RECOGNIZING the immense possibilities for trade and economic growth

KNOWING that the ban of a plant is ignorance

CONVINCED of not only the medical, but also industrial benefits of hemp and cannabis

BELIEVING that this could further promote peace and unity between all NationStates

I hereby implore the The World Assembly to adopt this Proposal



ARTICLE 1. RULINGS.
Section 1. Trade Between Nations of hemp or cannabis Should remained untaxed
to promote equal trade between all nations of the world
but the distribution of cannabis to the people can be taxed as much or as less as the
individual government chooses

Section 2. In order to trade cannabis or hemp internationally between WA nations you must obtain the proper license from the WA, and you can only trade your goods to licensed countries if they are apart of the WA. trade between a WA nation and a nonmember nation is unregulated and not protected by this proposition.

ARTICLE 2. ENFORCEMENT.
Section 1.Trade will be overseen by the Free Trade of Cannabis Committee, they make
sure that all nations have gotten the license they need and are following fair trade practices.

Madeleine patiently waited for Dan O'Brien to finish reading his draft proposal three times, wondering why he couldn't just read the thing once like a normal ambassador. After he finally finished, she signalled for recognition and, after the brief quip from the Philimbesi ambassador, obtained the floor.

First of all, this draft isn't actually in a format that the World Assembly is prepared to accept. We don't have line numbers here, and citations to studies from one nation are completely unnecessary. Everything except for sections 4 through 6 should be excised, and we strongly suggest that section 6 be removed as well. (Indeed, we don't even really see the point of section 5.)

Second, what is the category and strength of this draft proposal? (We suggest "Recreational Drug Use: Legalize".)

Simone sat there rolling her eyes with each blasphomous draft that appeared. She was about to leave, prepared for the harsh weather outside, when she heard the world Cannabis. She sat back down, waited for the other delegates to stop speaking. Then she spoke:

" First of all, not all of us use this year known as 2012 or earth years for that matter so remove that. Secondly, has this 'Harvard' study been peer-reviewed by foreign scientists. Thirdly, there are a lot of flowering plants with medical uses not just Cannabis. Fourth of all, the statistics are outdated by 11 Earth Years and would no overdose deaths be because that your doctors can't identify cannabis overdoses. Another point is why 16 for the age of legalization and the survey of 95%, are those self-reported as that would skew the results. Also, please format the bill properly and make it suitable to actually be considered by the WA as per Mrs. Kofelfas' suggestions. Thus, right now Soviet Canuckistan and the region of Minecraftia are opposed."

A few observations:

1.) That is about the worst formatting we have seen in quite some time.
2.) It reads and looks like a copy/paste from someplace else.
3.) Far too many RL references in there. One is too many. That makes the whole think quite illegal for submission here.
4.) Branding throughout the entire thing. That also makes it illegal for submission.
5.) We fail to see how this is in any way an international issue, and why individual nations cannot deal with this on their own without the WA foisting a one-size-fits-all policy on them.

I would have thought that a nation full of cookie monsters would support the legalization of Marijuana.

Were this stipulation to be added to the rewrite of the act, we would not be able to support it. As Marijuana is legal for consumption in the USP, however the bulk growth and sale is subject to taxes and health regulation as any other natural crop in the nation.

I understand that, and honestly am unsure if it's within the purveyance of the WA to require tax free commerce within its member nations. Mainly, as what is and what is not in the purveyance of the WA tends to get murky at times.

A requirement that the product be sold without taxes attached to it would in the end cause use to pull support for any legalization legislation.

We fail to see how this is anything approching an international issue. We also fail to see why you believe the WA should micromanage domestic recreational drug policy. We find nothing here worth supporting.
