in a defensive war, you need everyone you can get. thats what i meant by a war at home.

Just because you need everyone doesn't mean you can get them. Most people cannot fight, or will not, and would sooner surrender. In fact, most of your people will flee in terror and seek refugee status in neighboring countries and as your enemies gain ground, in the conquered territory.
Others will simply sit around and hope for the best. Hide in basements, in the woods, whatever possible to stay out of the way. They won't grab a gun and go at the enemy tooth and nail, no matter what half of NS seems to expect out of their populations.
