The Empire of Milograd is a state with a extensive and complex history, and was founded as a moralistic democracy. As time passes, however, concepts, ideas, and people change; over the course of five hundred years, the Empire of Milograd made a slow and subtle transition from a peaceful democracy into a controversial, militaristic, offensive, barbaric, and ultimately oppressive military dictatorship. This change is primarily blamed on the creation of the Dh'arconian movement, and furthermore on the sudden rise of the arguably insane Dh'arco Rahavuhra Jukill. Hereon the journey that Milograd underwent under the Dh'arco Rahavuhra Jukill shall be described as explained in a simplistic overview, so that it may be understood at a greater capacity. General information concerning Milograd can be found here.
To understand what fueled Milograd's devolution, one must know of Dh'arconian Thought. Dh'arconian Thought is the belief that the greater world is in a state of perpetual warfare and tension, and thus it is only possible to maintain eternal order, stability, and utopian-esque society in absolute isolation. The ideology encourages a dominion's citizens to give up on what it may lack yet could receive from the outside world, insofar as doing so is ultimately necessary in the state's maintaining of isolation; a life without a certain luxury is more preferable than a life with it when it must be obtained from foreigners. Self-reliance is valued greatly by Dh'arconians, for the virtue of self-reliance reflects strength.
The movement dictates that the only threat to the stability and order of a nation once isolation is achieved is the existence of heretics and inferior races of man, and it is thus necessary to eliminate their threat to the desired state of society. Dh'arconians generally view caucasians and asians as being "acceptable races," and non-Dh'arconians are considered heretics. Followers of the movement are infamously extremist and radical, and they are oftentimes considered terrorists in non-Dh'arconian countries. In a state of Dh'arconians wherein no heretics exist, and in a state isolated from the warring international community, it is believed that a great order can arise and exist for the rest of eternity. Dh'arconian philosophers have noted that the forces of nature can threaten the stability of a state, and thus many Dh'arconians pray to the Hunenic Gods of Nature.
Milograd is an autocratic state with political power centralized with the head-of-state, the Dh'arco Rahavuhra. The Dh'arco Rahavuhra, which translates to "Supreme Warlord," is chosen by his successor and maintains his authority until death or resignation. Assigning the members of the Milogradian Senate every five years, leading the Milogradian military council, and overseeing day-to-day issues concerning the Empire in general are several of the many duties entrusted to the Dh'arco Rahavuhra. A Dh'arco Rahavuhra holds absolute authority over the nation, and therefore a misguided Dh'arco Rahavuhra is inherently problematic. As of 2012, the Empire of Milograd is ruled over by Dh'arco Rahauvhra; a proud, eccentric, and radical leader of the Dh'arconian Movement. Dh'arconian Thought is an ideology that has been instituted in few states, and the results of a radical Dh'arconian with absolute power over a sovereign entity proved to be catastrophic.
Milograd's fall from grace began in 1980, when the Dh'arco Rahavuhra Jukill first rose to power. Upon being appointed Dh'arco Rahavuhra by his successor - Tadami - Jukill proceeded to implement laws that reflected his Dh'arconian loyalties. The following are some of the more notable occurrences that were prompted by Jukill's rise to power, and all of the following were directly ordered by him, without the consent of the Milogradian Senate:
- Immigration and travel in and out of Milograd was outlawed by Dh'arconian Order #779.
- The complete extermination of the negro race was ordered by Dh'arconian Order #784. The entirety of Milograd's black population - which had once stood at forty million people, ceased to exist by 1985.
- The withdrawal of all foreign embassies and the cancellation of any embassies within the Empire was performed in response to Dh'arconian Order #786.
- Censorship on any and all forms of media and speech began implementation following Dh'arconian Order #809. The Milogradian High Command assumes direct control over all media corporations within Milograd. Television was nothing but Dh'arconian propaganda within two years time.
- Breeding regulations are established by Dh'arconian Order #814. The Ministry of Birth was founded by this order, and following its creation all births must be approved by the Ministry. Marriage - which did not exist in Milograd by this time - is phased out in favor of "Authorized Procreation Participants." APPs were essentially government authorized pairs of men and woman whom would be forced to procreate with one another before being permanently separated from one another. The selection process for the men and woman that would make up an APP was handled by a supercomputer that predicted which couples had the greatest likelihood of producing the most genetically pure and ideal spawns for the state.
