About Us

The Stonewall Alliance is an international organization that promotes LGBT and human rights around the world. Founded in 1997, Stonewall is headquartered in Rome, the capital of the Roman Kingdom.The Stonewall Alliance maintains a large presence on the international level, actively campaigning for LGBT rights on a global scale. Regularly petitioning the World Assembly and governments, the Stonewall Alliance is not only an advocacy group, but also a political lobbying organization as well. The Stonewall Alliance is represented in 36 nations around the globe.

The founding tenets of the Alliance are based on several cornerstones, particulary several World Assembly Resolutions. All Stonewall Alliance member nations who are in the World Assembly should abide by the following regulations, which have been thoroughly researched and compiled by our resident WA Legal Attaché, Legate. Liu Ao-Khiao:

Section 2 of General Assembly Resolution #91, A Convention on Gender, stipulates that "no intersex, transgender or intergender person shall be considered diseased by the sole reason of being intersex, transgender or intergender." Additionally, Section 4 continues by stating that "no intersex, transgender or intergender person shall be forced to choose to fit in any gender." Furthermore, Section 5 concludes that "full recognition shall be given to gender changes & intersex/gender status in international/national personal documents, if they mention gender."

Section 1 of General Assembly Resolution #200, Foreign Marriage Recognition, "Requires every member state to provide every foreign marriage that meets all of the following conditions the same legal recognition as a domestic marriage: The marriage was performed legally under the jurisdiction of a foreign member state, and that marriage remains legally valid in that same foreign member state; The marriage does not violate World Assembly law; and The marriage would be legally valid if it had been performed domestically."

Article 3, Section A of General Assembly Resolution #16, the Sexual Privacy Act, stipulates that "no nation shall enact legislation prohibiting, criminalizing or otherwise regulating sexual acts between consenting individuals when practiced in the privacy of the home, or otherwise away from public exposure."

Article 1, Section A of General Assembly Resolution #35, the Charter of Civil Rights, stipulates that "all inhabitants of member states have the right not to be and indeed must not be discriminated against on grounds including ...sexual orientation or sexual identity."

General Assembly Resolution #15, the Freedom of Marriage Act opens with "CONVINCED that the union of two persons should be equally protected by the State regardless of gender or sexual orientation" then "DETERMINED to further the rights of persons that have been oppressed and discriminated against for ages". Article 3, Section A says that "no State shall restrict the right to enter into such unions to persons of a certain sex or sexual orientation, nor shall they require that they be of the same or different sex.", then b) "No State shall establish different conditions, requirements or effects to unions of persons of the same or different sex."

