A lot of things are small due to the smallness of the residents. Others are small due to technology limitations.

Tall buildings in the tech level Lialoth is tend to be structurally unstable, stone affairs. That's why things tend to be built outwards instead of upward. Such as Lialoth's sprawling abbeys.

The building took nearly 10 years to complete, beginning while Radiatia was under communism (originally being named the 'Socialist Dream Tower') and completed after the transition to liberal democracy to become - ironically - a symbol of New Radiatia.

Those "tiny buildings" next to it are predominantly 50-60 floor skyscrapers, to give you an idea of how high it is compared to other buildings.

The first building to go over 1000 m was the Empire Eagle building, and 1012 metres. (Eaglleia was founded in 1012, Earth years, thus the unusual height.) The Original tallest buildings (all in BC) was the Sunnian Great Palace, at 342 feet (Not shaped like a Prism, more like a Ziggurat-You know, shaped like big steps.) The Goldentine watchtower stood at 213 feet, and the Obelisk of Foigotep (Foigotep is now a part of the State of Sunnia, Provincial Capital of Fogia Province) stood at 141 feet. Well, they all still stand, actually, preserved through time.
