Zanaton is a peaceful nation, but when we are forced to take action against belligerents, blockades are integral to the war effort, and while we do not oppose the deliverance of medical supplies to the civilian population of our enemy, this proposal provides no guarantees against the opposing military's monopolization of such supplies, which may only serve to prolong the conflict, resulting in further loss of life. Furthermore, mandating that the responsibility falls on us to oversee collection and transportation processes demands human resources and places those personnel into potentially dangerous situations, particularly in cases where attempts are made at smuggling non-authorized goods. We reject this responsibility and the costs it would entail.

As such, Zanaton hereby votes against this resolution.

We are in favour of this resolution.

In a similar manner to the communication issued for the Knootian Green Book, a Joint Resolution-Memorandum amendment has been issued:
With regard to this proposal, should it come into force; We are of the opinion that anything that may be used for military purposes will be considered as military, including what is unknown.

Although Eucadians have been percieved as the Phalanx Nations hermit nation, we vote for this proposal. Life is more important and putting that before politics is the uppermost kindest thing ever. We have never traded our futuristic technology with any other country and never let a single foreign soul in. But when and if we ever needed help from the outside, other countries were there to stand up for us. I hope that we can all act the same.

The Holy Empire of the Jaguar Sun always places people and their lives before the violence of military action.
While I prefer to ensure that these supplies are not delivered somehow to militar personnel, and there is no guarantee of such a thing, I certainly agree that lives of the people in member nations of the WA are of greater importance. I will set aside my concern for the moment.
However, I would like to see this amended with a provision to enforce some kind of penalty should medical supplies be given to a war effort rather than a country's people.

As leader of the Jaguar Sun, I vote "for". I hope this will increase trade among member nations and foster greater humanitarian action rather than allow further conflict.

I try to avoid hardcoding stuff like penalties, time limits and the like; it starts to tread the line of micromanagement. If it needs to be done (like was the case with GAR#168 "Law of the Sea"), then so be; otherwise, I would tend to avoid it.

The penalties you wish to impose are entirely up to you; for example, if you read Aram Koopman's Memorandum of Understanding, he has imposed some of his own. You are free to do the same.

((OOC: To be fair, the Memorandum of Understanding is mostly aimed at making sure that nothing will ever pass through a Knootian-imposed blockade except, possibly, a medic peddling towards the blockaded nation on a raft made of boxes with medical supplies. After lengthy litigation in a Knootian court of law.

But that is only because the basic premise of this resolution, that outside aid will not alter the balance of power, is basically flawed.))

If we don't argue about it; we might start to argue about it, and we might fight about it in that argument. How are we meant to avoid fighting if we avoid arguing about it? Much better to argue about it than fight about it. Although I would argue that if we could just fall into a nice argument about arguing about it, and an argument about arguing leading to fighting; or maybe even an argument amount this argument about arguments about arguments and fights; and if we're lucky maybe an argument about the argument just mentioned about this argument about argument about arguments about fighting; keep it up with an argument about that argument about the argument just mentioned about this argument about argument about arguments about fighting; and wrap the whole thing up with an epistemological an argument about the effect of such constant argument, ad infinitum, etc.; then, as I was arguing, we might never get round to fighting, we'd be so busy enjoying all that argumentation. Democrats votes aye. We have some concerns about the practical implementation of this resolution, but we have confidence that the member nations are capable or resolving those issues and that the end result will be positive for the people of our nations.
