It probably strikes law-abiding types as strange that we get any immigrants at all! Alas, we actually get a surprisingly large number of people who try to immigrate, though only about 10% of them actually succeed at being accepted. Of these, the breakdown is roughly like this:

80% - Those who are considered criminals in other nations, and those who would be criminals there if they weren't afraid of the police. We are likely most famous among these people for our lack of laws. To their surprise, only about 10% of them get accepted, and the rest either go away on their own or are sent away (though we may send those who are on the run to a more friendly place than their own nation).

This is because most crooks can't REALLY handle a TOTAL lack of laws. They've actually been relying on their old nation's police to protect them from lethal retribution for their activities. Our psychological screening is a mercy for these people, who would otherwise get their boards shot off on their first day. But those who do get accepted make GREAT Decepticons.

5% - Traitors to other nations, planets, and species. When we raid or invade a place, we sometimes run into people who are extremely disillusioned with their current nation, planet, or even their entire species. They join us for the opportunity to become powerful war machines - and kick the ass of their place of origin. Most of these people can pass our citizenship test. They often become the most loyal and fervent Decepticons. They also have a tendency to be genocidal, especially when deployed against their old species.

10% - Desperate Refugees. These really should not come here, and we do not hide this fact. We want them to go somewhere else! Refugees do not follow the Decepticon Way and really don't want to start, so they end up as slaves. People fleeing genocidal governments, disease outbreaks, and famines, however, often feel they have no choice. The amount who can pass a citizenship test is too negligible to mention.

3% - People who have stumbled onto the Transdimensional Warp Point and have accidentally sailed or flown through. The often don't realize they are no longer on their Earth until it is too late. 98% of these will be captured by slavers, and become their Earth's latest "Bermuda Triangle Mystery Disappearance." The other 2% disappear from Decepticon Earth. We presume they either find their way back or are killed by wildlife. A few may exist as "wild" humans.\

2% - Other. This category could be divided a million ways. Among other reasons, some of these think it'd be cool to live on another planet, or want to be part of an Empire, or think "wow, Decepticons, cool!" While we are flattered at the fact that we have the cool factor, most of those who cite it as their main reason for coming are rejected as being too immature to understand all of the ramifications of living in the Empire, regardless of their physical age.
