To whom it may concern:
The United Socialist Partner States will be hosting it's first international military exercise, Operation Fox Hunt. Operation Fox Hunt will encompass several categories including armored warfare, ground warfare, naval warfare, air warfare. This exercise was created to encourage international mutual trust among nations. The Partner States hope that many nations will join us. More information is enclosed in the package that came with this message.

Categories:
Armored Warfare-Each nation is allowed to send up to 200 tanks and 20 artillery pieces to participate. The engagements will occur in a surprise enviorment ranging from forests to deserts to tundras to urban areas.
Ground Warfare-Each nation can send up to 800 troops, 100 APCs, 30 artillery pieces,and 80 tanks to participate on the ground warfare category. The engagements will take place in random terrain and in a random environment.
Naval Warfare-Each nation can send up to 1 aircraft carrier, 1 assualt carrier, 5 destroyers, 5 battleships, 8 missile cruisers, 2 submarines, and 10 frigates. Engagements will be conducted in a 150 km2 to 400 km2 box in the pacific ocean. Naval units can be stationed in Naval Base North Island while they await their turn.
Air Warfare-Each nation may send 2 AWACS aircraft, 50 fighter aircraft, 50 attack aircraft (or 75 fighter bombers instead of 50 fighters and 50 attack aircraft), 10 bomber aircarft, 10 transport aircraft, 5 refueling aircraft, and 2 reconaissance aircraft. The engagements will occur in four different phases. Phase One is a deep strike operation. Phase Two is an air superiority mission. Phase three is a strategic bombing/deep strike operation. Phase Three is a large, all inclusive, operation that utilizes all aircraft roles at night.

Rules

4. Once you have been matched with an opponent you will be TGed a link to the arena and the engagement can commence.
5. USPS Observers will referee the matches and settle any disputes.
6. Air Warfare participants cannot move on to the next phase unless they have been approved by thee USPS Observers.
7. Bailing out in the middle of an engagement will result in a blacklisting lasting 1 month.
8. Person who is being attacked determines their own casualties.

Q If this is a training exercise how are casualties determined.
A In Ground Warfare and Armored Warfare, Operation Fox Hunt employs the same system that the United Partner Army uses for training, LOTS, or Laser Oriented Training System. Each soldier wears a receiver system on their helmet that communicates with sensors woven into the fabric of the soldiers clothing. Vehicles also are equipped with a similar system. When a soldier fires his or vehicle fires its weapons the round a blank round is fired which triggers the trigging system which then fires a laser from the barrel of the gun. Artillery shells and grenades transmit a large wave of lasers that travel outwards. When a soldiers or vehicles sensors has determined it has been hit it will stop the transmitting of lasers and let's out several beeps in the soldiers earpiece or vehicles PA system. Vehicles will also have a light which will start to flash on the exterior. The lasers are invisible to both IR and plain sight.
Air Warfare and Naval Warfare use a system which determines whether a shot is a hit or miss depending on multiple conditions and transmits that data to all systems. These conditions include range, relative mortion and bearing, speed, weapon type, wind, temprature, visibility, and many others.
