technically arriving to the country without that documentation would class you as an illegal immigrant, also entering your country without a passport would also mean you are an illegal immigrant.

Legal immigration is encouraged and there are programs where illegal migrants can legalize their migrant status.

To do so they must present themselves to the immigration department or the police where they will undergo the normal migrant interview and be accepted or deported depending on their criminal record and how willing they are to learn.

Illegal immigration is only a minor problem since we are lightyears from the nearest civilization and getting to us would require the use of a starship which is beyond the means of most illegal migrants. And even if they do own a starship or stow away on one they have to evade our navy which inspects all ships entering into our territory and our customs officers at our starports which quarantine all incoming ships that land or dock at one of our colonies while they are inspected for contraband.