From: Admissions Office, Stonewall Alliance To: Prospective Member Nations CC: Current Member Nations Subject: Guidance on Applications To whom it may concern, In light of the increasing number of applications that require clarification, the Admissions Office is issuing the following guidance on the Admissions Policy. Please ensure you read it thoroughly prior to applying. ============================================================ When attempting to join the Alliance, prospective member nations are asked to provide answers to the following questions regarding the status of Gender and Sexual Minority (GSM) persons in their jurisdictions. Do LGBTQ citizens have equal rights in your nation? Has anti-discrimination policy been implemented in your nation? Is there marriage equality (e.g. same-sex marriage is legal) in your nation? Is adoption by LGBTQ citizens legal in your nation? Is gender reassignment surgery legal in your nation? Do LGBTQ couples in your nation get the same tax breaks as married heterosexual couples? For a nation to be immediately granted full membership, the applicant nation must be able to honestly answer “yes” to all of the above questions. The requirements are much less strict for nations applying for observer status, but those nations are expected to be conciliatory towards the organisation and its goals of cultural and legal equality for GSM individuals. Do LGBTQ citizens have equal rights in your nation? This is held to refer to equivalent recognition and protection of legal rights. GSM persons must not be disadvantaged at law compared to their non-GSM peers in the applicant nation. For example, same-sex sexual activity must be both legal and have the same age-of-consent restrictions as opposite-sex sexual activity in order to be able to answer “yes” to this question. The same metric applies to treatments like surrogacy and IVF treatment; if such are available to opposite-sex couples, they must be made equally available to same-sex couples in order to be able to answer “yes” here. If such treatments are banned in the applicant nation, this does not prevent them from providing a “yes” answer – the issue is not whether such treatments or options are prohibited or permitted, but whether or not they are available to all persons regardless of sex, sexuality, or gender identity. In a similar vein, marital status is irrelevant to matters around surrogacy and IVF treatment; if a single person is prohibited from seeking such therapies, this is not problematic so long as no distinction is made on the basis of sex, sexuality, or gender identity. It should be noted that if an applicant nation unfairly disadvantages GSM persons in the realisation of their rights then they cannot honestly answer “yes” to this question. To use the surrogacy and IVF treatment example; if this is freely and readily available to opposite-sex couples but same-sex couples must satisfy additional requirements or the law places additional burdens on them, then equality is not present and a “no” answer must be provided. At present, whether GSM persons are allowed to donate blood or tissue is not a factor in considering this question; that matter will be addressed when a proper agreement is formed between the member-nations. Though specific questions are provided for marriage (and equivalent arrangements), adoption, and sex reassignment surgery, a “no” answer on any of these questions requires a “no” answer to this one. Depending on the extent of the negative response the applicant nation tenders to this question, answering “no” may create a rebuttable presumption that the nation is hostile towards GSM individuals. Has anti-discrimination policy been implemented in your nation? This refers to anti-discrimination laws relating to employment, the provision of goods and services (including medical services), relating to transgender identity or expression, and so on. If the applicant nation gives a “no” answer here, that nation is declaring that they offer no legal protection to GSM individuals in any of these areas. Depending on the applicant nation’s other policies, a “no” answer may form a rebuttable presumption that the applicant nation actively fosters or promotes anti-GSM discrimination; it will certainly form a rebuttable presumption that such discrimination is permitted. Is there marriage equality (e.g. same-sex marriage is legal) in your nation? This question employs the language of marriage equality for the sake of familiarity. If the applicant nation does not recognise marriage at all, but recognises an arrangement analogous to marriage (such as civil unions), and that arrangement is open to all citizens regardless of sexuality or gender identity, then that nation is able to answer “yes” to this question. If the applicant nation has one arrangement in place (such as marriage) for opposite-sex couples, and another (such as civil unions) in place for GSM individuals, and GSM individuals are unable to lawfully access the arrangement in place for opposite-sex couples (or vice versa), then that nation must answer “no” to this question. The nature of the arrangements is immaterial; separate is not equal. Please see the detail under “Do LGBTQ citizens have equal rights in your nation?” for the impact a “no” answer to this question may have on an application. Is adoption by LGBTQ citizens legal in your nation? This question is concerned with the legal adoption (either jointly or singularly) of minors by GSM individuals. The question does not cover the question of surrogacy or IVF treatment (addressed above), merely that of legal adoption. As with surrogacy or IVF treatment, if the applicant nation prohibits adoption by single people, such is not an impediment so long as GSM status is irrelevant to the prohibition. Please see the detail under “Do LGBTQ citizens have equal rights in your nation?” for the impact a “no” answer to this question may have on an application. Is gender reassignment surgery legal in your nation? Sex (or Gender) reassignment surgery (SRS) is the term for the set of procedures to alter a person's physical appearance and function of their existing sexual characteristics to that of another sex. SRS is a critical component of the proper treatment of gender identity disorder (and gender dysphoria) in transsexual and transgender individuals. The legal recognition of a trans* individual’s preferred gender is considered an inseparable part of the legalisation of SRS. As such, if the applicant nation prohibits SRS at law, it cannot said to accord equal legal status to GSM individuals, nor can it be said to have implemented anti-discrimination policies; a nation that prohibits SRS is enforcing a legal situation on trans* individuals that negatively affects their health and well-being. Legal discrimination against trans* individuals will create a rebuttable presumption that the applicant nation is hostile towards GSM individuals, and the application will be declined. Please note that this does not cover the question of availability of SRS. Some nations are unable to provide SRS due to economic or technological circumstances. This does not constitute a “no” answer to this question, as the issue here is the legality of SRS. If trans* persons cannot have SRS in the applicant nation due to economic or technological issues, but it is legal in the applicant nation, the trans* persons are allowed to travel to another nation for the procedure, and the applicant nation will recognise the gender change, then a “yes” answer should be given. Do LGBTQ couples in your nation get the same tax breaks as married heterosexual couples? This question aims to find out if there is a single class of marriage or marriage-like arrangement available to both opposite-sex and same-sex couples, or if there is differentiation between the two. If the applicant nation has no such tax breaks, then that nation should provide a “yes” answer to this question, as strictly speaking GSM couples do have the exact same tax breaks – none. ============================================================ The Rebuttable Presumption of Unsuitability What is a “rebuttable presumption of unsuitability”? A rebuttable presumption is a conclusion that is taken to be true unless proven otherwise. In the context of membership applications, a “rebuttable presumption of unsuitability” is created where information provided by an applicant nation has led the Admissions Office to conclude that said applicant nation fails to properly recognise or protect the rights of GSM individuals, or actively oppresses and persecutes them. This is held to be true until proven false. What does it mean for our application? In the majority of cases, the Admissions Office will hold the application pending clarification or correction, and reserves the right to summarily decline the application. The applicant nation will not become a member until the matter is resolved. How will we know if our application has created one? The Admissions Office will inform the applicant nation of this in the response, though the exact phrase will very rarely be used, and will advise the nation of why the presumption has been formed. What can we do? An applicant nation in this situation has two choices: Clarification or Correction. 1. Clarification The applicant nation has to prove that they do not fail to recognise or protect GSM rights; frequently this is a simple matter of clarification. For example, if an applicant nation provides a “no” answer to the marriage equality question because that nation has no such arrangement in place at all, but fails to mention this detail in the initial application. The Admissions Office will form the rebuttable presumption that GSM persons are denied access to marriage, and advise the applicant nation that their application has been held; to rebut the presumption, the nation simply has to advise the Admissions Office that they do not recognise marriage or any marriage-like arrangement. The application will then be approved. 2. Correction Provide a concrete timetable for the implementation of a remedy to the concerns raised by the Admissions Office. In this case, a legislative change will often be needed. For example, if an applicant nation provides a “no” answer to the SRS question, the Admissions office will advise that a rebuttable presumption has been formed that trans* individuals are subject to active discrimination and persecution by the applicant nation’s government. That nation must provide the Applications office with a timetable for the full legalisation of SRS, including the legal recognition of the transitioning gender of trans* individuals; the timetable must be reasonable in length, and must be adhered to. What if we don’t take action in response to a rebuttable presumption notice? That nation’s application will be declined and they will not be admitted to the Alliance. The failed application will be noted, along with the failure to act, and this will count against any future applications for membership. This outcome applies to nations that promise corrective action and fail to deliver. Thank you for your cooperation. Has anti-discrimination policy been implemented in your nation? Not necessarily needed, but we have instituted them in the past. They lost their value as LGBT Rights became more mainstream (not that they weren't mainstream to begin with...), but are still in place should problems arise.

