The 24 hour delay is to receive the email. However, you only enter the WA once you click the link in the email. Thus if you have puppets you want to swap status for quickly, you give them each a different email and apply to the WA (thereby avoiding multiing). So long as you don't actually enter the puppets into the WA it's legal. Then once you want to swap the status, all you have to do is resign your nation and click the link for the puppet.

Unlike regional updates, I think the server that does WA stuff is constantly updating all day long. Otherwise the entire day's batch of WA applications, CTEs, WA memberships granted, etc. would be posted in one big batch, once in a 24 hour period.

1) Yes - by email address, at least.

Bears Armed is right. This is all happening on a single server, which simply tackles each region individually at update, then moves on to the next region in the list. Think of the WA page as a specialized region. WA applications are posted immediately (just like movement through a region posts immediately on the Regional Happenings). WA memberships are granted when a nation clicks on that link, and that information also appears immediately.
CTE's, on the other hand, happen at the minor or midday update, as well as at the major update - so twice a day as the update moves through the various regions. They post in the regional happenings as that region updates, and CTE's of WA members are posted in a duplicate, simultaneous announcement on the WA page. While I've never pinned down exactly when WA emails get sent out (we always apply well in advance of when we want to use them, because we can't risk not having one on hand), it does seem to be all at once, either as part of the update or as a separate task at its own individual time.