- The "Purification of the Internal Body Order" was established, and with it any and all forms of communication with the outside world from within Milograd are terminated, and vice versa. Only select government personnel are given the ability to communicate with the outside world.
- Milograd abandoned any trading relationships with non-Gothic states due to the "Self-Reliance Commandment."
Despite his progress in transforming Milograd into an ideal Dh'arconian state, Jukill was still unsatisfied. He proceeded to stack the Milogradian Senate with Dh'arconian cronies upon his fifth year as Dh'arco Rahavuhra, and proceeded to enact a new wave of pro-Dh'arconian laws and policies within the Empire. Jukill soon realized that the unloyal population was the number one threat to the Empire's stability, and thus proceeded to address them as a threat.The next few years of Jukill's reign would see the implementation of extreme Dh'arconian measures such as the following:
- The Belief Authorization Act was implemented in 1987, and required all citizens of Milograd to subscribe to "government approved" beliefs. Non-compliance to this was declared treason, and the punishment for treason within Milograd was death. All citizens of Milograd were required to believe as the Lord Jukill did. This was done due to the Dh'arconian stance on heretic thoughts and how such threatens stability.
- Dh'arconian Order #955 ordered the mass relocation of the entirety of Milograd's non-urban population. Within 7 years, the entirety of Milograd's population lived within one of the heavily policed cities of Milograd. Their presence therein made it easier for the government to keep a watchful eye on the populace, thus furthering their control over the state. Fifteen years later, plans would be created to develop Argyz into a super-city, capable of housing the entirety of Milograd's population.
- "The Heretic Hunt" began in 1989, and a genocide of all non-Dh'arconians on the Atraezan continent was launched. Dh'arconianism, which had become the primary ideology of Milograd's population at this point, was adopted by 98% of Milograd's population by this time. The other two percent were purged in the Hunt.
- Public schooling - the only type of schooling available in Milograd - saw its curriculum transformed into a method of Dh'arconian indoctrination by the Milogradian Government. It was believed that through virtually brainwashing the Milograd youth, the potential heretic threat could be further combatted.

- What is On-Site Law?
A: On-Site Law is the code of trialing and punishing criminals in Resource policed cities. In short, all criminals are judged as "innocent" or "guilty" at the scene where they are captured. When a criminal is caught by the Resource Initiative Urban Police, they are immediately "judged" by on-site footsoldiers. They are given three minutes to explain themselves, and the leading officer of a unit will ultimately determine whether or not they are innocent or guilty based on what he has witnessed. All judgements are passed up the chain of command for record keeping. Punishment for a crime is decided by the highest ranking officer at a crime scene - execution is the most common form of punishment for committing a crime.
The Resource Initiative are directly responsible for determining what is and is not a crime.
A officer's ruling is absolute and repeals are non-existant, and only a superior with the proper authorization and permissions is capable of reversing an on-site ruling -- but generally on-site punishments are quick and brutal, and thus it is difficult to "save" an on-site criminal. Criminals whom have been deemed guilty are commonly executed on the spot and thrown into the back of a urban policing vehicle ( UPV ), and their bodies are later disposed of at unknown locations. It is believed that criminal bodies are used for fuel, and ever since Automagfreek announced its flesh for fuel program the Resource Initiative and the greater Milogradian government have become more and more curious with testing its potency.
- What is On-Site Law?
- The Resource Initiative began to become increasingly active and oppressive in the "High 35" cities during the second five years of Jukill's reign. The Milogradian government began ordering the breeding of "ideal" children in 1990 as a means of breeding Resource Initiative recruits, and upon their birth these children would go on to live the first thirty years of their lives in a training facility, wherein they would be raised as Dh'arconians. The Resource Initiative became the government's most direct method of controlling and micromanaging the Milogradian population.
The "Race towards the Dh'arconian Ideal," as it was called in propaganda, occurred throughout the nineteen nineties.
