Security

• not to conduct acts of espionage against one another within their mutual territories
• to share relevant foreign intelligence and security information between both state
• to promote co-operation in areas of overlapping security concerns
  Defence
• to promote reasonable co-operation between the armed forces of each state including, but not limited to, periodic officer exchanges and engaging in war games
• to prioritise requests for the purchase of appropriate military surpluses and/or weapons systems.
• to allow the naval forces of both states to have port of call access during peacetime
• to automatically offer all available assistance in the event of an unprovoked attack or declaration of war by a foreign power(s)
• to prioritise any request for assistance against a foreign power that neither state is currently allied with. Neither state is obliged to provide assistance if (A) the requesting state is at war due to their obligations as a member of another alliance, (B) the requesting state is considered to be engaged in an offensive war

  Strategic Protection**
• to prioritise requests for the localised extension of (or potential coordination) of strategic (nuclear) forces
• to prioritise requests for the establishment of military or strategic bases
• that military forces hosted in another signatory remain under their original national command
• that the host nation will waive all connection and services fees in exchange for a nominal annual reimbursement from the other signatory for the duration of its occupation of the base

Dear Sir

I am writing to you in regards to the pending application from your government to establish an embassy in Zaire, the capital of Biotopia. I would like to first address the special requests you have asked for. Firstly on the subject of displaying your state flag within the embassy compound this is an acceptable practice and will not be a problem and on the subject of security the diplomatic districts within the capital are amongst the safest in the city and are frequently patrolled by our police force.

At present we do not allow foreign diplomatic security forces to bear submachine guns. As i have mentioned the diplomatic and government quaters of the city are generally very safe and the posession or use of such weapons would be in disproportion to any likely security threat. Incidentally, while you are more than welcome to include patrol vehicles they will probably be inappropriate for the compact grounds of the embassy as we are unable to provide estates or landed properties in either of the diploatic sectors.

I am otherwise happy to inform you that with the exception of the submachine guns the government of Biotopia will accept your application as soon as we hear back from you.

(ooc: I assume trade realistically occurs across all areas but for future RP potential/datawank it's really handy to get an idea of what our major exchanges might be).

In regards to the Teaty of Scientific Co-peration are there any key research programs you would like to involved with. Secondly i would like to offer to your government the establishment of an overseas campus of Redfern University to be an international research and teaching centre in your nation. (ooc: again for potential RP purposes)

Finally as per the Treaty of strategic Alliance we would like to establish a signals monitoring station within your territory (as our treaty state we will not intercept domestic signals and will share all relevent information) and a naval base to be used for resuppling and repearing our fleet. 1] We have complied with your request for garage climare control and have waived the fee in a gesture of goodwill.

2] At present there is no VLT and Monteluci dealership within Biotopia, however there is no restriction on VLTM establishing a dealership as Van Luxemburg is now a Treaty signatory. I do note however that Biotopia already has a competative domestic vehicle market and that VLTM will probably be out of the price range of most consumers. Having said that as long as VLTM complies with labour and foreign ownership laws its dealerships are welcome within Biotopia.

3] We would like to import in the fields of construction materials, communications/electronics, vehicle parts and co-operation in the field of finance and capital. Furthermore I would like to propose consideration of co-operating in the field of vehicle assembly and manufacturing. (ooc: i assume that over time trade occurs across all open sectors)

Dear Sir,

We thank you for completing the requested modifications, it has been a relief for our fleet managers here at the Ministry to hear that their cars are safe.

We can of course not answer for VLT, but the company offers an impressive range of vehicles ranging in price from $8,800 to $1,510,000. I think that, even for the Biotopian market, there should be a suitable model available. VLT usually complies with all Van Luxemburger labour regulations when abroad, and my expectation is that they will not be too different from the Biotopian ones. If there are differences, VLT will of course make the appropriate changes.

The Federal Socialist Republic is free to buy whatever it requires on the Van Luxemburger market: our government does not control import and export per se, Van Luxemburger private or public companies do. We have attached a list of relevant companies, in order for you to be able to hand these out to interested Biotopian entities. Once again, I would recommend you to contact VLT in order to discuss co-operation.

Through this letter, I also wish to say thank you from Sir Schröder, for taking his dietary limitations into account.

I have communicated with the Chief of Security Services who has informed me that shotguns are currently classified as a type of rifle.
