c) An Addition to the Charter on Warranting

Article x: Warrants
a) The ICPPO may release a warrant for an entity, be it a person, organization or nation, suspected in participating in criminal or terrorist acts, as according to ICPPO definitions.
b) These warrants are to be sent to the entity in order to notify them to change their ways.
c) Warrants may be issued at any time by any nation immediately after learning of the entity's breach of ICPPO values.

Article 9: The Appointment of Judges
a) Judges of the Court of Justice shall be appointed at a general meeting for a term of one year at a time.
b) A Judge may be nominated by his or her country for appointment as one of the Judges of the Court of Justice, and if there is a majority of the membership in favour of the appointment of this Judge, he shall be appointed; and if there is not, he shall be rejected.
c) A Judge may be removed by three quarters of the membership.
d) The Judges may elect by majority amongst themselves a President and Deputy President(s) to oversee the proceedings of the Court of Justice.
e) The Judges may replace the President and Deputy President(s) at their pleasure.

Article 10: The Legislative Representatives
a) Each Judge may appoint either him or herself as a Legislative Representative, and these Representatives shall serve for as long as they themselves serve as Judge.
b) Each Judge may alternatively appoint some other person as a Legislative Representative, and these Representatives shall serve for as long as the Judge that appointed this person serves.
c) Legislative Representatives may be appointed by a combined vote by the Judges to serve at the pleasure of the Judges.
d) Each Legislative Representative shall possess legislative initiative, and shall be The Legislative Representative of their nation.
e) The Legislative Representatives shall order their own proceedings in any manner they choose consistent with this and any other legislation.
f) It is the duty of the Legislative Representatives to oversee the execution of the operations of the force, including but not limited to the approval of Warrants and Operations and overseeing the legislative procedures of the force.
g) It is the Founder's duty to assist the Legislative Representatives, and if there are none; the Founder shall automatically become one.

Article 11: Impeachment proceedings
a) Any Judge or Legislative Representative may be impeached for wrongdoing or incompetence by the General Membership, with each member nation being granted one vote.
b) Any nation may move impeachment proceedings.
c) If two thirds of the member nations find a Judge or Legislative Representative incompetent, that person shall be required to resign and not hold that position for the following year; unless specifically permitted within the impeachment proceedings.

Article 12: Enactment and Amendment Procedures of this and any other Legislation
a) Any Legislative Representatives may propose legislative motions at any point.
b) Any such motions will be voted on over the following 72 hours, or until an absolute majority is in favour of the motion.
c) If the motion is supported by a majority, it will become, like this charter, legally binding.

As a result, all proposals have been passed, and the appropriate legislation enacted.

As per the article 'Appointment of Judges', subsection b, The Government of the Imperial Commonwealth of Libraria and Ausitoria nominates Lord Alexander Whittingnet, our most senior Judge. Lord Alexander Whittingnet has been influential in establishing the absolute rule of law and of our courts in Libraria and Ausitoria, and is very much a proponent of extending the rule of sensible principals of International Law without consideration of boundaries or national sovereignty.

His knowledge in the field of International Law is considerable, and he has been applying it across reality ever since Libraria and Ausitoria entered the world of International Incidents. Under his direction, we have launched Judicial Investigations in the 3rd Valkan War, issued cease-and-desist messages to the slave nation Bavuringia, summoned to court prominent Nazis suspected of war crimes, become the Chief Justice of the ANA and issued warrants on their behalf, and, based on an earlier memorandum, convincingly ruled that the rebellion in Valkan was legal.

Besides being thus equipped for his Judicial Role, he has also, as a Law Lord, proposed countless bits of legislation to fill our legal loopholes, proposed many of our Judicial Joint Memoranda-Resolutions on the method of adoption of WA legislation by our nation, including finding loopholes; and sent back comments on proposals to be made on the floor of the General Assembly. He wrote the Charter of the ANA (approved unanimously), and was involved in the drafting of large parts of the ICPPO legislation, including two of the amendments that have just been proposed.

In short, we believe that Lord Alexander Whittingnet is a highly capable Judge, and nominate him to hold this position in the ICPPO and commend him to the floor.

Let's any nation can issue an ICPPO warrant after learning of the entity breach, but some dont take respect of that certain entity, the warrant will finally be critisized and cancelled, which renders this clause kind of worthless.

We're not too sure what you mean, but I'll concede that the warrant can only be approved by legislative representatives, and need to clarify that. We'll discuss it at the summit.

What we mean is that the very freedom you give to members of issuing warrants whenever they learn of an entity breach, which is the same as saying whenever they want, their "bad" desicion will undergo scrutiny and it will take us back to point 1.
If Legislative bodies approve it, then it would be a useful clause.
