It is by the command of His Blessed and Imperial Majesty, Francis II, By the grace of God, Holy Emperor of Estrimbaal, etc, etc, that the Ministry of Foreign Affairs reform the current structure of how Embassies are handled and accommodated with Estrimbaal. For this purpose, the Diplomacy Act 2012 was passed and signed in His Imperial Majesty's hand on the 17th of May, 2012 in the year of our lord. Nations and organizations wishing to establish diplomatic ties with the Holy Empire of Estrimbaal are encouraged to read the relevant information below and to fill out the proper applications and letters of credence.

Regulations for Ambassadors

Diplomatic Immunity

Under the Diplomacy Act 2012, diplomatic immunity is granted under the guidelines of the Terms of the Vienna Convention on Diplomatic Relations and subsequent and related Conventions, the World Assembly Diplomat Protection and Consular Rights Acts. Under these guidelines, the Embassy grounds are considered inviolable and are protected from search and seizure. Diplomatic staff are also protected from arrest as outlined in the above chart. Papers and items transported in special Diplomatic Satchels and are in the care of Diplomatic couriers are similarly protected.

However, the government of the Holy Empire of Estrimbaal is well within its rights to expel diplomatic staff if they do not meet the standards expected of their station. Diplomatic staff declared Persona no Gratia by the Court of the Olympian, will be given 24 hours to collect their belongings before leaving Estrimbaal.

Resident Ambassadors

Ambassadors of those countries that hold a historic or valued relationship with the Holy Emperor of Estrimbaal, are entitled to be invited by the Emperor to reside in a Grace and Favour Apartment with the Grand Olympian Palace or Aurelian Palace. However, these are not open to all ambassadors, and very few apartments themselves are open for occupancy.

Staff and Personnel

Under the Diplomacy Act 2012, Embassy personnel and staff are to be limited to at least the following:

60 Diplomatic staff
40 Service staff
30 Security Personnel (if privately contracted)
25 Military Security personnel.

Both Military and Security Personnel are considered under the terms of the act as Service Staff, and are therefore ineligible for Diplomatic immunity, however in the case of Military personnel, the highest ranking officer is considered a diplomatic Agent, equivalent to a Ambassador and therefore do enjoy diplomatic immunity.

Letters of Credence

Letters of Credence are the official presentation of a nation's ambassador to the Court of the Olympian. Embassies themselves are established through the Ministry of Foreign Affairs, however Ambassadors must present a Letter of Credence from their Head of State, to the Emperor to officially take their post. The same however is not true for Consular agents who may be recognized through the Ministry of Foreign Affairs.

Officially speaking, ambassadors are accredited directly to the Court of the Olympian (I.e the representative of the United Kingdom of San Pellegrino Romana is titled The Roman Ambassador to the Court of the Olympian) this is a matter of formality so that the Ambassador may have a place of precedence in official functions.

Weaponry
Weaponry for security staff are restricted under the Diplomacy Act 2012, except for the following:

Any Semi-Automatic weapon
Small Caliber Handguns and pistols
Tasers and Stun guns
Ceremonial Weapons.

Any weapons other than these are strictly prohited and if found will be confiscated and those responsible will be asked to leave Estrimbaal.

First, the Ministry of Foreign Affairs would like to inform diplomatic staff that the proper way to address the Emperor and Empress is Your Imperial Majesty then sir/madam thereafter, the King and Queen of Pendragon are addressed as Their Imperial Highness, then sir/madam thereafter, other members of the Imperial Family is Your Highness then sir/madam thereafter, and for Ministers of the Senate, Dukes and Marquees Your Grace then sir or madam thereafter and for the rest of the Nobility Milord/Milady then sir/madam thereafter. The High Lord Chancellor is addressed Your Excellency and Sir/Madam thereafter and the Secretaries of the Commons are always addressed as sir/Madam.

The Grand Olympian Palace

The Palace serves as the home of the Imperial Court, lending its name to the court. Officially known as the Court of the Olympian, the court serves to denote those whose working lives revolve around the Court. These are senior peers and nobles and parliamentarians, who spend time at the palace. At its height in the 18th Century, the Court of the Olympian was the centre of much politicking and power struggles as the Senate once occupied one of the Palace chambers to carry out its business.

However, the political influence of the court decreased with the creation of the Commons Assembly and the move of Parliament to Parliament House. It still wields some influence as many parliamentarians attend court functions throughout the year and these events serve as a backdrop for more discreet political manoeuvring. Ambassadors to the Holy Empire of Estrimbaal are accredited to the Court of the Olympian and some of the Empire's more friendly Ambassadors reside within the Grand Olympian Palace.

The Aurelian Palace

Located roughly 8 km from the Grand Olympian Palace on the outskirts of the City, the Aurelian is the preferred summer residence of the Imperial family to escape the heat that grips the capital during the summer months. During the Unification era the Aurelian was the main residence of the Imperial family until a fire in the kitchens in 1092 forced the Imperial Family to use the citadel that later became the Grand Imperial Palace. The site lay abandoned for about 700 until the modern structure was raised by Empress Eve I after a brutal heat wave hit the capital in 1795. In the summer of 1805 the Palace was completed. The Gardens of the Aurelian continue to draw tourists from around the world.

Commissioned to commemorate the Victory of Emperor Henry III in 1483, Victory Square is the Main Square in the heart of the Imperium Civitas. The Square itself is dominated by the massive Chancellery Building, which houses many of the Government's various departments and ministries.Victory Square is often the site of protests and public demonstration and has thus gained the nickname of "The Voice of the Nation".
