As a fledgling nation, the Federated Republic of Ceruleo wishes to establish good relations with all of the nations of the world. To aid in this endeavor, the Cerulean Senate has established the Foreign Affairs Bureau to establish embassies with other nations of the world.
LEGAL STATUS OF EMBASSY PERSONNEL
All ambassadors and diplomatic personnel will receive diplomatic immunity for any crimes committed on Cerulean soil, except for Class I Felonies (murder, rape or espionage). Ambassadors and diplomatic personnel will be subject to all extradition treaties in effect between the host nation and the embassy-holding nation for charges of a Class I Felony. If convicted of a Class I Felony, the ambassador or diplomatic personnel will receive a delayed sentence. The convicted party will have 12 hours to depart the country. If the convicted party returns to the Federal Republic of Ceruleo without having been pardoned, reprieved, or commuted by the Cerulean Senate the sentence against the convicted will be carried out.
If no extradition treaty exists, the charged ambassador or diplomatic personnel will be taken into police custody at the entrance of the chancery and transported as efficiently as possible to the nearest airport or seaport and returned as quickly as possible to the embassy-holding country. While in custody, the charged personnel may be accompanied by three armed embassy personnel to ensure that the accused rights are not violated. The accused may not be questioned and any evidence acquired during or because of transport is inadmissible in court for any future proceedings. If the accused party returns to the Federal Republic of Ceruleo without having been pardoned, reprieved, or commuted by the Cerulean Senate the charge against the accused will be made in a court of law.
Ambassadors and diplomatic personnel may be accused of lesser crimes, but no charges will be filed except at the accused request. However, depending on the nature of the crime, the Foreign Affairs Bureau or Cerulean Senate may choose to expel the accused ambassador or diplomatic personnel. If the accused requests a trial and is convicted, the sentence will be handled in the same manner as Class I Felony sentence, only being enacted if the convicted person returns to Ceruleo without being pardoned, reprieved, or commuted. In all legal proceedings, if the accused is found not guilty or innocent, the accused may return to their diplomatic duties and the matter will be closed.
All other embassy personnel may be charged with any crime.
All embassy personnel may be subpoenaed as a witness. No person may be compelled to testify regarding official acts. Ambassadors and diplomatic personnel may provide a sworn affidavit in lieu of testifying in open court.
All embassy personnel are subject to the same legal rights and protections as all citizens and guests of the Federal Republic of Ceruleo.

No more than 50 staff members from the embassy-holding nation, including security forces, may be stationed at an embassy. An ambassador's family does not count against the total of 50.
Nor more than 15 security personnel may be stationed at an embassy.
No weapons of a nuclear, biological, or chemical nature may be brought into Ceruleo.
No tracked vehicles are permitted.
No vehicles which mount more than one machine gun is permitted.
Only one armed vehicle is permitted.
Designated parking provided will consist of three parking spaces outside your chancery.
We ask that you limit yourself to three inconspicuous vehicles and a helicopter.

The embassy-holding nation however has 24 hours to secure any sensitive information before the search can proceed.
