Of course, that planet is also full of dimly-sapient and totally nonsapient biolife as well. Most of that planet's diverse biomass is unintelligent or almost so, and these specimens likely number in the quintillions or more if you count the bacteria and other microbes.

Besides, they (the Spirits) aren't generally considered Tribe members, merely Spirits who have chosen to accompany us (or a certain family/individual within the Tribe), so you could say that all Tribe members are human. Furthermore, while the Spirits are sapient living beings who are far advanced beyond humans, many outsiders would probably believe the Spirits to be nonexistent (despite clear evidence to suggest their existence) or, if they did accept that they are real, would say that they are not organic and therefore should not be classified as beings.

They are widely ignored for their differences, save that it has been heavy controversy dealing with inter-species relationships between non-human sapients (dragons/ponies/etc) and humans/posthumans. The Emperor has no stance, so he leaves his citizens free to debate on whether or not it is sodomy (namely bestiality) to have an affair with a non-human. Also, should inter-species sex be allowed, the High Council has been debating to not only give non-sapients sexual access, but also require a full-scale conversion to Christianity if they get their rights.

This has nearly turned violent in several cases.
