Andrew maneuvered himself to the chair opposite John's, and sat down. "What did you call me here for?" he inquired. John spoke up, "Andrew, as you know, South Benson has never been interventionist since it has been an independent nation. And while we have averted wars, I am afraid conducting diplomacy, and growing our economy is difficult, while remaining fully neutral. Now, I have taken interest in a bordering nation, the nation of Hartmore. Hartmore, is resource rich, yet as a nation, it can only be considered 'second world.' Hartmore has what we need, it has vast reserves of oil and natural gas, which our nation lacks in sufficient quantities. And I am growing weary of having our oil come from nations outside our continent, or even our region! As such, I see a great opportunity to grow our economy, and expand our influence. I propose that through a series of calculated measures, Hartmore be brought under our control. And I propose we start by expanding our energy companies there, and offering a 'loan' which they will have difficulty re paying." The room was awkwardly silent, as John was proposing South Benson do what no other Prime Minister had done before, get involved in affairs of another nation. Andrew spoke up, "Sir, you know I am at your service, and furthermore, at the service of the nation. As such I am in no position to defy your request. However, I am afraid that this could be just the beginning, of a long hard road, many empires have fallen by getting involved in other nations, and I do not want that to happen to us. I would advise against trying to create a 'sphere of influence.' However, since I am only a minister, I can not defy you. I shall write to their government regarding investment, and the proposed loans. However, know that I disapprove of these actions." John looked towards Andrew, "It may be true great empires fall, but what about nations that have never done anything from the start?" There was another Awkward silence between the two, finally Andrew said, "Unless you have anything else to say, I will now go draft up the proposal." John stared, "get to it." Both men shook each others hands, as Andrew departed.
