I think it's different by area and such as well. I've known Muslims who drank water during the day during Ramadan, but nothing else. And I've known some who forgo even water.

In either case, I know I have been shown passages suggesting that the fasting is not supposed to be taken to an unhealthy point - so that someone who was doing hard work outside in the heat would certainly be allowed to stay hydrated.

But, to address the OP, if someone refuses to stay hydrated in such a job, then I would say they absolutely can be fired. Not only are there liability issues, but the employer doesn't need employees who are doing less work because they are pushing themselves to unhealthy limits.
