Seeing as the main idea behind Guanxi was to create a region where all different nations could role-play in relation to the region as a whole, I have come up with an idea of how to bring the Guanxi together into what will hopefull be a fun and interesting series of roleplays.
The idea is to create a semblance of a cold war, similar to the real cold war between NATO and the Warsaw Pact that ended in 1991. Now, the GCW (Guanxi Cold War) doesn't have to be over political ideologies, as the real one was, but can come out of any different numbers of situations. Perhaps a civil war in a Guanxi nation causes Guanxi nations to pick sides and form different opposing camps. Or the annoucement of a treaty causes nations to align against the two signers of the treaty. Or maybe war breaks out between two nations, and it becomes a sort of proxy war.
Now, the GCW does not have to devolve into all out world war. It may, it may not, and that is where the fun lies. Depending on how the other nations react to events will decide what other nations will do. One thing is for sure, to make this work, we need at least two opposing sides, that actively work to check each other's power, by conducting espionage, creating sanctions, or funding different groups in warring countries. Two sides are needed, but more will make it much more interesting, and nations are encouraged to sign any number of treaties, or form any alliances they wish.
