Seventies, is when it began. The key to Afghanistan's survival is the ANA.

And while they're making huge gains under supervision from NATO troops, they need a lot of work in COIN tactics. Discipline and leadership also leave a lot to be desired in ANA ranks as well.

As far as I can see it, a few things are lacking. Karzai is corrupt, the general elections were laughable, and the people aren't invested in the government. At the same time, Afghanistan has failed thus far to build an army capable of handling challenges like the Taliban.

What Karzai needs to do, if we have to have that smug, incompetent sack of shit in command of Afghanistan, is win over the people. He needs to build schools, hospitals and roads. He needs to create a police force that is capable of giving the people a sense of security. He needs to put down the people keeping Afghan girls from going to school, and he needs to create from his current situation a secular state.

Alongside this, he needs to take these newly-enamored people and start building an army from them. The first goal Afghanistan needs to have is to put down the Taliban, among other unsavory elements, with overwhelming force. The way to defeat the Taliban is multifaceted. He must get the US to stop major combat operations(including drone strikes,) he must win over the people, and he must give the world a show of Afghan force.

Civil works projects and a focus of the government on improving infrastructure and quality of life for the people it can reach is a good start. Once America is done with any direct involvement, a major rallying cry of the Taliban("FIGHT THE CRUSADERS") will be done away with. At the same time, a show of overwhelming force against a Taliban stronghold will let the people know that this Government isn't just a passing fad, which will be an important part of getting them on his side.

I'm not sure how much of this is going to be possible for the current government, however. The US certainly ought to be providing development assistance and major military aid. Preferably the US should be sending them technical experts and helping provide a foundation for Karzai to start domestic production on his own materiel, which will provide another means of employment for Afghanistan's almost nonexistent economy, especially for the city dwellers who are going to make up the backbone of any effort Karzai can make.