Religious Institutions have the right to refuse to marry people, but those that do follow such practices are not considered a Tax-Deductible Charitable Organization, as defined in The Bigotry Acts of 1994 (further expanded upon by the Church Laws of 2005). On top of that, the few religious institutions that fall in this category are heavily fined, face heavy roadblocks in gaining insurance for houses of worship, and face sharp criticism by the majority of the nation.

Born on 1 March 1995 in Pysskl, the Crown Prince was made Count of Arêtes, a township in France, as well as Montbatten and Swa'ah, cities in Elyomia.

Jackson has shown a considerable interest in his academic endeavours, especially in the fields of art, language and the sciences. Educated at King’s College, he has received the dux award for a total of four years running, and has scored some of the highest marks in the college’s history in chemistry, English, photography and several languages, two of which he has managed to become fluent in.

Jackson enjoys skateboarding and also photography, becoming an accomplished photographer in 2011. A fierce campaigner of LGBT rights and the poor, he became a honourary member of the Salvation Army in 2010 and a patron of the Elyomian PFLAG group in 2012. He participated in a hike to Nepal and Bhutan in 2012, handing out aid packages as an ambassador of UNICEF and assisting in the teaching of English for several months. As the commander of the Imperialisḉa Province Corps, he has been awarded a number of medallions and orders from both inside Elyomia and overseas.

Jackson came out as gay in 2011, after he was caught walking out of a gay nightclub with the son of the President, Daniel Mohli. At a press conference, he stated, ‘I just can’t live in fear and silence of who I am, because that’s not who I am. I want people to know and accept who I really am, and I want people who are in the same position as me to do the same.’ His popularity, especially with the youth, soared, and he is slightly favoured over his father to become the next King (45% to 44%).
