
PHILADELPHIA - September 22, 2009 (WPVI) -- An officer with the local SPCA found a cat practically mummified with duct-tape. Yet, the feline was still alive.
We can only imagine the terror the cat had to endure while it was imprisoned in the duct-tape - unable to move or defend itself.
The female cat is doing fine now, responding well to the attention from the PSPCA staff. It is a far cry from her condition when she arrived.
Someone wrapped the cat, head to toe, in duct-tape and then dumped her in a North Philadelphia yard. The woman who lives in the house on the 2200 block of Edgley Street just happened to notice the cat when she looked out her window.
George Bengal from the PSPCA tells Action News, "I've never seen an animal totally like a mummy - wrapped in duct-tape. It's the first time I've ever seen that. So, whoever did this took a lot of time. It was very methodical... [It is] a very sick individual that would do something like this to a cat."
Humane law enforcement officers brought the cat to the PSPCA shelter. It took an hour to free her from the cruel prison.
"They had a team of nurses and doctors who sedated the animal and slowly, methodically had to cut this duct-tape away," explains Bengal.
Whoever did it may have thought it was a joke but the SPCA says it could be a serious crime. They would like to see whoever wrapped the cat in duct-tape in handcuffs. They are offering a $1,000 reward for information leading to an arrest.

If they get the guy who did it then don't send him to jail and don't let him pay a fine. Just tape him in duct-tape.

They know who did it last summer:

The person who wrapped a cat named Sticky in duct tape has been arrested. He is identified as 19 year-old James Davis of North Philadelphia.
According to the Philadelphia Inquirer, Pennsylvania SPCA law enforcement officials arrested Davis on Saturday night after receiving a tip.
Davis admitted to the animal abuse charge, saying that he spontaneously decided to wrap the cat's entire body in duct tape after seeing the cat in the yard of his parents' home, reports the Philadelphia Inquirer. When the cat's screams became too annoying after a couple of hours, Davis threw the cat in a neighbor's yard where it lay for 12 hours before being spotted last Tuesday by a passerby.
The SPCA, which named the cat Sticky, still has possession of the cat. Many people have called claiming to own the cat, but none have been able to prove it, reports the Philadelphia Inquirer.
Davis could be sentenced to two years in prison and a fine of at least $1,000, reports the Philadelphia Inquirer.
