World Powers Partitions Antarctica for National Determinism

After the Alliance finally conquered the extremist Fellowship, elements of the British Royal Navy found evidence of Fellowship concentration camps for pro-democratic protestants sympathetic to the Alliance created by the Kaiser himself. The World Powers, on the impetus of Austria-Hungry, agreed to partition off sections of Antarctica as settled lands for the displaced victims of Fellowship aggression worldwide. Using rudimentary technology, civilizations of disenfranchised refugees began to develop underneath the ice sheets of Antarctica in the first decade of its colonization. Different languages and cultures were represented, and the continent was initially peaceful. But with the second rise fascism, many larger countries began to see a need to displace elements of the populace clamoring for restructuring of existing governments without abusing the rights of their citizens. With another motion of the World Powers, the refugees were hired as engineers and given the necessary technology for the largest underwater construction project in history: The creation of large, self-sufficient cities under the surface that could house any people group demanding reform. Governments would permit any political group seeking a transfer of power in the name of national determinism free transportation to Antarctica and the chance to govern themselves at no cost.

Today, the Antarctic Ocean consists of several nations that lay claim to land and ice on the continent (usually with a capital city somewhere in Antarctica) as well as larger self-sufficient underwater cities where the bulk of the populace resides. The original founders of these underwater cities were refugees contracted by the World Powers to construct entire nations worth of isolated cities under the sea to house any and all civilizations and peoples upset with their current government and willing to move from their homeland to establish new nations on the principle of national determinism. More nations are and people groups are moving the the region each day, under the support (sometimes strong-armed suggestions) of their previous regional governments. National icons, cult followers, and entrepreneurs have also accepted ownership of their own underwater cities with virtually no screening process. Although initially founded on the principle that allowing politically upset peoples to leave and found their own nation would prevent future wars and revolutions, the noble goals of the World Powers proved naive.

At first, power struggles were few and far between. There were virtually unlimited land and resources, and no reason for totalitarian regimes to conquer neighboring empires. But as the economies of the cities became more specialized and technology began to differ among people groups, empires seeking power began to fantasize of controlling the entire continent and all the mysterious peoples, tech, and financial assets within. To make matters worse, Fellowship elements in Africa and South America gained growing significance. The United States and China secretly began to support extremist elements in the undercities of the Antarctic Ocean; believing that providing stable governments with military assistance against such terrorists would become the perfect grounds to field test weaponry likely needed in the anticipated wars with Fellowship nations. Although support to these terror regimes was quickly cut once war with more stable governments was secured, Fellowship bloc countries quickly privy to the international scheming of their Alliance counterparts began providing military support to these governments after Alliance financial support ended as a means to field test weaponry of their own.

Although Alliance and Fellowship elements are actively at war with each other in fringe sectors of the Antarctic Ocean, the vast majority of cities remain at peace. Whether colonies of movie-star fans, political and religious refugees, or long-lost regimes, most nations in the Antarctic ocean prefer to remain at peace.

The World Powers formally invites any and all nations and people groups to move to the Antarctic Ocean and found their own underwater cities at no cost, in an effort to prevent global conflict in these most dangerous times. If you are looking for a region to move to or a rebellion to start - pick peace. Move to The Antarctic Ocean today!
