Snowvenia's belief that a condemnation of human rights abuses of that magnitude should stand for all time to serve as an example to other states that the WA does not sit idly by for such.

*including the withholding of food and water for up to a month at a time, meanwhile being forced to attempt to survive on their own urine and feces.

TechTown supports the previous legislation condemning Kalasparata.. yet acknowledges that the punishment was overly severe and has been carried out.
_Council has decided in favour of this proposal. However, recommends that the Nation's behaviour be watched for a time after the condemnation is repealed.

i have to vote FOR this this time. I just skimmed over the original condemn watshisname and it was written pretty badly if u ask me. a) in the beginning it talks as if its being condemned for the crimes about scientific discovery, which is not a bad idea at all, cause in real life, doing most of that stuff would greatly increase the possibility for human survival, as eventually we will reach a point where there isnt enough room on earth for EVERYONE, then goes on to talk about how it was being condemned for its mistreatment of prisoners. b) its not possible to mistreat prisoners in this game, as there is no war official war, unless u are invading another region, which was NOT specified in the original codemn. And c) looking back, it sounds like he made those claims in real life. as far as im concerned, real life claims shud NOT be takin into consideration in a silly game.

I, Lothar Prolark, World Assembly Delegate and Vice President of Europeia will be voting AYE on this proposal after a 7/0 internal vote decided said action. Firstly we rarely support a repeal on the grounds of a nation no longer being in existence. However, the original Condemnation isn't exactly an easy read due to the poor formatting. Additionally, it was all just someone power roleplaying some sort of insane nation.... as well democratic nation. Since, like, totally every-single political party would support running people over as a punishment.

Anyway, yeah - the original proposal isn't a good piece of work and was based on a few rantings from some immature so-and-so.
