The world is a cruel and magnificiently violent place. As the Emperor of Greater Prussia, We cannot frown upon the prevalence of war as such - indeed many wars, such as the wars of liberation waged by Amistad Declaration signatories, or the wars waged by states to protect themselves from invaders, are fully justified. However, modern warfare is becoming increasingly damaging not merely in terms of its immediate effects and casualties, which are largely unavoidable, but in terms of the post-war consequences - especially the damage to the environment.
This damage manifests itself in many ways. As the Ctani Seabird Conservation Trust first noted, oil and other fuel spills often occur as a result of maritime warfare, poisoning marine life for hundreds of miles in every direction. Worse yet, nuclear-powered ships and aircraft are often utilized in naval and aerial engagements, with predictable damage to the ecosystems of the battlefield areas.
On land, too, modern warfare proves devastating to any ecosystems it affects. Nuclear, Biological, and Chemical weaponry is known for its tendency to poison wide swaths of land for generations. What is less often acknowledged is the negative consequences of utilizing great amounts of explosives, small arms ammunition (lead and copper are common materials in modern ammunition, and are deposed in battle-sites to the tune of hundreds of tons), as well as materials such as depleted uranium and tungsten. Worse yet, modern warfare often targets infrastructure such as chemical plants and atomic reactors.
A final aspect of concern about modern warfare is the post-war safety of civilians in the area from landmines and other explosives. Even with forces that do not utilize landmines, or that utilize only self-destructing landmines, thousands of unexploded rounds, or landmines whose self-destruct mechanism has failed - are often left behind after combat.
With this in mind, We, the Emperor of Greater Prussia, President of Allanea, King of Reichskamphen, Emperor of the Thousand States, Archduke of Dragkon, Liberator of Torontonias, Count of Centreville, General-Secretary of the Confederacy of Sovereign States and the Coalition of Drug-Exporting Nations, and President of the CAPINTERN, hereby announce the founding of a new Crown Charity: the Imperial Greenleaf Society.
Unlike in previous Crown Charities, individuals and states not members, or citizens of, the Mighty Empire are free to donate money, equipment, or to sign cooperation agreements with the Greenleaf Society.
It will have in its purview three chief activities:
1. The delivery of post-war environmental cleanup to conflict zones, with the permission of sovereignty holders in the area.
2. The delivery of post-war emergency UneXploded Ordnance disposal and mineclearing services to conflict zones with the permission of sovereignty holders in the area.
3. A limited delivery of post-war emergency aid. in the areas of operation and infrastructure reconstruction. This is not the main purview of the Greenleaf Society and will remain a temporary authority of the group until other Imperial Crown Charities are properly organized.
We welcome the ideas and input of all Prussian States, and hereby also announce this will be funded at a preliminary sum of 100 billion dollars a year from the Greater Prussian Imperial Budget.
We furthermore welcome ideas, input, and regular donations from every other state.