"Project Caldrunisk," the secretive Dh'arconian brainwashing project, had its first successful test in 1990. Two more years of experimentation would occur before all Milogradian citizens would be subjected to brainwashing and mind-control initiatives. These methods of mind-control and brainwashing, whilst not capable of absolute controlling one's mind, and whilst not being capable of completely "washing" ones' brain, were still rather potent to a desirable extent. Through this achievement, the Empire's control over its population further grew, and with it came a new age of national stability. Jokhava technology, the technology utilized in Project Caldrunisk, began being inserted into the minds of babies in 1991, and the entire Milogradian population was required to have it installed onto their brains that year. With the civilian population of Milograd posing no threat to the stability of the state at this point, given the measures taken to combat such, Jukill moved on to launching initiatives to improve Milogradian society in his own image.
The Ministry of Birth began assigning "futures" to newborn babies following the implementation of Dh'arconian Order #1459 in 1996. Under this new policy, newborn children were to be assigned as "working class," "police," "military," "government," "slave," or "breeder," upon being birthed. Unless a child is assigned as "working class," they were to be immediately confiscated from their parents and raised in government-operated "youth facilities." Youth facilities were large, guarded, facilities located in the wastelands of Milograd, and therein children would be trained and raised to perform their assigned task in society. It was also at this time that the Milogradian Government adopted and legalized slavery, which was meant to perform the menial tasks which no one else wished to perform. It was believed that doing this would allow for Milogradian citizens to excel at what they did at far greater capacities than what had been previously possible.
Many concentration camps, extermination facilities, labor camps, re-education facilities, and brainwashing facilities were constructed in 1998 by order of the "Dh'arconian Maintainment Order." Another deplorable initiative, the Lord Jukill passed this in hopes of making labor, extermination of undesirables, and "thought control" more efficient. As always, doing so would further contribute to the Dh'arconian movement within Milograd.
The most ambitious initiative of the ninety nineties was likely the "Equality Initiative" that was introduced by Dh'arco Jukill in 1999. This proposal stated that inequality amongst the civilians of Milograd would stir disatsifaction and dissent, and therefore it was ideal that all Milogradians were equally talented, intelligent, attractive, athletic, etcetera. The Ministry of Equality was then created, and such was given the task of "rating" all of Milograd's citizens so that they could be handicapped appropriately. An incredibly attractive person, under the new policy, would be forced to wear a mask, whilst an incredibly ugly person would be subjected to cosmetic surgery. Jukill considered this policy to be one of his greatest successes, insofar as it was - in his eyes - a great step towards an ideal, utopian society.
Milograd's transformation into an unrecognizable, alien, and oppressive society had been kept a secret for over twenty years. It was not until various government documents wereleaked to the international community that the atrocities committed by the Dh'arconian Empire would come to light. Upon this occurrence, various nations condemned and declared war on Milograd, forcing the nation to reluctantantly step out of its isolation to defend itself. The Milogradian military, which had been vigorously trained and improved itself over the course of Dh'arco Jukill's reign, was quick to defend itself from the interventionist hordes, and it did so successfully; after mere weeks of war, all twenty six of the nations which had declared war on Milograd withdrew their forces or had declared their interest in ceasefire. Unhappy with the declarations of war, however, the Lord Jukill ordered the extermination of the entirety of Vbingvan's population to make an example of what the price of interference with the Dh'arconian movement was. Vbingvan had declared its intention to assist in the "Liberation of Milograd." A brief yet brutal campaign was launched against Vbingvan, and nearly the entire population of the nation was slaughtered by the Resource Initiative and the rest of the Milogradian military. No nations declared war on Milograd after the Vbingvanian campaign. World Assembly Security Council #77, "Condemn Milograd," was passed in response to the aforesaid events. The condemnation of Milograd by the World Assembly proved that the nation had fallen from grace during Jukill's reign as Dh'arco Rahavuhra. Regardless, Milograd would immediately return to isolation following the victory in Vbingvan.
The rise of the Dh'arconian movement, and the rise of Dh'arco Jukill, can ultimately be blamed for Milograd's devolution into a oppressive, military dictatorship. All of the initiatives and reforms that the nation underwent over the course of Jukill's reign were inspired and prompted by the extreme and radical beliefs of the Dh'arconian ideology, and ultimately such only goes to show the catastrophic results that a Dh'arconian can inflict with absolute power over a sovereign entity.
